11. SPECIAL MATERIAL REQUIREMENTS:
1. DEFINITIONS:
a. Asphalt Crack Seal: A mixture of materials that will form a resilient and adhesive compound capable of effectively sealing cracks in asphalt against infiltration of moisture throughout the repeated cycles of expansion and contraction with temperature changes, and will not flow from crack or be picked up by vehicle tires at ambient temperatures as defined in ASTM D6690.
b. Asphalt Seal Coat: Application of a thin layer of bituminous material (emulsified asphalt) on an existing surface to form a continuous watertight barrier.
2. REQUIREMENTS:
a. The Contractor shall comply with the manufacturer’s specifications and recommendations for cleaning, primer coats, temperature restrictions, application methods, and curing time.
3.. DESCRIPTION OF BID ITEM: “Crack Seal” GENERAL: Contractor shall provide all materials, equipment, and labor to complete the work as described herein.
Crack seal work includes:
a. Preparing the existing asphalt surface by cleaning it free of loose material, dirt, vegetation, dust, and debris.
b. Cleaning and filling all cracks 1/8-inch or larger in the existing asphalt using approved asphalt crack seal material. Crack seal asphalt repair shall include the joints between asphalt and concrete pavement sections. Cracks 1/2-inch and 1 ½ inches wide shall be filled with clean and dry sand prior to applying crack seal material. Cracks larger 1 ½ inches shall be filled with mastic.
4. MATERIAL:
a. Crack seal material shall meet the requirements of ASTM D6690 Table 1. 3.
5. PREPARATION:
The crack and surface area for at least 6-inches on both sides of the crack shall be cleaned of foreign matter and loosened particles with compressed air to a depth of twice the crack width.
Cleaning shall be performed using a hot compressed air lance. This lance shall be used to dry and warm the adjacent asphalt immediately prior to sealing. Direct flame dryers shall not be used. Follow the guidelines in the appendix of ASTM D6690 and those published by the manufacturer.
6. APPLICATION/INSTALLATION:
a. All cracks with a width larger than 1/8-inch and less than 1/2-inch shall be filled with hot poured joint and crack sealant flush with the pavement surface.
b. Immediately after filling the crack, any excess sealant shall be leveled off to within 1/8-inch below pavement surface by squeegee, a shoe attached to the applicator wand, or other suitable means approved by the COR. The squeegee shall be centered on the crack. Excess material on either side of the crack shall not exceed 3-inches in width or 1/16-inch in depth.
c. Sealant material picked up or pulled out after being placed shall be replaced by the Contractor at no expense to the Government. The Contractor shall have blotter material available on the project in the event it is required to prevent tracking or pulling. It must be placed in high traffic areas and drives to parking areas. If required, blotter material shall be approved by NPS and placed at the Contractor’s expense.
d. All cracks 1/2-inch and larger in width shall be filled with clean sand to a point approximately 1/2 to 1/4-inch below the adjacent pavement surface, and tamped lightly with a steel rod or piece of rebar to reduce any voids in the sand. Apply crack seal over the top of the sand and along the crack surface as described above.
e. Application Temperature:
1) The face of the crack shall be dry. The air and pavement temperature shall both be at or above 50 F and rising at the time of crack seal application unless otherwise authorized by the
COR.
2) The temperature of the sealant material shall be in accordance with the manufacturer’s recommendations. The heating equipment shall be equipped with a calibrated thermometer capable of ±5 F accuracy from 200 F to 600 F unless otherwise authorized by the COR.
This thermometer shall be located so the Inspector can safely check the temperature of the sealant material. Overheating of the material will not be permitted.
3) The cracks and surface must be completely dry prior to any application. A minimum of three days of dry weather must have occurred just prior to application. If three days of dry weather cannot be obtained, the crack must be thoroughly dried and accepted by the COR.
Seal Coat work includes:
a. Cleaning entire surface and cracks 1/8-inch wide or less of loose sand, dust, rock, mud, and all other debris.
b. Applying asphalt seal coat over the existing asphalt pavement surface.
7.PREPARATION:

Do not install seal coat until crack seal treatment and new asphalt sections have completely cured.
b. The entire asphalt surface shall be free of debris, particles, gravel, dirt, and dust. Parking blocks shall be removed as well (and reinstalled after seal coat). The area shall be swept clean using hand brooms, through the use of approved mechanical sweepers, or compressed air equipment. The surface shall be dry at the time of application of seal coat materials. Direct flame dryers shall not be used. Water flushing shall not be used in areas where cracks are present. Follow the guidelines in the appendix of ASTM D6690 and those published by the manufacturer.
c. After any crack seal treatments and before applying seal coat, clean the existing pavement surface, including the removal of oil and grease spots. If cleaning pavements with detergents, thoroughly rinse with water, and allow surface to dry completely prior to applying seal coat.
d. If after cleaning existing surface oil and grease spots remain, use an oil seal primer and apply per manufacturer’s instructions. Oil seal primer shall be applied uniformly and at a constant rate per square yard to areas where residual oils, petroleum grease, and gasoline are visibly noticeable after surface preparation.
e. Cover all manholes (sewer and storm covers), valves, hydrants, drains and other objects that do not need to be sealed.
8. APPLICATION/INSTALLATION:
a. Place seal coat when ambient air and pavement temperature are both at or above 60 F and rising and when the relative humidity is less than 75 percent unless otherwise authorized by the
COR.
b. The asphalt seal coat material shall be installed at a minimum depth of 1/8–inch over the entire asphalt pavement area. Mix and install in accordance with manufacturer’s instructions.
Cracks and voids shall be filled as much as possible to ensure an even smooth finish surface.
c. The Contractor shall allow a minimum 24 hour cure time prior to sweeping.
d. Reinstall parking blocks (if applicable) in the same locations after seal coat is completely cured/dried..

All work must meet U.S. Department of Transportation, Federal Highway Administration, Federal Lands Highway (FP-14) Specifications. Parking lot striping must meet ADA-ABAAS requirements.
Chapter 5: Parking Spaces (access-board.gov):
· The term "parking facility" is used Section 208.2 instead of the term "parking lot" so that it is clear that both parking lots and parking structures are required to comply with this section. The number of parking spaces required to be accessible is to be calculated separately for each parking facility; the required number is not to be based on the total number of parking spaces provided in all of the parking facilities provided on the site.
· For every six or fraction of six parking spaces required by 208.2 to comply with 502, at least one shall be a van parking space complying with 502.
· Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3.
o EXCEPTION: Van parking spaces shall be permitted to be 96 inches (2440 mm) wide minimum where the access aisle is 96 inches (2440 mm) wide minimum.
· Access aisles serving parking spaces shall comply with 502.3. Access aisles shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.
· Parking spaces complying with 502 that serve a particular building or facility shall be located on the shortest accessible route from parking to an entrance complying with 206.4. Where parking serves more than one accessible entrance, parking spaces complying with 502 shall be dispersed and located on the shortest accessible route to the accessible entrances. In parking facilities that do not serve a particular building or facility, parking spaces complying with 502 shall be located on the shortest accessible route to an accessible pedestrian entrance of the parking facility.
o EXCEPTIONS: 1. All van parking spaces shall be permitted to be grouped on one level within a multi-story parking facility.
· Parking spaces shall be permitted to be located in different parking facilities if substantially equivalent or greater accessibility is provided in terms of distance from an accessible entrance or entrances, parking fee, and user convenience.
· Total number of parking spaces & minimum number of accessible parking spaces:
o 1 to 25 =1 accessible o 26-50 =2 accessible
· Accessible spaces must be identified by signs with the International Symbol of Accessibility (ISA) (§703.7.2.1). Signs identifying van spaces must include the term “van accessible.” This designation is informative and does not restrict use of such spaces to van users only. No other text or content is required by the Standards.
· Signs must be at least 60” high measured to the bottom edge so that they are visible while vehicles are parked in a space. Signs can be on posts, or where feasible, on walls or suspended from ceilings (an 80” minimum headroom clearance is required at signs suspended above circulation paths (§307.4)). ISA designations on the parking surface, even if required by a state or local government, cannot substitute for above-ground signs that remain visible at all times.
· State or local codes and regulations may address other sign characteristics, including size, color, and additional content, such as “reserved” or violation fines, but the ABA Standards do not.
NPS will install and/or replace any signage.
13. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR the following items (Electronic submission in PDF or MS Office format is acceptable):
• Safety plan (see FAR clause 52.236-13 (f)(1) for details)
