About this file
This is a Product Specification document issued by the City of Houston for container-grown native tree seedlings intended for restoration, reforestation, and habitat enhancement projects. The City seeks seedlings of locally native species appropriate to Southeast Texas forest ecosystems, including bottomland hardwood, riparian, and coastal prairie transition zones. All seed material must be collected from naturally occurring forest stands within defined Southeast Texas ecological regions encompassing the greater Houston area, Gulf Coastal Plains, South Central Plains, Texas Blackland Prairies, East Central Plain, and Cross Timbers ecoregions. No seed sourced from outside Southeast Texas, other regions of Texas, other states, or commercial generalized seed stock will be accepted. Contractors must supply well-developed container-grown seedlings that are free from pests, disease, and deformities, properly labeled by scientific and common names, and compliant with American Standard for Nursery Stock (ANSI Z60.1) standards.
Contractors are required to provide comprehensive documentation including seed collection records with geographic location and habitat type, certification that seed originated from wild or naturalized Southeast Texas stands, and chain-of-custody documentation demonstrating traceability from seed collection through propagation and delivery. Species substitutions and seed source modifications are prohibited without prior written City approval and will never be permitted if non-local or regionally inappropriate genetic stock is involved. All plant materials are subject to inspection upon delivery, and the City reserves the right to reject any materials not meeting specifications or lacking proper documentation, with replacement at the contractor's expense. The specification emphasizes preservation of genetic integrity, local biodiversity, and resilience of native Houston-area forest systems.

City of Houston Product Specification: Native Tree Seedlings (Container-Grown)
1. Scope
This specification covers the production and supply of container-grown native tree seedlings for use in restoration, reforestation, and habitat enhancement projects within the City of Houston.
2. Plant Material Requirements
All plant material shall consist of container-grown native tree seedlings appropriate to Southeast Texas forest ecosystems, including but not limited to bottomland hardwood, riparian, and coastal prairie transition zones.
Species selection shall reflect locally native, site-appropriate species that are requested by City of Houston staff.
3. Seed Source and Genetic Provenance
All seed used for propagation must be collected from naturally occurring forest stands within Southeast Texas, defined as ecological regions that include the greater Houston area, Gulf Coastal Plains, South Central Plains, Texas Blackland Prairies, East Central Plain, and Cross Timbers ecoregions of Texas.
No seed sourced from outside Southeast Texas (including other regions of Texas, other states, or commercial generalized seed stock) will be accepted.
Seed must represent local ecotypes to preserve the genetic integrity, adaptability, and resilience of native Houston-area forests.
4. Documentation and Verification
Contractor shall provide the following documentation for all plant material:
Seed collection records, including:
o Geographic location (county and nearest city) o Habitat type (e.g., riparian forest, bottomland hardwood) o Date(s) of collection
Statement certifying that:
o Seed was collected from wild or naturalized stands within Southeast Texas o No non-local or out-of-region seed sources were used at any stage of production
Chain-of-custody documentation demonstrates traceability from seed collection through propagation and delivery
Failure to provide adequate documentation may result in rejection of plant materials.
5. Nursery Production Standards
Seedlings shall be container-grown in a nursery setting to ensure well-developed root systems and high survivability. Containers shall be seedlings unless otherwise specified.
Plants shall be:
o Free from pests, disease, and deformities o Properly labeled by species (scientific and common name)
6. Quality Standards
Seedlings shall exhibit:
o Strong central leader (where appropriate) o Balanced canopy structure o Root systems that are not root-bound or circling
Plants must meet or exceed applicable standards from the American Standard for Nursery Stock (ANSI Z60.1).
7. Substitutions
Substitutions of species or seed sources will not be allowed without prior written approval. Under no circumstances will substitution with non-local or regionally inappropriate genetic stock be accepted.
8. Inspection and Acceptance
All plant materials are subject to inspection upon delivery.
The City reserves the right to:
o Reject any plant material not meeting specifications o Reject any material lacking proper seed source documentation o Require replacement at contractor’s expense
9. Intent
This specification is intended to ensure that all plant materials:
• Support local biodiversity and wildlife habitat
• Maintain genetic integrity of native forest systems
• Reflect and restore the historic ecology of Houston-area forests
• Improve long-term resilience to regional climate, hydrology, and soil conditions
