About this file

This document is a Statement of Work (SOW) for the procurement of a Keyence Handheld Probe Coordinate Measuring Machine XM-5000 for the NAVAIR Guns Medium Caliber Lab. The NAVAIR Guns team requires this precision measurement device to inspect gun components for compliance with technical data packages, as the parts often have tight tolerances that cannot be sufficiently measured with traditional handheld tools. The desired delivery date is July 1, 2024, and the machine will be used and stored within the Medium Caliber Lab in Building 3360.

The related federal contract opportunity is a Special Notice for the sole-source procurement of the Keyence XM-5000 from Keyence Corp. of America. The agency is the Department of the Navy Naval Sea Systems Command (NAVSEA), and the solicitation number is N00174-24-SIMACQ-G2-0025. The procurement will be conducted under FAR 13.106 (b) using other than full and open competition procedures, and the North American Industry Classification System (NAICS) code is 334118. Interested parties have until September 24, 2024, at 10 AM EST to identify their interest and capability to respond to this requirement.

STATEMENT OF WORK

Keyence Handheld Probe Coordinate Measuring Machine XM-5000 Bldg 3360 – NAVAIR Guns Medium Caliber Lab

G Department, Branch G22, NAVAIR Guns Medium Caliber In Service Engineers henceforth referred to as the “NAVAIR Guns” team have lab space located in Building 3360. The NAVAIR Guns team is tasked with being the design activity/ in-service engineering authority for 20mm and 25mm medium caliber aircraft guns systems such as the M197, M61A1, M61A2 and GAU-12 as well as various support equipment such as the LALSIII system. As required by PMA-242, this tasking requires the period dimensional inspection of gun components for compliance to the intended technical data package. Often times component geometries are too complex or have tolerances that are too precise to be measured sufficiently using traditional handheld calipers or micrometer-like measurement tools limiting the level of work that can be done in house.

Specifics:

Keyence Hand Held Portable Coordinate Measuring Machine XM-5000 is a hand held measurement device used to measure component features, geometries, and tolerances with extreme precision and accuracy. Typical tolerances used on many of the subject gun components range from +/- 0.005” to +/- 0.001” with some being as small as +/- 0.0005”. The stated accuracy and repeatability of the subject machine is +/- 0.0001” with an envelope size capable of handling nearly all gun system components. A desired delivery date of 1July2024 is sought. The system will be used and stored within the Medium Caliber Lab Building 3360.

Justification:

As required by PMA-242, In Service Engineering tasking requires the period dimensional inspection of gun components for compliance with the intended technical data package. Often times parts received by the fleet may not conform dimensionally to the technical data package triggering further investigation. Traditionally, the NAVAIR Guns team has used hand held digital sliding calipers and micrometers whenever possible but these tools themselves have limitations in size, resolution, and type of feature measuring capability. On numerous occasions the NAVAIR guns team has outsourced the measurement of specific components and component features to other groups operating on Picatinny Arsenal. Typically these groups have large industrial Coordinate Measurement Machines which require unique programming for precise measurement. Depending on the complexity of the part or feature the turnaround time may vary from days to weeks and cost may be in the thousands of dollars. Bringing this dimensional inspection capability internal to the Medium Caliber Guns Team would reduce reaction time to fleet needs and eliminate the need to pay outside entities to complete the work. Furthermore, other Divisions and Branches within G Department may benefit from this shared in-house capability.
