About this file
This is a Statement of Work (SOW) for upgrading the GA-VGMS-33528 vacuum system at the Air Force Primary Standards Laboratory (AFPSL). The contractor must provide specified hardware components, perform software development, deliver on-site engineering services, and maintain system performance and functionality. Hardware requirements include a VGMS Power Supply Box (V-G-A-0005), ten Interface Cables for Multiplexor (E-C-EC-A-0005), one 15-25 PSIG Rupture Disc (M-P-PO-0135), one Inficon Ion Gauge Controller (V-G-IG-0016), one Convection Gauge Cable (V-G-IG-A-0014), one 24V Power Supply for the Inficon controller (E-C-PS-0046), one Half-Width Rack Rail Controller Panel (E-E-IC-A-0052), and one Bakeable Ion Gauge Cable (V-G-IG-A-0016).
Software requirements include implementing a multi-channel analog calibration workflow to support the new DMM/multiplexer solution, correcting standards and coefficients selections, implementing an exercise-to-full-scale routine for calibration standards, investigating and resolving intermittent pump-down failures, and implementing software changes to support the new ion gauge controller with turbo status verification. All software must operate under Microsoft Windows 10 LTSC 64-bit or Windows 11 LTSC, with software identification displayed at startup or in an About menu. The contractor shall provide on-site installation of hardware and software, system validation and verification, operator training, and an updated operator's manual if system operation changes. Testing will be conducted at AFPSL using equipment with NIST-traceable certification. A one-year warranty covering hardware and technical support for all modifications and deliverables is required. The related federal contract opportunity is a Pre-Solicitation/Sources Sought synopsis issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base for market research purposes, with no current funds available.

1.0 SCOPE:
This Statement of Work defines the requirements for providing hardware, software development, and on-site engineering services to upgrade and enhance the existing vacuum system. The contractor shall provide the specified components, perform necessary software modifications, and validate the system's functionality as detailed herein.
2.0 HARDWARE REQUIREMENTS: The contractor shall provide the following hardware, software, and services
2.1. VGMS Power Supply Box (V-G-A-0005): One (1) unit designed to work with a VTI VGMS and feature a 10-channel multiplexor interface. Note: The 10-channel card is to be supplied by the customer. Main interface cable is not included.
2.2. Interface Cable for Multiplexor (E-C-EC-A-0005): Ten (10) units for connecting a GP 390411 to the multiplexor interface.
2.3. 15-25 PSIG Rupture Disc (M-P-PO-0135): One (1) UHV-compatible, all-stainless-steel rupture disc with a 1/4" Female VCR-Type Connection.
2.4. Inficon Ion Gauge Controller (V-G-IG-0016): One (1) Inficon VGC083x series controller. Note: Cables are not included.
2.5. Convection Gauge Cable (V-G-IG-A-0014): One (1) 10 ft. long cable for the Inficon VGC083x controller.
2.6. Power Supply for Inficon VGC083x (E-C-PS-0046): One (1) 24V, 221W AC/DC power supply with an included power cord.
2.7. Half-Width Rack Rail Controller Panel (E-E-IC-A-0052): One (1) panel for mounting the Inficon VGC083B controller.
2.8. Bakeable Ion Gauge Cable (V-G-IG-A-0016): One (1) 10 ft. long bakeable cable for the Inficon VGC083B controller.
3.0 PERFORMANCE REQUIREMENTS:
3.1. Continuity of performance: All normal performance characteristics of the GA-VGMS-33528 shall be maintained or exceeded after the upgrade is performed.
4.0 FUNCTIONAL REQUIREMENTS:
4.1. Continuity of functionality: All normal functionality of the GA-VGMS-33528 shall be maintained or exceeded after upgrade is performed.
5.0 CONTROLLER REQUIREMENTS:
5.1. Controller: Upgrade shall use existing controllers.
5.2. Operating System and Software: All software must run under Microsoft Windows 10 LTSC 64 bit operating system or Windows 11 LTSC, whichever is available.
6.0 SOFTWARE/FIRMWARE REQUIREMENTS:
6.1. Software Identification: If applicable, all software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu.
6.2. Software Warranty: The contractor shall warrant that the product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the warranty.
6.3. Software Work Requirements: The contractor shall perform a software upgrade package to correct existing functional issues and add the multi-channel workflows needed for the new hardware. This includes:
6.3.1. Correcting standards and coefficients selections to ensure proper equations are applied.
6.3.2. Implementing an "exercise to full scale" routine for CDG standards/DUTs.
6.3.3. Investigating and resolving intermittent pump-down failures.
6.3.4. Developing and integrating a multi-channel analog calibration workflow to support the new DMM/multiplexer solution, including channel selection, sequencing, data capture, and reporting.
