STATEMENT OF WORK

U.S. COAST GUARD

SECTION 1 – GENERAL INFORMATION

1.1 DESCRIPTION OF SERVICES: Contractor is to provide all personnel, management, supervision, materials, tools, supplies, equipment, services, and transportation necessary to fulfill all the requirements of the Statement of Work (SOW) for BASE SEATTLE located at 1519 Alaskan Way South, Seattle, WA and for ALKI POINT located at 3201 Alki Avenue Southwest, Seattle, WA 98116.

1.2 PLACE OF PERFORMANCE:

1.3 TERMS OF AGREEMENT: The terms of this agreement shall be a one (1) year contract with the option for the government to exercise up to four (4) additional option years. The base year contract shall begin on October 24, 2022 and end on September 30, 2023. Subsequent option year awards would be for the same 12 month intervals beginning on October 1, 2023 through September 30, 2027. Subject to the KO’s prior written authorization, the contractor shall complete any service requests in progress as of the expiration date of base year contract or through the end date of any additional option years awarded, unless contract is terminated by the KO.

1.4 PRE-BID SITE VISIT: A pre-bid site visit will be arranged for interested offerors. All interested offerors must arrive no later than 5 minutes prior to the start time indicated in order allow for coordination by the POC.

1.5 CONTRACTING OFFICER (KO): In accordance with Federal Acquisitions Regulations (FAR) Part 1, Sub-part 1.6, the Contracting Officer (KO) is an official representative and directs all services performed under this agreement. The KO is the only representative with the authority to negotiate or initiate modifications, changes, or edits to this SOW.

1.7 CONTACT FOR QUESTIONS:

1.7.1 Any questions regarding the SOW must be directed to the KO.

1.7.2 Unless specifically annotated, all requests for site visits must be scheduled through the POC.

Request can be submitted via phone call or e-mail.

1.8 CONTRACTOR SECURITY REQUIREMENTS:

1.8.1 The Contractor shall provide a list of all on-site contractor personnel, including sub-contractors

(including second and third-tier subcontractors) and suppliers, to the POC at least 72 hours in advance. A spreadsheet will be supplied to the contractor to include employee information such as names, birthdates, and driver’s license information and submitted to the POC. The contractor shall update this list and submit to the POC when changes occur or a new employee is expected to work on the site. Contractor personnel not listed may be denied access to the Coast Guard facility. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.

1.8.2 Contractor and contractor personnel may be required to present personal photo identification to gain access to a Coast Guard installation. If identification does not indicate United States citizenship, Coast Guard Security may require proof of the legal right to work in the United States. Contractor and delivery personnel also may be subjected to an immigration status and outstanding criminal warrant check.

1.8.3 The Real ID Act of 2005 established minimum security standards for license issuance and production and prohibits Federal agencies from accepting, for certain purposes, driver's licenses and identification cards from states not meeting the Act's minimum standards. Anyone requiring access to a military facility under this contract, to include subcontractors, who holds a driver's license from any state without approved licenses will be required to provide identification other than that driver's license to gain access. Government IDs annotated with “Federal Limits Apply” will not be accepted for access purposes. It is the responsibility of the Contractor to ensure that their personnel have federally acceptable personal photo identification and comply with any other requirements for base access.

1.8.4 Base Seattle employs the RAPIDGate Program for site access privileges. The contractor is encouraged to attain RAPIDGate credentials for employees to provide quicker entry onto Coast Guard facilities. All costs for registration in the RAPIDGate Program will be at no additional cost to the Government. RAPIDGate contact information 1-877-727-4342.

1.8.5 Due to heightened security, all contractor employees performing tasks related to this Agreement on a Coast Guard facility shall wear identification badges. The identification badges must, at a minimum, contain contractors’ business name, contractor employees’ name, and contractor employees’ photo in plain view, on front, and above the waist at all times. All contractor employees working on-site shall be required to complete a security arrival brief upon check-in. This may include the inspection and tagging of computer equipment and other electronic devices that may be required by the contractor employee to perform their assigned tasks. Time spent undergoing security inspections whether it be in regards to the entrance to USCG facilities or spaces will not be considered a government delay of work or differing site condition.

1.9 CONTRACTOR PERSONNEL:

1.9.1 Contract Manager. The contractor must provide a contract manager or customer service representative who must be responsible for the performance of the work. The name of this person and an alternate or alternates who will act on behalf of the contractor when the manager is absent must be designated in writing to the KO.

1.9.2 The contract manager or alternate must have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

1.9.3 The contact manager and alternate or alternates must be able to read, write, speak, and understand the English language.

1.9.4 The contractor must not employ persons for work on this contract if such employee is considered by the KO to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

1.9.5 The Contractor must not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor must not employ any person who is an employee of the U. S. Coast Guard unless such person seeks and receives approval according to U. S. Coast Guard regulations.

1.9.6 Contractor’s employees shall comply with all applicable government regulations, policies and procedures, e.g., fire, safety, sanitation, environmental protection, and security, when visiting or working at government facilities. The contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not bring discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard. The contractor employee shall not release any government personnel contact information or information concerning official unit business or operations to unauthorized parties.

1.10 SPECIAL QUALIFICATIONS AND REFERENCES: Contractor shall have a minimum of 5 years’ experience in landscaping maintenance, sprinkler system operation, maintenance, and repair, and have access to a certified arborist to maintain and prune trees at Base Seattle and Alki Point.

1.11 WORK SCHEDULE: Schedule work to minimize interference with the facilities normal operations.

Normal working hours for Coast Guard Base Seattle are from 0600 to 1730 weekdays, excluding Federal holidays. Contractor shall work with the POC and KO to coordinate regular weekly landscaping visits for each site (i.e., same day and time). Normal working hours for Alki Point are from 0800 to 1600 weekdays, excluding Federal holidays.

1.11.1 Contractor shall coordinate with the POC and the Alki Point representative to enter the premises prior to start of work.

1.11.2 Contractor shall submit landscaping schedules to KO for approval prior to start of work.

1.12 SPECIAL EVENT OR OTHER ADJUSTED WORK HOURS: If circumstances should arise wherein the contractor desires a different work schedule as required above, the contractor must submit a written request to the KO a minimum of three (3) working days before the requested adjusted work schedule. If the desired schedule change is to be effective on a Monday, the request must be submitted to the KO prior to 9:00am on the Wednesday prior to commencement of work.

1.12.1 The Coast Guard reserves the right to change the weekly schedule to a different date to accommodate Coast Guard special events taking place on either site. Contractor shall be flexible with weekly scheduling.

1.13 GOVERNMENT FURNISHED PROPERTY AND SERVICES:

1.13.1 The government will not provide any property, service, equipment, or facilities to the contractor other than what is included in this SOW.

1.13.2 Water will be provided to the contractor on an as-needed basis. Contractor shall provide a watering truck to water the flower containers at Base Seattle during the late spring and summer months for spring color only (May through October).

1.13.3 The Government will not provide toilet facilities at Alki Point.

1.14 AWARD: It is the government’s intent to make award to the low cost responsive and responsible offeror through issuance of a firm fixed price contract. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror. Website: www.sam.gov

1.15 PROPER INSURANCE: Awardee will provide proof of proper insurance coverage as per: (FAR 52.228-

3, FAR 52.228-5)

1.16 INVOICING: Invoices must be mailed in to address as per the contract. To ensure proper payment, all invoices shall have requisition number/order number, company name and address, DUNS number, invoice number, date, and a Description of Work clearly indicated on the invoice. It is recommended that the offeror attach a copy of the Purchase Order / Contract to their invoice(s).

1.17 GOVERNMENT REMEDIES: The KO shall follow the requirements of FAR 52.212.4, Contract Terms and Conditions for Commercial Items, for contractor’s failure to correct nonconforming services.

SECTION 2 – PERFORMANCE REQUIREMENTS

GENERAL REQUIREMENTS:

2.1 Contractor shall provide the following at Base Seattle and Alki Point:

2.1.1 Skilled and productive manpower in order to satisfactorily furnish the required level of services.

2.1.2 Equipment and supplies required for the level of services.

2.1.3 Contractor shall provide mulch, fertilizer, weed control, moss control, grub control, fungicides, pesticides, herbicides, and other landscaping products in order to maintain weed-free, pest-free landscaping that is neat and healthy. Landscaping products must be organic unless an alternate product is approved by KO.

2.1.4 Contractor shall visit both sites at a minimum of ONCE PER WEEK to perform any and all maintenance and landscaping services required.

2.1.5 The site visit will include inspection, removing any litter, debris, moss, weeds, and leaves from walks, driveways, parking lots, planter beds/islands, planter pots, and lawns.

2.1.6 Lawn, landscaping beds, tree rings, and planting areas shall be kept weed-free at all times.

Weeds shall be manually removed or treated with an approved herbicide and all dead vegetation removed.

2.1.7 Contractor shall utilize blowers to keep the paved surfaces free of lawn clippings, leaves, and landscaping materials.

2.1.8 Each spring prior to May 1st, contractor shall add 2 inches of new mulch to all landscaping beds and planters to maintain a clean refreshed look. Mulch shall not spill out onto sidewalks or parking lots. Supply and place mulch in areas where the mulch has become thin during http://www.sam.gov/ remainder of year. Mulch shall be dark brown in color and fine in texture unless the KO approves an alternate product.

2.1.9 All diseased, dying, or dead trees, shrubs, groundcover, and perennials shall be treated or removed if necessary upon approval by the KO. The contractor and KO shall confer with the certified arborist provided by the contractor to assess hazards in trees and make recommendations for pruning or removal of trees.

2.1.10 Contractor shall provide a written receipt after each visit to the KO (at Base Seattle) and Resident representative (at Alki) describing work performed for each visit.

2.1.11 Contractor shall be responsible for any death of landscape plantings due to maintenance operations, negligence, or failure to act under terms of contract.

SERVICES AT ALKI POINT:

2.2 Work includes the furnishing of all labor, materials, equipment, transportation and services necessary to prepare and clean up flower beds, lawn, shrubs, trees, and landscaped areas. This will be done by removing all undesirable plants and weeds, and covering the soil with mulch. The contractor will conduct an initial clean-up (weed removal, trimming, etc.) of all landscaped areas.

After the initial clean up, the contractor will then perform a weekly maintenance service to keep the flower beds, landscaped areas, grass, walkways and parking area inside fenced Base property, and 10 feet outside fence line facing west towards the shoreline, and ensure these areas are free from weeds and moss, and trimmed to a neat and healthy condition. An irrigation system is located at Alki Point, so this will prevent the use of machines in weed removal. Work area includes approximately 14,059 square feet of beds and approximately 42,362 square feet of grass. Contractor to verify quantity and square feet.

Contractor shall be flexible with weekly scheduling due to occasional entertainment functions at the residences.

Lawn:

2.2.1 Contractor is to mow grounds to keep grassy areas evenly cut, at a height appropriate for grass species (approximately 2 inches.) Contractor shall be responsible for cutting all grassy areas evenly, and for raking, bagging, sweeping and disposing of all clippings/leaves.

2.2.2 Mowing shall be weekly to maintain a well-tended appearance.

2.2.3 Areas bordering the lawn shall be edged at each cutting. A string trimmer or a steel blade edger may be used to edge. Waste from edging shall be removed from the premises.

2.2.4 Edging shall be performed on all turf areas where appropriate at each mowing or as needed to maintain a neat well-tended appearance at all times.

2.2.5 Apply grub control at minimum once per year to remove grubs and prevent birds and other animals from digging up the lawn.

2.2.6 Apply moss control, weed control, and pest control products to lawn at minimum twice per year or as needed to keep the lawn in a neat and healthy weed-free and moss-free condition.

2.2.7 Lawn fertilizing shall be performed a minimum of twice a year or as approved by KO. Contractor shall choose type of fertilizer, rate, and frequency to provide lawn grass growth and assure a green healthy lawn.

2.2.8 All chemicals shall be organic in nature unless KO approves an alternate product.

2.2.9 Thatch and/or aerate and over-seed the lawn each spring.

Landscaping Beds:

2.2.10 Vines, ivy, and groundcover shall be pruned by hand regularly, at minimum once per month to maintain a neat and manicured appearance. Groundcover shall be maintained within the bed boundaries and not allowed to grow over paved areas or on structures.

2.2.11 Weed landscaping beds during each site visit and ensure landscaping beds, plants, and flowers are kept weed-free to maintain a neat, healthy appearance.

Trees and Shrubs:

2.2.12 Contractor is responsible for pruning, trimming, and/or shaping shrubs at least twice per month.

2.2.13 Contractor is responsible for pruning, trimming, and/or shaping trees as needed throughout the year.

2.2.14 Trees and shrubs shall be trimmed to prevent them from growing against the buildings and garage and from crossing the property line and walkways.

2.2.15 Trees and shrubs in excess of 20 feet high shall require maintenance to include tree branch removal on an annual basis.

2.2.16 Fertilize trees and shrubs as needed to maintain the healthy growth and condition of all trees and shrubs.

2.2.17 Inspect all trees and shrubs and apply the appropriate pesticides and/or fungicide to control treatable pests and diseases when observed.

2.2.18 Contractor shall be responsible for raking, pruning, removing leaves and debris, and implementing weed control in planting beds and all rock gardens.

2.2.19 All chemicals shall be organic in nature unless KO approves an alternate product.

2.2.20 Contractor shall notify the KO of additional requirements of gravel, soil, or any other items not covered in the maintenance contract.

Irrigation System:

2.2.21 Contractor will be responsible for all inspection, monitoring, oversight, and preventative maintenance for the sprinkler system and ensuring the system properly waters the lawn and beds without overspray on to buildings and structures.

2.2.22 Maintenance shall include removing grass and weeds around all sprinkler heads and valve boxes, and keeping those areas free of grass and weeds. Trimming grass around the sprinkler heads and valve boxes is important to keep the irrigation system operational.

2.2.23 Contractor shall shut down the system in the fall, and activate the system in the spring. The watering schedule shall be submitted to and approved by the KO each spring prior to system start-up.

2.2.24 Contractor shall verify that existing locations of all valves, valve boxes, irrigation lines, and sprinkler heads at the site. This function shall be performed at spring start-up during each year of the contract.

2.2.25 Contractor is to check the system for damage to sprinkler system and sprinkler heads.

2.2.26 Contractor shall notify KO of any clogged or damaged sprinkler heads.

2.2.27 Contractor shall recalibrate and adjust sprinkler system and heads at system start-up and throughout the season as needed to maintain a healthy green lawn and watered landscaping beds, and prevent overspray on the buildings and structures.

2.2.28 Contractor shall document all work and/or inspections performed. Documentation shall include maintaining a written list of needed repairs, potential repairs, and breaks and submitted to the KO for review and action.

2.2.29 Contractor will be responsible for repairing any damage caused to the sprinkler system due to contractor negligence. The sprinkler system is susceptible to damage from equipment such as lawn aerators and lawn mowers, so contractor must use caution when using such equipment on the lawn. Any damage to the sprinkler system caused by the contractor will be repaired at contractor’s expense. Any damage not caused by the contractor shall be covered under a separate purchase order. Responsibility will be determined by KO.

SERVICES AT BASE SEATTLE:

2.2.30 BASE SEATTLE work to prepare and clean up flower beds and landscaped areas within the fenced property line. This will be accomplished by removing all undesirable plants and weeds, and covering the soil with mulch. The contractor will conduct an initial clean-up (weed removal, plant, shrub, and tree trimming, etc.) of all landscaped areas. After the initial clean up, the contractor will then perform a weekly maintenance service to keep the flower beds, landscaped areas, grass, sidewalks, parking lots and around buildings, and ensure these areas are free from weeds and moss, and trimmed to a neat and healthy condition. Work area includes approximately 14,059 square feet of beds, approximately 20,527 square feet of grass, and approximately 12 planters. Contractor to verify square feet and quantity of planters.

Landscaping Beds:

2.2.31 Contractor is to maintain grounds to keep bed areas free of weeds, invasive plants, and litter.

2.2.32 Shrubs shall be kept at the optimum length so as not to cause damage in being too short or too long, and detract from a well-maintained appearance.

2.2.33 Shrubs and ground cover shall trimmed away from the sidewalks, parking lots, and walkways to improve site distance.

2.2.34 Edging shall be performed on all bed areas where appropriate each week or as needed to maintain a neat, well-tended appearance at all times.

2.2.35 Weed control shall be performed on a weekly basis on all beds, sidewalks, parking lots, and around buildings to ensure a neat and weed-free condition.

2.2.36 Contractor shall be responsible for all cutting, raking, bagging, and disposal of any clippings and/or leaves.

2.2.37 Fertilizing shall be performed a minimum of two times a year.

2.2.38 Contractor shall choose the type of weed control, rate, and frequency to provide bed growth and ensure a green, healthy bed. All chemicals shall be organic in nature unless an alternate product is approved by KO.

2.2.39 Contractor shall be responsible for any death of landscape plantings due to maintenance operations, negligence, or failure to act under terms of the contract.

2.2.40 Contractor shall notify the KO of additional requirements of gravel or any other items not covered in the maintenance contract.

Planter Containers: (QTY 12)

2.2.41 Contractor to supply and plant spring colors in containers each May, and supply and plant winter colors in containers each November.

2.2.42 Contractor shall be responsible for ensuring the maintained appearance of all planters. To include: weeding, pruning, removing dead plants/flowers, and removing leaves.

2.2.43 Watering of planters shall be performed on a weekly basis during the months of May to October to maintain the health and growth of flowers and plants in the containers. Contractor shall provide a watering truck to water the flower containers.

2.2.44 Schedule to be submitted and approved by KO prior to planting.

2.2.45 Contractor shall notify the KO of additional requirements of soil or any other items not covered in the maintenance contract.

Trees and Shrubs:

2.2.46 Contractor is responsible for pruning, trimming, and/or shaping trees at minimum, once per year or as approved by KO.

2.2.47 Contractor is responsible for pruning, trimming, and/or shaping shrubs at least twice per month.

2.2.48 Trees and shrubs shall be trimmed to prevent them from growing against any building or over any sidewalk, and parking areas.

2.2.49 Trees and shrubs in excess of 20 feet high shall require maintenance to include pruning and tree branch removal on a yearly basis.

2.2.50 Fertilize on an annual basis or sooner as needed to maintain the healthy growth and condition of all trees and shrubs. Use organic based products or as approved by KO.

2.2.51 Inspect all trees and shrubs and apply the appropriate pesticides and/or fungicide to control treatable pests and diseases when observed.

2.2.52 Contractor shall be responsible for raking, pruning, removing leaves and debris, and implementing weed control in planting beds.

2.2.53 Contractor shall notify the KO of additional requirement of gravel or any other items not covered in the maintenance contract.

Lawns:

2.2.54 Contractor is to mow grounds to keep grassy areas evenly cut, at a height appropriate for grass species (approximately 2 inches).

2.2.55 Mowing shall be weekly or when required to maintain a well-tended appearance.

2.2.56 Contractor shall be responsible for cutting all grassy areas evenly, raking, bagging and disposing of all clippings and leaves.

2.2.57 Edging shall be performed on all improved turf areas where appropriate at each mowing or as needed to maintain a neat well-tended appearance at all times.

2.2.58 Weed control shall be performed on all lawns to maintain a weed-free condition.

2.2.59 Fertilizing shall be performed as needed to maintain a well-groomed and neat appearance.

2.2.60 Contractor shall choose type of fertilizer, rate and frequency to provide lawn grass growth and assure a green healthy lawn. All chemicals shall be organic in nature unless an alternate product is approved by KO.

2.2.61 Contractor shall be responsible for any death of landscape plantings due to maintenance operations, negligence, or failure to act under terms of contract.

2.2.62 Thatch and/or aerate and seed the lawn each spring.

Irrigation System:

2.2.63 An irrigation system is located at Building 4. Contractor shall shut down the system in the fall, and activate the system in the spring. No other maintenance is required.

Pesticide application requirements:

2.2.64 All persons performing pesticide application shall possess a Commercial Pesticide Applicator License issued by the Washington State Department of Agriculture.

2.2.65 Application of all pesticides shall adhere to all federal, state, and local laws including the Department of Agriculture Regulations for Commercial Application of Pesticides.

2.2.66 Safety Data Sheets (SDS) sheets shall be submitted to the KO prior to pesticide, herbicide, fungicide, and all other chemical applications.

2.2.67 The contractor shall submit to the KO a receipt for pesticide, herbicide, and fungicide application, including name of product, concentration, and amount applied, in gallons.
