Statement of Work
I. GENERAL INFORMATION
A. Introduction.
The U.S. Geological Survey, New York Science Center (USGS NYWSC), has need to acquire services for the use of the GPS Insight software, telemetry/communications, and continuous monitoring services for up to 90 field fleet vehicles.
B. Background.
As part of the USGS NYWSC safety policy for field employees, all fleet vehicles will be equipped with GPS monitoring devices that monitor vehicle information and send alert messages to in-office staff when needed. The service will encompass the entire NYWSC fleet. This allows for the safe monitoring of location and employees working in the field, often at remote site locations.
C. Need.
The USGS NYWSC needs a contract in place to access GPS Insight cloud-based fleet management and field service solution through the activation and subscription service of the 70-government owned vehicle trackers model -GPSI-5000. With the ability to purchase up to 20 additional trackers that are equivalent to the government-owned GPSI-5000.
II. Functional and Technical Specification
1. Software must allow for custom parameters (detailed locations, time spent at location, arrival/departure times, speed, idle time, battery voltage, time stopped, etc) to be set for text and email message alerts to be sent. Parameters must be able to be tracked in real time.
a. Must have the ability to run reports to view and compare statistics on idle hours, miles driven, speeding, route history, and gas mileage for all vehicles.
2. Must be compatible with the Verizon network for full coverage throughout the state of New York.
3. Must be able to send text message alerts and notifications for a variety of issues pre-determined by users.
4. Must be able to handle multiple user logins on the same account for monitoring purposes
5. Must have a map interface that can show all vehicles concurrently and include traffic and weather to monitor for safe driving conditions.
6. Must have the ability to remotely access diagnostic information, check engine warnings, vehicle recalls, gas mileage, and mileage.
7. Must have location history including GPS coordinates and addresses.
8. Must have a manager and driver cell phone app interface with full monitoring capability.
9. Must have the ability to create geofences and receive alerts when vehicles leave set boundaries.
10. Must have the ability to set up scheduled maintenance alerts based on mileage to ensure maintenance is done on time.
11. Must have the ability to determine route optimization to increase driving efficiency.
12. Must have the ability to track vehicle speeds and speeding violations.
