About this file
This statement of work and related federal contract opportunity seek to procure an approved PTCRB 5G test platform with functionality for mission critical services (MCS) such as mission critical push-to-talk (MCPTT), mission critical video (MCVideo), and mission critical data (MCData). The National Institute of Standards and Technology (NIST) requires this equipment to develop and execute test specifications to support certification of devices for use on the nationwide public safety broadband network. The test platform must support relevant 3GPP technical specifications for MCS down to Release 14. The successful contractor will add the requested MCS functionality to an existing approved PTCRB 5G test platform and submit evidence of approval. The contractor will keep interim equipment at NIST and deliver a final test platform to NIST within 730 days. The pre-solicitation sources sought notice assigns a NAICS code of 334515 and seeks responses from all responsible sources by January 2022 to inform potential set-aside opportunities and method of acquisition for this requirement.

STATEMENT OF WORK
TITLE: Mission Critical Voice Test Equipment for Mission Critical Services
LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Public Safety Communications Research (PSCR)
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), under guidance from Congressional legislation, maintains a list of certified devices for use on the Nationwide Public Safety Broadband Network which was built and is maintained by FirstNet and AT&T. Part of the criteria for a device to qualify for the NIST List of Certified Devices is to obtain PTCRB certification (NOTE: PTCRB is now a pseudo-acronym and no longer stands for its original meaning of PCS Type Certification Review Board). PTCRB certification requires, among other things, the successful execution of specific test cases that are standardized by the 3rd Generation Partnership Project (3GPP). In an effort to promote international standards conformance of public safety communications features, specifically Mission Critical Services (MCS), PSCR participated in a lead role in the 3GPP to create conformance test specifications. MCS encompasses Mission Critical Push to Talk (MCPTT), Mission Critical Video (MCVideo), and Mission Critical Data (MCData). To execute the test specifications, develop new test specifications, and to better understand how PTCRB certification laboratories use the test specifications, PSCR requires an existing approved PTRCB 5G test platform that can also support MCS.
II. SPECIFICATIONS
The Contractor shall provide an approved PTRCB 5G test platform that can also support MCS which meets the following specifications:
1) Test platform that supports Clauses 5 and 6 in 3GPP TS 36.579-2, which encompasses on-network test cases for MCPTT, and also generic test procedures and default message definitions which are referenced in 3GPP TS 36.579-1. Minimum required functionality 3GPP level is Release 14.
2) Test platform that supports Clauses 5 and 6 in 3GPP TS 36.579-6, which encompasses on-network test cases for MCVideo, and also generic test procedures and default message definitions which are referenced in 3GPP TS 36.579-1. Minimum required functionality 3GPP level is Release 14.
3) Test platform that supports Clauses 5 and 6 in 3GPP TS 36.579-7, which encompasses on-network test cases for MCData, and also generic test procedures and default message definitions which are referenced in 3GPP TS 36.579-1. Minimum required functionality 3GPP level is Release 14.
4) The successful contractor will add the requested MCPTT, MCVideo, and MCData functionality, as described in Specifications 1, 2, and 3 above, to an existing approved PTRCB 5G test platform. The successful contractor will submit evidence of the existing test platform being an approved (validated) PTCRB 5G test platform.
III. PLACE OF PERFORMANCE
The Contractor shall keep an interim test platform at PSCR/NIST, 325 Broadway, Boulder, CO, 80305, in addition to a test platform at the Contractor's facility in an effort to have PSCR/NIST assist with the development of MCS functionality and to verify technical milestones as they are achieved. The interim test platform shall be updated remotely. At completion, the test platform at the Contractor's facility shall be delivered to PSCR/NIST, 325 Broadway, Boulder, CO, 80305.
The Contractor will pay for shipping. The interim test platform will be kept by PSCR/NIST.
IV. PERFORMANCE REQUIREMENT SUMMARY
The contractor shall provide all tests/measurement data typically performed for this product. The data shall be delivered to the technical point of contact (the technical point of contact will be identified at the time of award).
V. DELIVERY
The Contractor shall provide all equipment no later than 730 days (2 years) ARO.
