Statement of Work
For
Cesium 137 Reload
The following specifications apply to the High Intensity Cesium-137 (Cs-137) Calibration Standard operated for the
US Air Force Primary Standards Lab (AFPSL) in Heath Ohio.
1. SCOPE: The Cs-137 source capsule is utilized in a J.L. Shepherd & Associates Model 81-10 High Intensity
Gamma Radiation Calibrator. This calibrator is used to calibrate high intensity radiation survey meters and dosimeters. The Contractor shall obtain and install three Shepherd Model 6810 or equivalent capsules, each with an activity of 200 Curies (Ci) activity in the 81-10 after having removed three Shepherd Model 6810 capsules of approximately 100 Ci each. The Contractor shall then perform one-point calibrations of the calibrator using a source-to-detector distance of one meter to certify the nominal activities. The removed capsules must be properly decommissioned, packaged, and transported to the Contractor’s facility for recycling. All operations involving the handling of radioactive materials shall be performed by properly trained Contractor personnel. The removal, decommissioning, transportation and recycling of the old equipment is the responsibility of the contractor. This work shall be performed on site at the RADIAC Lab at AFPSL.
2. TECHNICAL TASKS: The Contractor shall accomplish all of the following specific tasks to comply with this
Statement of Work (SOW).
2.1 REMOVAL AND INSTALLATION SAFETY PLANS: The Contractor shall prepare and submit for review and approval a plan covering the source removal, source installation, and safety-emergency procedures for the phase of this effort that will occur on site at the AFPSL. The source removal and installation plans shall cover, in order, the procedures to be used in the removal and storage of the old radioactive sources (Cs-137), the installation of the new sources (Cs-137), a personnel operating procedure that will be followed, and the procedures which address the potentially hazardous operations associated with the on-site work, along with appropriate safety measures and emergency procedures. A draft of the plan shall be submitted with the proposal and shall be finalized
30 days prior to the start of the work. The Contractor is required to possess a valid and current Nuclear Regulatory
Commission (NRC) or Agreement State License for the handling of all radioactive material covered in this SOW.
2.2 TRANSPORTATION: The Contractor shall be responsible for making all the arrangements with the appropriate authorities for all transportation requirements. The Contractor shall also supply all equipment directly related to the source handling such as positioning devices, remote handlers, lead steel containers, and lead brick shielding necessary for performing all work on site at the AFPSL.
2.3 NEW SOURCE CAPSULES: The Contractor shall obtain three new Shepherd Model 6810 or equivalent source capsules as recognized by the NRC and shall be certified as Sealed Source Special Form in the NRC
Catalogue of Approved Sealed Sources and Devices. The nominal activity of each Cs-137 source capsule shall be certified as 200 Ci +/- 6%.
2.4 REMOVAL OF OLD CESIUM-137 SOURCE:
2.4.1 The Model 81-10 Calibrator contains three Shepherd Model 6810 source capsules, which have decayed to approximately 100 Ci each. The old Shepherd Model 6810s will be removed and placed in a protective lead steel container designed for the specific purpose of radioactive material storage and transportation. The container shall be currently certified as DOT 7A -Type B (or Type B(U)) 20WC Overpack. The contractor shall provide this container and the means to transport it out of the facility work area.
2.4.2 The Contractor shall be licensed by the NRC or an Agreement State to take possession and remove, decommission, transport and recycle the Model 6810 capsules being replaced. This license must be in place for the duration of the contract.
2.5 INSTALLATION OF NEW SOURCES:
5 August 2021
Rev 3
2.5.1 The new Cs-137 source capsules shall be installed in accordance with the Source Installation Safety
Plan referenced in paragraph 2.1.
2.5.2 The Contractor shall, for the duration of the contract, be licensed by the NRC or Agreement State to possess, handle, and transfer possession of said capsules.
2.6 TRANSPORTATION QUALITY ASSURANCE PROGRAM: The Contractor, or its subcontractors, shall as of the Contract Award Date possess a current NRC-approved DOT Transportation Quality Assurance Program to package and transport a quantity of Cs-137 equal to or greater than that of the new source.
2.7 SOURCE CALIBRATION: The Contractor shall perform a source calibration at a one meter distance from the source capsule centerline to the radiation detector surface. Instrumentation used to calibrate the sources must be certified as traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL-approved source.
2.8 ADVANCED NOTIFICATION: The Contractor shall notify the Contracting Officer one week prior to the proposed date for start of work. The Contractor, once on site, shall coordinate all activities involving actual source capsule removal and installation with AFPSL to ensure personnel safety and to allow evacuation of the immediate area surrounding the 81-10 Calibrator.
2.9 PERFORMANCE PERIOD: All work shall be completed within 5 working days. Saturdays, Sundays, Federal holidays, and facility shutdowns are excluded.
3. ACCEPTANCE TESTING: Acceptance Tests will be conducted to ensure that the activity of the source material is 200 Ci to an uncertainty of +/- 6 %.
4. ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH:
A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety, and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
