About this file
This is a Statement of Work (SOW) for the renewal of iLab Core Facilities Management Software licenses at the National Institutes of Health's National Institute of Environmental Health Sciences (NIEHS). The NIEHS Office of Scientific Computing requires a 12-month subscription license to operate iLab software across four core facilities: the Quality Assurance Laboratory, Fluorescence Microscopy Core, Flow Cytometry Core, and Neurobehavioral Core. The software platform, which has been successfully deployed for approximately eight years, is essential for equipment scheduling and usage reporting/auditing across organizational levels at these intramural facilities.
The vendor must provide iLab subscription support for one regular-size core facility and three small-size core facilities, along with User Directory support sufficient to operate all iLab instances. All deliverables—including user directory configuration, three small core facility licenses, and one regular core facility license—are due immediately upon award and must be delivered electronically to the Contracting Officer's Representative (COR). The procurement is being pursued on a sole-source basis with Agilent Technologies under FAR 6.302 authority, as the government has determined iLab to be cost-effective compared to alternative COTS solutions and custom-developed alternatives. Loss of these licenses would disrupt laboratory scheduling and reduce researcher access to core facility instruments, impacting ongoing experiments.
