About this file
This document outlines a scope of work for a multi-year software license and maintenance agreement for picture archiving and communication systems (PACS) and radiology information systems (RIS) software used by the National Institutes of Health Clinical Center Department of Radiology and Imaging Sciences. The agreement requires full software support and current releases for PACS and RIS products from Philips Healthcare, including primary and secondary PACS servers, a high availability RIS with disaster recovery, test servers, specified software licenses, and support for tape archive systems. The period of performance is from September 30, 2020 to September 29, 2021 with four optional yearly extensions. Delivery will be to the NIH Clinical Center and services will adhere to NIH security and privacy policies.

Background
The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information.
The NIH Clinical Center (CC) is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by “bridges”. The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 out-patient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol.
The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to the CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD&IS’s Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS). The findings are saved in reports which are stored in the RAD&IS’s Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center’s Hospital Information System (CRIS).
The PACS and RIS are integrated critical patient care systems in daily use by RAD&IS and the Clinical Center. They support the care of clinical patients at the NIH. They are also the heart of the RAD&IS. The RIS provides workflow and connection services for RAD&IS. The RIS controls the patient information data flow between the CRIS, the medical scanners and the PACS. The PACS provides both medical image viewing and reporting services to radiologists, researchers, patients and referring physicians. The operation and capabilities of these software systems are absolutely critical to the NIH CC mission for quality patient care.
Philips Healthcare (formally Carestream Health Inc.) is the manufacturer, developer and licensor of both the CC PACS and RIS software.
Scope of Work This requirement is for a multi-year software license and maintenance agreement. The agreement is to cover the continued maintenance of the NIH Clinical Center’s Picture Archiving and Communications System (PACS) and Radiology Information System (RIS) software. The PACS and RIS software are both proprietary products developed, licensed and maintained by Philips Healthcare. A multi-year agreement is required.
The maintenance agreement must include:
· Specifications for a base year and at least one additional option year
· Full software support for all software products associated with the full operation of:
· The PACS software on a Primary and a Secondary server
· A high availability RIS with a disaster recovery option
· Fully functional PACS and RIS test servers
· Software licenses for (100K exams/year):
· VUE PACS Reading option
· VUE PACS PET-CT option
· VUE PACS Powerviewer option
· VUE RIS Enterprise
· Full software support and current releases of:
· VUE PACS Work Flow Manager (WFM)
· VUE PACS 3D reading package
· VUE PACS DBR WFM /VNA
· VUE PACS Data Repository
· VUE Motion software
· VUE Reporting software
· VUE RIS Enterprise Edition
· VUE RIS High Availability Web services
· Provisions for full support of the VUE PACS Tape Archive system.
· Implementation services for of all VUE PACS and RIS software updates and patches as they become available
· Full 24/7 telephone technical support
· Remote management services via a secure remote service access virtual private network
· Adherence to NIH security and privacy policies - see attached security documents Period of Performance
