Measurement Science and Engineering Department VLS Uptakes and Plenum

1. INTRODUCTION

The Naval Surface Warfare Center Corona (NSWCCO) Division, Measurement Science & Engineering Department, Interface Engineering & Assessment Division, Code MS22 builds and maintains Navy Special Interface Gages for ship-launched missiles, surface and underwater munitions; air-launched missiles and strategic weapons including Fleet Ballistic missile systems and subsystems.

2. BACKGROUND

Naval Sea Systems (NAVSEA) Command Integrated Weapons System (IWS) Code 3L requires the procurement of Upper, Upper Intermediate, Lower Intermediate, and Lower Uptakes; Uptake Extension; and Base Structure Assembly (Also known as Plenum). When assembled, the Uptakes and Plenum provide a path for the exhaust gases generated by a missile launch to escape from the launching platform.

3. SCOPE

The scope of this effort is to procure four (4) of each Upper, Upper Intermediate, Lower Intermediate, and Lower Uptakes, and five (5) of each Uptake Extension and Plenum in support of IWS Code 3L for the VLS Program.

4. APPLICABLE DOCUMENTS

Please refer to attached documents, which include the technical data package for the uptakes, including assemblies, parts list, and specifications. Also included are Notice of Revisions (NOR) and Specification Change Notices (SCN) which must be reviewed to identify the latest configuration.

5. REQUIREMENTS

The Offeror shall manufacture and deliver the following assemblies in the quantities shown below in accordance with the applicable documents in Section 4:

FIRST ARTICLE INSPECTION (Option Item, If Exercised)

The Offeror shall perform a First Article Inspection (FAI) of all assemblies, subassemblies, components and detail parts including castings and forgings in accordance with SAE AS9102.

The purpose of a FAI is to provide objective evidence that all technical data package and specification requirements are understood, accounted for, verified, and recorded. A FAI shall not be required for Commercial off the Shelf items, raw materials, or items procured in accordance with the source control drawings listed in Section 4.

The Government reserves the right to witness all FAI activities. The Offeror shall provide a comprehensive schedule of FAI events to include date, time, expected duration, and location to the Government at least 20 days prior to the first event (CDRL A001).

The Offeror shall produce FAI reports in accordance with AS9102 (CDRL A002). The Offeror shall retain the FAI reports for at least seven (7) years. The Government retains the right to examine all FAI reports. The Offeror shall provide a report within five (5) working days from date of the Governments request. All deficiencies discovered during the FAI that affect form, fit, function, and/or performance must be corrected at the Offeror’s expense prior to the delivery of the First Article unit.

PHYSICAL CONFIGURATION AUDIT (Option Item, If Exercised)

The Government will perform a Physical Configuration Audit (PCA) of the first assembly built of the following items:

1. Uptake Section Assembly, Lower-Intermediate, Drawing Number 5598640 Rev C, Attachment 88

2. Base Structure Assembly, Drawing Number 5599314 Rev D, Attachment 140

The PCA will take place at the Offeror’s Facility.

The PCA purpose is to verify the as-built configuration matches its technical documentation and validate supporting processes. The PCAs shall be conducted in accordance with Section 7 of Attachment 82, TL130-AD-PLN-010-VLS, Configuration Management Program Plan for the MK 41 Vertical Launching System, Volume 1, and Equipment (Hardware) Configuration Management.

The Offeror shall provide qualified engineering, technical, manufacturing, administrative, management and other support as necessary for these Government audits. Technical personnel shall be required to have necessary tools, measuring devices and other equipment necessary for equipment disassembly, dimensional & tolerance verification and performance verification. The contractor shall provide an area for audit conduct that is well-illuminated, temperate and low noise level. The audit work area shall contain worktables, print copies of all pertinent drawings, telephone and easy access to a copy machine.

Following the conduct of the PCA, the Offeror shall generate the necessary documentation to resolve all audit findings and provide these to the Navy audit team within the period specified by the Navy PCA lead. This documentation shall be evaluated by the PCA team to assess the corrective action taken to close the audit finding. This necessary documentation may include but not be limited to, revised manufacturing processes, engineering change proposals, Notice of Revisions, Specification Change Notice and revised TDP drawings.

FIRST ARTICLE TESTING (Option Item, If Exercised)

The Offeror shall perform a First Article Test (FAT) of the Uptake Section Assembly – Lower, drawing 5599481 and Base Structure Assembly, drawing 5599314 to demonstrate if the as-built units under test will pass the applicable specified performance requirement.

The Offeror shall be responsible for all aspects of test planning; conduct and reporting, to include, as a minimum a test plan, a test report, fixtures, support equipment and apparatus, instrumentation, test site, test equipment, personnel, safety and posttest asset disposition.

The Offeror shall convene a Test Readiness Review (TRR) at least 5 working days prior to each FAT event. Multiple FAT events may be reviewed during a single TRR. The TRR shall be chaired by the Offeror and co-chaired by the Government. Additional Government Subject Matter Experts (SME) will attend each TRR.

The Government reserves the right to witness all FAT activities. The Offeror shall provide a comprehensive schedule of FAT events that includes date, time, expected duration and location to the Government at least 21 working days prior to the first event. (CDRL A003)

The Offeror shall provide a comprehensive test plan to the Government for each FAT at least 45 working days prior to each FAT. (CDRL A004)

The Offeror shall provide a quick look test report to the Government within 5 working days after a FAT event. The quick look report shall provide initial assessment of the unit under test performance and describe all apparent anomalies. (CDRL A005)

The Offeror shall provide a final report to the Government within 45 working days after a FAT event. The report shall include the Offeror’s detailed plan to resolve all performance discrepancies revealed during the FAT. (CDRL A006)

All deficiencies discovered during the FATs that affect form, fit, function or performance should be corrected at Offeror expense prior to any production unit delivery to the Government.

Requirements

No evidence of leakage, permanent deformation, weld cracks, delaminating or de-bonding.

Structure deflections shall be measured at location of expected maximum deflection on all structure sides before, during and after pressurization with precision, calibrated instruments.

Test pressure shall be maintained at or above minimum pressure requirement for a minimum of 10 minutes.

Welds shall be inspected by a Certified Weld Inspector.

Test may be performed prior to painting.

The structures undergoing FAT shall be returned to like-new condition after test completion and prior to delivery.

Test Requirements:

The Offeror shall demonstrate via a non-destructive test method that the ablative to steel adhesive bondlines are free of unbonded areas, voids or cracking.

Uptake ablative bondline integrity shall be verified by pull and tap (acoustic) tests.

The bondline integrity shall be verified by pull and tap tests on subsequent units built until all ablative bonding process defects have been corrected.

The shape and size of all defects shall be recorded.

The assemblies undergoing FAT shall be returned to like-new condition after test completion and prior to delivery.

7. COUNTERFEIT MATERIALS

The Offeror shall establish processes to minimize the risk of procuring and using counterfeit parts and materials, and these processes shall be flowed down to subcontractors. The Offeror shall document these processes and provide those documented processes to Government representatives upon request. The Offeror shall require a certificate of conformance and supply chain traceability for all mechanical parts and material purchases.

The Offeror shall notify NSWC Corona Division of the occurrence of a confirmed counterfeit part or material, and the actions taken to identify, contain, and impound all product from the lot, within 7 working days of confirmation of the counterfeit status.
