Oil Analysis Services SOW Summary
This Statement of Work describes oil analysis services required by the Los Angeles County Metropolitan Transportation Authority (LACMTA, also known as Metro) for its Rail Fleet Maintenance Divisions. Metro seeks a contractor to process and analyze approximately 400 oil samples monthly through three primary analytical services: elemental analysis to detect component wear and contamination, contamination analysis to identify unwanted fluids and particles, and oil condition analysis to test viscosity and Total Acid Number (TAN). The contractor must deliver spectrochemical analysis results, contamination reports, oil condition assessments, maintenance recommendations, and historical trend analysis within seven calendar days of sample receipt. The contract term is 36 months from the date of execution. Quotes must be submitted by email to OMOHUNDROJ@METRO.NET by 2:00 P.M. PDT on Friday, July 24, 2026, with award selection based on best value considering price, lead time, and past performance.
Contractor minimum qualifications include five years of verifiable experience performing industrial and rail oil sample analysis, three business references from the past five years, and technical infrastructure capable of providing a secure online database portal with filtered searches, automated critical alerts, and historical trend graphing. The contractor bears all responsibility for sampling hardware, shipping costs, courier services, hazardous materials compliance, and regulatory handling and disposal requirements for used industrial oils. Metro will provide oil samples and diagnostic equipment information including serial numbers, equipment descriptions, vehicle types, and vehicle numbers. The contractor must submit a comprehensive Quality Assurance Manual during the proposal phase and resubmit for approval post-award as deemed necessary by Metro. All work specified in the Statement of Work, including applicable taxes and freight costs, must be included in quote submissions.

Oil Analysis Services
STATEMENT OF WORK
This Statement of Work is intended to provide a description of the Work to be accomplished by the Contractor in accordance with the Contract. The Contractor must refer to this Statement of
Work to familiarize themselves with the specific details and performance requirements and must review all Los Angeles County Metropolitan Transportation Authority (LACMTA), known as
Metro, issued reference materials to ensure that all deliverables are in accordance with the requirements set forth in the Contract.
1. DESCRIPTION OF THE SERVICE
Mileage driven oil sampling provides a diagnostic means necessary for detecting abnormal metal wear or contamination in used oil, as well as other anomalous operating conditions. The primary focus for equipment oil quality management is (1) avoid catastrophic failures and (2) extend equipment service life.
The Contractor must process and analyze oil samples for all Rail Fleet Maintenance Divisions as follows:
A. Elemental Analysis: To detect the amount and type of elements in the oil from component wear, contamination, and various ingredients found in oil.
B. Contamination Analysis: To detect the physical presence of unwanted fluids or particles in the oil and identify oil by-products such as soot nitration and sulfur.
C. Oil Condition Analysis: To test viscosity of oil and the ability of oil to neutralize acids, i.e., Total Acid Number (TAN) for non-engine oil.
The Contractor must provide the results of the spectrochemical analysis, history and trend analysis, and recommendations to Metro.
1.1. Anticipated Quantities and Frequency
Metro anticipates submitting an average volume of 400 oil samples per month across its combined Rail Fleet Maintenance Divisions throughout the duration of this contract. Frequency will be continuous, determined by Metro's scheduled fleet mileage maintenance intervals.
1.2. Contractor Minimum Qualifications
Contractor must meet the following minimum requirements:
A. Experience: A minimum of five (5) years of verifiable experience performing industrial and rail oil sample analysis of a similar scope and scale.
B. References: Submit a minimum of three (3) business references demonstrating successful performance of equivalent oil analysis services in the past five (5) years.
C. Technical Infrastructure: Demonstrate capability to provide:
o a secure online database portal featuring filtered searches, o automated critical alerts, and o historical trend graphing.
2. SCHEDULE AND PERFORMANCE
A. Period of Performance: This Contract shall be for a period of 36 months from the date of Contract execution.
B. Turnaround Time: The analysis results must be submitted to Metro within seven (7) calendar days of receipt of the samples by the Contractor.
3. LOGISTICS AND SAMPLE HANDLING
3.1. Pickup & Transportation
The Contractor is responsible for establishing a routine courier or pickup service to retrieve oil samples directly from the designated Metro Rail Fleet Maintenance Divisions.
3.2. Sampling Hardware & Freight Costs
A. Containers: Contractor shall provide all necessary sample containers, bottles, caps, and associated sampling hardware/kits to Metro divisions at no additional cost.
B. Costs: Contractor shall be solely responsible for all shipping, freight, courier, and any other transit costs associated with the delivery of empty sampling kits to Metro and the pickup/transport of samples to the laboratory.
3.3. Hazardous Materials
The samples consist of used industrial oils and may be classified as hazardous materials. It is strictly the responsibility of the Contractor to manage, comply with, and execute all local, state, and federal regulatory handling, transit, and disposal requirements for these materials.
4. CORRESPONDENCE & POINTS OF CONTACT
4.1. Primary Day-to-Day Contact
The primary point of contact for the Contractor for daily operations, sample collection coordination, and immediate alerts will be the designated Quality Assurance (QA)
