Issuing Office: BLM Nevada State Office Location: BLM Elko District Office Project: Zone 2 Abandoned Vehicle Towing Statement of Work Remove Abandoned Vehicles, RVs, and Travel Trailers from Public Lands
NEVADA ZONE 2 LAW ENFORCEMENT
Background:
The Bureau of Land Management (BLM) Nevada has a requirement to remove abandoned vehicles, recreational vehicles (RVs), and travel trailers from public lands within the Zone 2 Nevada Law Enforcement area of responsibility, which includes the Battle Mountain, Elko, and Ely Districts. These vehicles detract from the enjoyment of the public lands and generate environmental concerns from leaking fluids, broken glass, and other debris. These issues additionally pose a hazardous situation for public land users.
Requirement:
The Bureau of Land Management Nevada (BLM-NV) Zone 2 Law Enforcement has a requirement for abandoned vehicle, recreational vehicle (RV) and travel trailer towing and disposal services. Currently, there is a minimum of 30 abandoned vehicles, including recreational vehicles and travel trailers, identified to be removed within the entire Zone; however, BLM expects this number to vary each year. This amount has accumulated/increased over the last decade due to the lack of available funds identified for removal.
Due to this expected increase in abandoned vehicles and RV/travel trailers on public lands managed by the Elko, Battle Mountain, and Ely Districts, BLM intends to award multiple Blanket Purchase Agreements (BPAs) to assist the BLM in responding to the need to remove and dispose of these vehicles. Contractor support services under these BPAs may require the following tasks, on an as needed basis:
1. Removal of abandoned vehicles, RVs, and travel trailers in a timely manner from public lands.
2. Transport and disposal of vehicles at a proper facility, such as a State of Nevada-licensed salvage yard.
3. Transport and dispose of RVs and travel trailers at the Class III landfill, Waste Management Landfill, including removal of all fluids and hazardous materials.
Once in their possession, the licensed Contractor will further file abandoned vehicle reports with the Nevada Department of Motor Vehicles (DMV) and receive an Appraisal Report/Junk Certificate where applicable. Abandoned vehicles, RVs, and camper trailers towed from public lands will be disposed of properly in accordance with Nevada Revised Statute (NRS) Chapter 487. If the vehicle has an active lien, the vehicle will be disposed under the short lien process in accordance with NRS Chapter 487.
Site Locations:
Some of the vehicles may require use of four-wheel drive tow trucks due to their remote locations. Others can be removed with a two-wheel drive tow truck. The service areas may include public lands managed by the Elko, Battle Mountain, and Ely BLM Districts within Elko, Eureka, Lander, White Pine, Nye, Esmeralda, and Lincoln counties. The BLM will provide photos and a GPS location of all vehicles identified for removal as each incident is addressed.
Tasks to be completed:
This statement of work is for the removal and proper disposal of vehicles, RVs, and travel trailers found within the Nevada Law Enforcement Zone 2 area of responsibility, covering the BLM Districts mentioned above. Work will include the following:
1. Upon receipt of notice by the BLM Contracting Officer (CO), or delegated Contracting Officers Representative (COR) as applicable, the Contractor shall work in conjunction with BLM Law Enforcement Ranger in scheduling removal of abandoned vehicles, RVs, and travel trailers in a timely manner from public lands.
2. Provide labor and equipment needed to remove abandoned vehicles, RVs, and travel trailers at designed locations.
3. Process Liens if applicable to prepare the vehicle/RV/travel trailer for salvage
4. Transport and dispose of vehicles at a proper facility, such as a State of Nevada licensed salvage yard.
5. Transport and dispose of RVs and travel trailers at the Class III landfill, Waste Management Landfill. If required by landfill, all fluids and hazardous materials must be removed from the trailers prior to delivery; and
6. Submit final invoice for each removal via the Invoice Processing Platform (IPP) upon completion of removal and disposal. Payment by Government-issued charge card may also be authorized at the Contractor’s request.
Blanket Purchase Agreement (BPA) Calls may include one, or a mix of the tasks described herein. An Ordering Contracting Officer (OCO) issuing a BPA Call/Order against this BPA will provide specific requirements, guidance, and terms and conditions applicable to the effort along with points of contact specific to the individual requirement.
Contractor must be a licensed automobile wrecker by the Nevada Department of Motor Vehicles, who dismantles, scraps, processes or wrecks a vehicle subject to the registration laws of Nevada and abides by the Nevada DMV Wrecker and Tow Car Operator Guide, and authorities of NRS Chapter 487.
Government-Furnished Items and Services The BLM shall:
1. Assign a BLM COR for this BPA as well as each individual BPA Call/Order as a point of contact for technical issues.
2. Provide photos, a GPS location, and any additional information available regarding location of the next vehicle identified for removal.
3. Ensure BLM Law Enforcement is on site for removal process to issue a tow sheet.
Contractor-Furnished Items and Services The Contractor shall:
1. Maintain their automobile wrecker license as required by the State of Nevada, Department of Motor Vehicles. Contractor shall immediately notify the BLM if their license status changes.
2. Take possession or dispose of the vehicle once cleared through the NRS regulations process.
3. Provide a detailed invoice with the make/model/VIN of vehicles, RVs and trailers removed.
4. File abandoned vehicle reports through the Department of Motor Vehicles and obtain an appraisal report/junk certificate, where applicable.
5. Process Liens to prepare the vehicles/RVs/travel trailers for salvage.
6. Ensure to follow City/County/State guidelines for disposal of vehicles, RVs and trailers.
Post Award Conference The BLM and the Contractor will hold a Post-Award Conference following award of the Base BPAs to introduce all parties, define roles and responsibilities (Government/Contractor), discuss contract administration and the process for issuing BPA Calls, and to answer any technical questions.
Period of Performance The period of performance of BPAs is anticipated to be for a five-year period from date of award, unless the BPA is cancelled or expires.
The BPA Contracting Officer shall perform annual reviews of the BPA in accordance with FAR 13.303-6.
Performance established in individual BPA Calls may extend beyond the effective period of this BPA. However, no new call orders can be issued once the possible five-year period has expired, unless the BPA has been modified in accordance with FAR Clause 52.217-8, Option to Extend Services. The BPA cannot be extended beyond five years, six months.
The Government may cancel the BPA at any time by notifying the Contractor at least thirty (30) days in advance. BPA cancellation does not release the Contractor from the duty to continue BPA Call/Order performance. Ongoing orders continue in accordance with the specified order period of performance, even if the BPA is cancelled, and will retain the area clauses and terms and conditions of the Base BPA that were active when the call order was awarded.
