1. BACKGROUND
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is in both Kentucky and Tennessee and consists of approximately 125,000 acres. The park was established by Congress on March 7, 1974. The parks mission is to provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, and a broad range of recreational opportunities are provided which benefit the regional economy.
In February 2020, BISO encountered a historic flooding event with waters reaching 100-year levels. Among the numerous areas impacted throughout the park, the Zenith Day Use Area Access Road was severely damaged. The rapid influx of water caused major damage to the access road triggering roadbed destabilization and the resulting failures. The section of roadway beginning at Camp Branch and ending at the Day Use Area was inundated by an average of 4’ of water. The road surface experienced severe undermining and subsurface erosion, with washouts up to 4 feet deep. Receding waters left a heavy layer of silt upon the road surface. One section of drainage ditch approximately 300’ in length was destroyed by flood waters.
This project serves to rehabilitate the Zenith Day Use Area Access Road. The National Park Service will utilize contractual obligation to perform the tasks listed below in this statement of work. At completion, this project will restabilize the affected roadbed utilizing the proper fill material to establish proper sub-base, and road surface. The project will also re-establish the impacted ditch-line to ensure proper water mitigation in the future.
2. PLACE OF PERFORMANCE:
Road Repairs will begin approximately 480’ west of the Camp Branch Crossing on the Zenith Day Use Area Access Road. See attached maps.
3. SCOPE:
The National Park Service, BISO will contract the repairs, restabilization, and removal of residual river silt of approximately 1700 linear feet of the Zenith Day Use Area Access Road.
