1. SCOPE:
1.1. Title: CAPE CHALMERS FY21 4.3 Remove 3 Each Existing Damaged Mooring Lines and
Replace With New Diamond Blue Mooring Line Or Equivalent; accomplish

3. REQUIREMENTS:
3.1. DESCRIPTION. S.S. CAPE CHALMERS was a Combination Bulk and General Cargo Liner, constructed in 1963. It is decommissioned and is now a training vessel for the Federal Law
Enforcement Training Center (FLETC) moored at pier Quebec in North Charleston, SC. The vessel is approximately 500 feet long and has a non-operational 10,000 HP Steam Propulsion Plant. The ship’s 440 Volt/60 Hz electrical generation and distribution, auxiliary systems, fire main, potable water, CHT, low pressure air system, high pressure air system, HVAC, navigation, communication and other systems do not operate. 110VAC electrical power and ships lighting is provided from the pier. Lighting throughout the inside of the ship is limited with some spaces containing only emergency lighting. Air conditioning is limited and is provided by stand-alone remote control operated A/C units/heat pumps.
4. SCOPE OF WORK:
4.3 Remove 3 each existing set of damaged mooring lines located in 1.2.1 and install new Diamond Blue or equivalent mooring line:
4.3.1 New mooring lines shall have tightly sealed chaffing guards installed on each mooring line where the new mooring line is in contact with metal, concrete or any other material foreign to the mooring line.
4.3.1.1 Chaffing guard material shall be made of marine grade leather 0.50” thick or equivalent.
4.3.1.2 Each new mooring line shall be installed and made up taught and secure.
4.3.1.3 Contractor shall furnish tools, crane services, material, equipment and personnel required to accomplish the requirements of this Work Item.
4.3.2 Disturbed surfaces shall be prepared, preserved and painted incidental to work including adjacent surfaces affected by welding, scraping, sanding, interference removal and interference installation. Painting shall include surface preparation. Finish color shall match existing and original surface as well as surrounding area.
4.3.2.1 Contractor shall remove and install each interference required to accomplish the requirements of this Work Item.
4.3.2.1.2 Submit one legible copy of a condition report in electronic media or hard copy to the CONTRACTING OFFICER'S REPRESENTATIVE listing the requirements of 4.3 through 4.3.2.1.2.
5. REQUIREMENTS:
5.1 The Contractor shall utilize a simple Lockout/Tagout system that is easily understandable to the CONTRACTING OFFICER’s Representative. No live circuits or unsafe transits shall be left unattended.
5.2 The Contractor shall comply with "gas free", “safe for hot work” and “safe for personnel entry” requirements in tanks, on tank tops, in bilges, voids, CHT, sealed compartments, inner bottoms and other locations where required.
5.3 When engaged in hot work, the Contractor shall provide the appropriate number of fire watches, firefighting equipment, personal protective equipment (PPE) and safety equipment.
5.4 The Contractor shall provide crane and rigging services as required to accomplish this
Work Item.
5.5 The Contractor shall provide and Contractor personnel shall wear the appropriate personal protective equipment (PPE) and safety equipment required to accomplish this Work
Item.
5.6 The Contractor shall dispose of waste, fluids, liquids and debris generated as a result of work accomplished in this Work Item in accordance with Federal, State and local regulations.
5.7 Cost of accomplishing this Work Item, including parts and material, shall be included in the total price/cost of this Work Item.
5.8 Material edges in the way of removals shall be faired and cleaned to receive new coatings.
5.9 Each surface shall be faired to receive new materials.
5.10 Remove and install each interference and removal required to accomplish this Work
Item, using manufacturer’s technical specifications as guidance.
5.11 New work and disturbed surfaces shall be prepared, preserved and painted incidental to work including adjacent surfaces affected by welding, scraping, sanding, interference removal and interference installation. Painting shall include surface preparation. Finish color shall match existing and original surface as well as surrounding area.
5.12 Inspections shall be accomplished and each installation and modification shall be proven satisfactory by the CONTRACTING OFFICER’s REPRESENTATIVE.
5.13 Training may be in progress during the work period. The Contractor shall not in any way interfere with or hinder training. The Contractor may schedule work hours outside of training hours with the approval of the FLETC Security Officer.
5.14 When Contractor personnel arrive at Pier Q for work in this Work Item, the
Contractor shall telephone FLETC CHS Security at 843-974-6303 and request Pier Q be opened for Contractor access.
5.15 When the last Contractor employee departs Pier Q he or she shall telephone FLETC
CHS Security at 843-974-6303 and request access to Pier Q be closed.
6. PERFORMANCE PERIOD:
6.1 The Contractor Period of Performance to accomplish work in this Work Item shall be IAW the Contracting Officer. The CONTRACTING OFFICER may adjust the work start date and work period with respect to training events of FLETC.
6.2 Deviation from time schedule is permitted only with written permission of the
CONTRACTING OFFICER.
6.3 Performance period for completion of Work Item is IAW schedule published by the Contracting Officer (See 6.1).

7.2.1 Prior to accomplishing Ship Check and beginning work, the Contractor shall ensure company personnel and company vehicles are vetted and issued the required security clearances, badges and passes from FLETC Security Department for accessing
FLETC, Pier Quebec and CAPE CHALMERS.
7.2.1.1 Citizens of the United States who are of foreign birth shall require a minimum of thirty days to be vetted by FLETC prior to receiving passes or badges.

7.2.1.2 Non-United States Citizens may take thirty days or longer for FLETC to authorize access in the facility
7.2.1.3 Five working days in advance of the Ship Check date the
Contracting Officer shall notify the FLETC Security Officer electronically or by hard copy of each prospective contractor by name and personnel planning to attend the Ship Check.
7.2.1.4 Five working days in advance of the Contractor
beginning work in this Work Item the Contracting Officer shall notify the FLETC Security Officer electronically or by hard copy the name of the Contractor and each Contractor employee who shall work in this
Work Item.
7.2.1.5 Contractor shall ensure each company vehicle operator requiring access in FLETC or CAPE CHALMERS is in possession of a current valid driver’s license and does not have any current wants, warrants, or open court cases.
7.2.1.6 Contractor shall ensure Contractor personnel requiring access in FLETC or CAPE CHALMERS do not have any current wants, warrants or open court cases.
7.2.2 FLETC Security shall be the Government approving agent for
Contractor badge applications, issuing personnel security passes/badges and vehicle passes.
7.2.3 Two forms of Government ID, a valid driver’s license, vehicle registration and proof of vehicle insurance is required when arriving at FLETC
Security to obtain Contractor security badge and Contractor vehicle pass.
7.2.3.1 Citizens of the United States who are of foreign birth shall require a minimum of thirty days to be vetted by FLETC prior to receiving passes or badges.
7.2.3.2 Non-United States Citizens may take longer than thirty days for FLETC to authorize access.
7.3 Prior to start work date and while work is in progress in CAPE CHALMERS, the
Contractor shall provide the COR with a work schedule to include names of Contractor personnel onboard, their assigned job and location. In addition, the Contractor shall submit to the COR the work days, including hours of work each day, projected work outside normal working hours and projected weekend work.
7.3.1 The Contractor shall receive permission in writing from the FLETC
Security Officer a minimum of three working days in advance should the Contractor require working in CAPE CHALMERS or access to Pier Quebec outside the normal working hours of 0730 through 1600 MON through FRI. This requirement includes weekends and Federal Holidays.
7.3.1.1 The Contractor shall provide to the FLETC Security Officer and the COR the name of each employee and a list of each vehicle, including vehicle license plate number, working in CAPE CHALMERS or accessing Pier
Quebec.
7.4 The Contractor shall not use any Government services, Government tools, Government material, Government equipment or Government parts to accomplish the requirements of this Work Item.
7.5 The Contractor shall keep the work area clean and free of matter foreign to the equipment or space. Allowable matter foreign to the equipment or space: None.
7.6 The Contractor shall maintain air condition boundaries, watertight boundaries and weather boundaries at all times.
7.7 When Contractor personnel arrive at Pier Q for work in this Work Item, the
Contractor shall telephone FLETC CHS Security at 843-974-6303 and request Pier Q be opened for Contractor access.
7.8 When the Contractor departs CAPE CHALMERS he or she shall telephone FLETC CHS
Security at 843-974-6303 and request access to Pier Q be closed.
