About this file
This document is a Statement of Work (SOW) for a crane barge and operator services to support the staging and de-staging of equipment for the NOAA ship Henry B. Bigelow during a Remotely Operated Platform for Ocean Sciences (ROPOS) research cruise in July and August 2024. The contractor will provide a crane barge and operators to lift approximately 88,000 lbs of ROPOS equipment from trucks onto the ship's deck on two separate days. The work will be conducted at Naval Station Newport, Pier 2 in Rhode Island. The SOW includes details on the specific equipment to be lifted, required lift capacities, and the preferred positioning of the barge and equipment on the ship. The related federal contract opportunity is Solicitation Number 1333MK24Q0058 for "Provide ROPOS Crane Barge for NOAA Ship Henry Bigelow" under the Department of Commerce National Oceanic and Atmospheric Administration.

Statement of Work
2024 Deepsea Coral ROPOS ROV Staging/De-staging
Crane Operations
The Contractor shall furnish the necessary personnel, materials, equipment, services and facilities (except as otherwise specified), to perform the following statement of work/specifications.
1.0 GENERAL
The Deepsea Coral program of the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is requesting the services of one barge crane. The crane (and its operators) will conduct heavy lifting operations required to stage and de-stage the NOAA ship Henry B. Bigelow, in support of the Remotely Operated Platform for Ocean Sciences (ROPOS) located at Naval Station Newport (NSN), Rhode Island, Pier 2 north side. The weight limitations of NSN Pier 2 exclude the use of a wheeled crane to perform these operations and the Navy will not issue a permit.
2.0 SPECIFIC TASKS AND RESPONSIBILITIES
The work will be conducted during two separate single day evolutions, the first being on July 15, 2024, and the second on August 1, 2024, after the conclusion of the research cruise. The NOAA Ship Henry B.
Bigelow is a 209ft government own research vessel that will be the supporting platform for the Deepsea Coral ROPOS ROV cruise. The vessel will be available all day for the two separate events expected to last 5-7 hours each. The crane barge will mobilized aft or outboard of the vessel prior to the start of lifting ops and have the necessary lifting capacity to lift the largest items from the pier to the center line of the vessel. The vessel, lead ROPOS engineer, and contractor will mutually agree on a time to start operations. The crane and its operators will be expected to lift 5 separate items on each date, totaling 88,000lbs (see Table 1) and place them in exact predefined locations on the ships deck (see Image 1).
The single largest equipment item to be lifted weighs 35,000lbs which will be placed on the vessel’s centerline.
All the equipment that requires lifting will be arriving on the pier in semi-tractor trailer trucks prior to the start of lifting operations. Items will be lifted directly from the trucks to the ship’s decks during staging operations and directly from the decks to the trucks during de-staging.
The contactor will be responsible for applying and obtaining all applicable permits pertaining crane operations at Naval Station Newport, Pier 2 as well as security clearance for base access.
