Statement of Work
Office of Field Operations Tactical Operations Division Cellebrite UFED Touch 2 Ruggedized License Renewal
1. BACKGROUND:
The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Field Operations (OFO) is the frontline of U.S. Customs and Border Protection (CBP) protecting the United States from terrorists and instruments of terror while enforcing the laws of the United States.
CBP enforces numerous laws concerning material that may be in paper or electronic format. 18 United States Code (U.S.C.) § 2252 makes it a crime to transport in foreign commerce child pornography. Similarly, 19 U.S.C. § 1305 prohibits, among other things, the importation of material that is obscene, that contains any threat to take the life of or inflict bodily harm upon any person in the United States, or that is treasonous or seditious. Trademark and copyright laws directed at protecting written material, among other things, are also enforced at the border. In today’s digital world CBP faces challenges at enforcing such laws as devices get smaller and data storage capacity expands. It is CBP’s mission to enforce US law while facilitating lawful international trade and travel as expeditiously and efficiently possible.
The current practice of powering up devices and manually performing an examination suffers from many pitfalls. Every time a CBP Officer (CBPO) conducts a manual examination he/she spoils the “crime scene” and its evidence hindering further investigation. Utilizing forensic tools for digital media examinations allows CBP to conduct forensically sound examinations within in minutes and take enforcement action immediately or in some cases produce intelligence.
2. SCOPE:
OFO has a requirement for a portable, self-contained digital forensics tool for the examination of mobile devices. CBPOs, under border search authority, examine electronic media enforcing laws that protect trademark and copyright laws or prohibit importation of illegal materials such as child pornography. To facilitate international trade and travel, OFO requires a tool that efficiently screens electronic media for illicit material and/or activity. The tool purchased, Cellebrite UFED Touch 2 Ruggedized, requires an annual license renewal in order to provide warranty updates. The warranty includes firmware updates, which provide additional mobile device support and new cables for mobile device connection to the UFED Touch 2 Ruggedized handheld units.
Upon expiration of the warranty, OFO no longer will receive updates for new phone support or the hardware (cables) for new phone support. This will result in OFO not being able to fully examine mobile devices from persons of national interest (Terrorist Screening Data Base (TSDB) matches) when the version currently running on their systems does not support current phones on the market.
