NIH Clinical Center
Department of Radiology and Imaging Sciences
Scope of Work
Background
The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information.
The NIH Clinical Center (CC) is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by “bridges”. The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 out-patient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol.
The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to the CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD&IS’s Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS). The findings are saved in reports which are stored in the RAD&IS’s Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center’s Hospital Information System (CRIS).
The PACS and RIS are integrated critical patient care systems in daily use by RAD&IS and the Clinical Center. They support the care of clinical patients at the NIH. They are also the heart of the RAD&IS. The RIS provides workflow and connection services for RAD&IS. The RIS controls the patient information data flow between the CRIS, the medical scanners and the PACS. The PACS provides both medical image viewing and reporting services to radiologists, researchers, patients and referring physicians. The operation and capabilities of these software systems are absolutely critical to the NIH CC mission for quality patient care.
The PACS and RIS applications are currently operating under older versions of Philips’s Vue PACS and Vue RIS application software. These two software applications have not been upgraded in over 3 years. An upgrade is required to address underlying operating system issues as well as provide enhanced functionality for the users and the administrators of the systems. This SOW is for the upgrade of the RIS. Upgrade of the PACS component will be a zero dollar cost item.
Scope of Work This requirement is for a upgrade of Philips (Carestream) Vue RIS to the current release of Philips Vue RIS application software.
To meet this requirement the following services shall be provided:
· Upgrade Philips Vue RIS from V11.3 to V11.5
· The contractor must provide the project management support services and on-site technical implementation services required to:
· Install Vue RIS V11.5 on the RIS test VM server, migrate data and verify
· Install Vue RIS V11.5 on RIS backup VM server
· Install Vue RIS V11.5 on RIS XIS VM server
· Install Vue RIS V11.5 on RIS primary servers
· Migrate data from Vue RIS V11.3 to new RIS V11.5 server, test and verify all functionality (NIH will provide all hardware.)
· The contractor must supply two weeks of on-site Vue RIS applications support during the upgrade and one week of on-site applications support post go-live
· The contractor must provide integration and verification services to maintain integration of the upgraded Vue RIS with the upgraded Vue PACS Period of Performance
May 2022 – November 2022 The Clinical Center anticipates all the tasks stated in this SOW to be completed and fully functional within this 6-month time period.
