About this file
This is a Statement of Work (Draft) for providing enterprise duress and mass notification system licensing and support services to the U.S. Department of Veterans Affairs (VA) Greater Los Angeles System. The government seeks to procure an enterprise license and support package for LynxGuide Duress & Mass Notification System (or equal) covering approximately 30,000 seats, including professional (pro) seats. The system is currently in use by the VA Police Department and serves panic duress and mass notification functions across the VA Greater Los Angeles facility.
The primary task requires the contractor to provide technical and customer support for the virtual server, delivered by phone to the VA Physical Security Specialist during standard business hours (6:00 AM to 5:00 PM, Monday through Friday), with after-hours support available as needed. The system must meet 16 salient characteristics, including enterprise-wide duress/panic alerting with optional mass notification features, silent/covert duress activation through hardware buttons and software clients, real-time notifications within 5 seconds or fewer, location identification, operation on standard enterprise network infrastructure (LAN/WAN), central administrative console, integration with existing security systems, configurable alert routing and escalation, system logging and reporting functions, secure encrypted protocols, redundant components, scalability, predefined message templates, multi-channel alert delivery (desktop alerts, email, text notifications), battery backup or low-power hardware operation, and remote configuration capabilities. The place of performance is located at 11301 Wilshire Boulevard, Building 222, Room 205, Los Angeles, California 90073, with the server furnished by the government. Section 7 identifies that the SOW remains incomplete regarding follow-on work identification, conflict of interest disclosure, non-disclosure requirements, packaging and shipping instructions, and inspection and acceptance criteria.
