SCOPE OF WORK
ASBESTOS REMOVAL AT THE PINK HOUSE
PARKER RIVER NATIONAL WILDLIFE REFUGE
ESSEX COUNTY, MA
PART 1 – GENERAL – ASBESTOS ABATEMENT
1.01 DESCRIPTION OF WORK
1.01.1 The work to be accomplished under this contract consists of the removal and disposal of all asbestos containing material from one structure at Parker River National Wildlife Refuge in Newburyport, MA. The structure, an abandoned residence commonly referred to as ‘The Pink House,’ is located at 60 Plum Island Turnpike, Newbury, MA 01951. The structure includes an unfinished basement and walk-up attic look out area, wood framed with multiple layers of various asphalt roofing, totaling 1,512 sq ft. Target date for completion is Dec 31, 2024.
The project will include asbestos abatement for the materials in the attached table of a 2014 preliminary survey.
1.01.2 All asbestos containing materials are to be removed from the structure. Any visible asbestos material found in the structure is also to be removed.
1.01.3 It is the intent of this contract to remove all sources of asbestos containing materials. Asbestos removal shall proceed in a manner consistent with Federal, State and Local regulations governing such removal in structures that are not to be re-inhabited. Only materials that are required for asbestos abatement shall be removed from the residence.
1.01.4 Preliminary Reports: Asbestos survey to be completed as part of this contract.
1.01.5 All work under this contract shall be performed in accordance with State of Massachusetts regulations. In case of discrepancy or in the event of conflict between the Massachusetts State Rules and Regulations and other specified technical requirements, the technical requirements of the State of Massachusetts shall govern.
1.01.6 All work shall be performed by a Contractor having a valid asbestos license issued by the State of Massachusetts. The Contractor shall be responsible to comply with State of Massachusetts requirements, including State and Federal EPA notification, submission of records, and payment of any fees (if required) for asbestos removal and disposal activities.
1.01.7 EPA Notification: Advance notice shall be filed with the local EPA Regional Office providing the following information:
Name and address of the building owner or manager;
Description and location of the building;
Scheduled starting and completion dates of ACM removal;
Description of the planned removal methods; and
Name, address, and location of disposal site.
1.02 INSPECTION OF SITE
1.02.1 Prospective bidders are requested to visit the worksite during the listed pre-bid meeting.
1.03 OPERATIONS
1.03.1 The Contractor shall exercise care and shall perform their work diligently. If it becomes necessary to interrupt any function of the Refuge or the adjacent turnpike, the Contractor shall notify the Refuge Manager and shall not proceed in such interruptions until such time as the Refuge Manager makes provisions for and approves such operations.
1.03.2 All work shall be accomplished between 07:00-18:00. No weekday overtime work or work on Saturdays, Sundays and legal holidays shall be allowed unless requested and approved by the Contracting Officer at least 48 hours in advance.

PART 2 – QUALITY ASSURANCE
2.01 QUALITY ASSURANCE
2.01.1 Use an adequate number of skilled workers who are thoroughly trained and experienced in the methods needed for the safe and proper performance of the demolition work.
2.01.2 All demolition operations shall be in compliance with the following codes and regulations:
2.01.2.1 Any applicable Massachusetts State Regulations
2.01.2.2 OSHA (Occupational Safety and Health Administration), safety and health regulations for construction. (20 CFR 1926), Sub-part T, Demolition.
2.01.2.3 ANSI/NFPA 241 (American National Standards Institute/National Fire Protection Association) safeguarding building construction and demolition operations.
2.01.3 Control dust and debris from demolition operations to the minimum area required.
2.01.4 Provide, erect, and maintain temporary barriers and safety precautions as required. Install erosion mitigation measure around project site.
2.02 SUBMITTALS
2.02.1 Submit disposal receipts as required.
2.03 DEMOLITION OPERATION
2.03.1 PREPARATION
2.03.1.1 Prior to the start of demolition, complete required asbestos abatement covered in Part 1 and Section 01569 Asbestos Abatement, review the specifications, and visit the site of work.
2.03.1.2 Demolished asbestos materials shall be the property of the Contractor and shall be completely removed from the site. All materials will be disposed of at a state approved facility or site. Disposal receipts are to be submitted to Refuge.
2.03.1.3 Upon completion of work, leave areas of work free from rubbish and debris.
2.03.1.4 Work shall not be conducted during excessive wind events, or whenever debris can blow out of project area. Reasonable precautions to contain debris is required.
PART 3 – BASIS OF PAYMENT
3.01 Complete Asbestos Abatement shall include all labor, materials, and equipment necessary to remove and dispose of the asbestos containing materials as specified in this contract.
PART 1 – GENERAL
1.01 DESCRIPTION
SECTION 01569
ASBESTOS ABATEMENT
1.01.1 This section covers the furnishing of all labor, materials, facilities, equipment, services, employees training and testing, permits and agreements necessary to perform the work required for asbestos removal in accordance with these specifications, State of MA, EPA, OSHA, and NIOSH regulations.
1.01.2 Description of Work: Perform the work and provide the services as follows:
1.01.2.1 Pre-abatement inspection.
1.01.2.2 Work area preparation.
1.01.2.3 Worker training, respiratory protection and medical examination.
1.01.2.4 Removal of all asbestos containing materials and associated asbestos contaminated materials.
1.01.2.5 Packing, labeling, transporting, and disposal of asbestos containing and asbestos contaminated materials.
1.01.2.6 Decontamination of work areas for final inspection and testing.
1.01.2.7 Provide access, support and protection to all authorized visitors and inspectors.
1.02 AUTHORITY TO STOP WORK
1.02.1 The Contracting Officer Representative has the authority to stop the abatement work at any time the Engineer determines that conditions are not within the specifications and applicable regulations. The stoppage of work shall continue until conditions have been corrected and corrective steps have been taken to the satisfaction of the Engineer. Standby time required to resolve violations shall be at the Contractor's expense.
1.03 QUALIFICATIONS
1.03.1 Approval by the Contracting Officer is required of experience of proposed asbestos abatement Contractor and will be based upon submission by Contractor of the following:
1.03.2 Experience: Name and location of at least two asbestos abatement projects with the name and telephone number of purchaser of abatement services and the final decontamination levels achieved. Contractor shall have a valid asbestos license issued by the Massachusetts Department of Environmental Protection. Past Performance form is provided in the Solicitation.
1.03.3 Personnel:
1.03.3.1 For superintendent and foreman:
1.03.3.1.1 Training and knowledge of applicable regulations and expertise in safety and environmental protection as evidenced by the participation and successful completion of a training course offered by an EPA endorsed educational institution.
1.03.3.1.2 Experience with abatement work as evidenced through participation in at least two asbestos abatement projects.
1.03.3.1.3 Medical records.
1.03.3.2 For workers:
1.03.3.2.1 Training as evidenced by the participation and successful completion of an inhouse training course given by qualified superintendent (see paragraph 1 above) on respiratory protection and the standard operating procedures for asbestos abatement work.
1.03.3.2.2 Skills and experience with all phases of abatement work as evidenced through participation in at least two asbestos abatement projects.
1.04 ADDITIONAL QUALIFICATIONS
1.04.1 In addition to the above requirements, the Contractor must submit the following information:
1.04.1.1 Contractor must possess state certification for the performance of asbestos abatement projects in those states which have Contractor certification programs.
1.05 PERSONNEL QUALIFICATIONS
1.05.1 All personnel of the Contractor involved with asbestos abatement work must be trained prior to any work and shall be thoroughly familiar with the standard operating procedure of the
Contractor for abatement work. All personnel shall undergo the medical examinations required by OSHA. The superintendent and the foreman shall be thoroughly familiar with all applicable regulations and practices for asbestos work and shall have participated in at least two abatement projects during the last two years. All personnel shall be trained in the use and care of respirators and shall pass the respirator fit test. Anyone without the above qualifications shall not be allowed to work in the abatement area at any time.
1.06 AVAILABILITY OF TRAINED PERSONNEL
1.06.1 There shall be a sufficient number of trained and qualified workers, foremen and superintendents to accomplish the work within the required schedule. Since general work cannot start prior to the successful decontamination of the work area, it is imperative that a sufficient number of trained personnel be engaged throughout the abatement process. No untrained nor fully qualified and pre-approved person shall be employed to speed up completion of the abatement work.
1.07 STANDARD OPERATING PROCEDURES
1.07.1 Develop and implement a standard operating procedure during abatement work to ensure maximum protection and safeguard from asbestos exposure of the workers, visitors, employees and the environment. The standard operating procedure shall ensure:
1.07.1.1 Tight security on a 24 hour basis from unauthorized entry into the work space.
1.07.1.2 Proper protective clothing and respiratory protection prior to entering the work space from the outside.
1.07.1.3 Safe work practice in the work place, including provisions for inter-room communications, exclusion of eating, drinking, smoking, or in any way breaking the respiratory protection.
1.07.1.4 Proper exit practices from the work space to the outside through the showering and decontamination facilities.
1.07.1.5 Removing asbestos in ways that minimize release of fibers.
1.07.1.6 Packing, labeling, loading, transporting, and disposing of contaminated material in a way that minimizes exposure and contamination.
1.07.1.7 Emergency evacuation for medical or safety (fire and smoke) so that exposure will be minimized.
1.07.1.8 Safety from accidents in the work space, especially from electrical shocks, slippery surfaces, and entanglements in lose hoses and equipment.
1.07.1.9 Provisions for effective supervision and personnel monitoring for exposure during the work.
1.07.1.10 Engineering systems that minimize exposure to fibers in the work space.
1.08 NOTIFICATIONS, PERMITS, WARNING SIGNS, LABELS, AND POSTERS
1.08.1 Provide the required notification to EPA and any other regional, state, and local authority having jurisdiction on the project. Secure all the permits required for the work, including disposal of asbestos in an approved landfill.
1.08.2 Erect warning signs around the work space and at every point of potential entry from the outside, showing the standard skull and crossbones with the words "Danger, Asbestos Hazard, Do Not Enter". The warning signs shall be a bright color so that they will be easily noticeable.
The size of the sign and the size of the lettering shall be no less than the OSHA requirements.
1.08.3 Provide the OSHA required labels for all plastic bags and all drums utilized to transport contaminated material to the landfill.
1.08.4 Provide any other signs, labels, warnings, and posted instructions that are necessary to protect, inform and warn people of the hazard from asbestos exposure. Post in a prominent and convenient place for the workers a copy of the latest applicable regulations from the State of Massachusetts, OSHA, EPA, and NIOSH.
1.10 SUBMITTALS DURING THE WORK
1.10.1 Submit copies of the following items as requested by the Contracting Officer Representative:
1.10.2 Security and safety logs showing names of person entering the work space, date and time of entry and exit, record of any accident, emergency evacuation, and any other safety and/or health incident.
1.10.3 Disposal certificates.
1.10.4 Required permits, clearances, licenses, etc.
1.11 EMERGENCY PRECAUTIONS
1.11.1 The Contractor shall establish emergency and fire exits from the work area.
1.11.2 Local medical emergency personnel, both ambulance crews and hospital emergency room staff, shall be notified prior to commencement of abatement operations as to the possibility of having to handle contaminated or injured workmen, and shall be advised on safe decontamination.
1.11.3 The Contractor shall be prepared to administer first aid to injured personnel after decontamination. Seriously injured personnel shall be treated immediately or evacuated without delay for decontamination. When an injury occurs the Contractor shall stop work and implement fiber reduction techniques (e.g., water spraying) until the injured person has been removed from the work area.
1.12 RESPIRATORY SYSTEMS
1.12.1 Provide all workers, foremen, superintendents, authorized visitors and inspectors personally issued and marked respiratory equipment approved by NIOSH and OSHA. When respirators with disposable filters are employed, provide sufficient filters for replacement as necessary by the worker.
1.13 PROTECTIVE CLOTHING
1.13.1 Provide to all workers, foreman, superintendents and authorized visitors and inspectors protective disposable clothing consisting of full body coveralls, head covers, gloves and 18-inch high boot type covers or re-usable footwear.
1.13.2 Provide eye protection and hardhats as required by job conditions and safety regulations.
1.13.3 Re-usable footwear, hardhats and eye protection devices shall be left in the "Contaminated Equipment Room" until the end of the asbestos abatement work.
1.13.4 All disposable protective clothing shall be discarded and disposed of as asbestos waste every time the wearer exits from the work space to the outside through the decontamination facilities.
1.14 ENCLOSURES, SHOWERS AND TOILETS
1.14.1 For each abatement area provide decontamination facilities. The decontamination facilities shall include a Decontamination Enclosure System for workers and visitors and a Decontamination Enclosure System for loading asbestos into trucks for transportation to the landfill.
1.14.2 The Decontamination Enclosure System for workers and visitors shall consist of three rooms that serve as three air locks as follows: Clean Room at entrance followed by Shower Room followed by an Equipment Room leading to the work area.
1.14.3 The Decontamination Enclosure System for loading of asbestos into trucks shall consist of an Air Lock from the Work Area leading into the Drum Wash and Wipe Room, and another Air Lock leading in the open platform and the truck.
1.14.4 An Air Lock is a system permitting ingress and egress without permitting air movement. It shall consist of two curtained doorways at least eight feet apart. Each curtained doorway shall be constructed by placing three overlapping sheets of plastic over a framed doorway, securing each along the top of the doorway. The first and third sheet shall be secured on the other side of the doorway.
1.14.5 Provide lockers for storage of street clothes of workers in the clean room. Provide in the same room uncontaminated disposable protective clothing and equipment. This room shall be used by workers and visitors to change from street clothes to disposable protective clothing and gear prior to entering into the contaminated area and to dress into street clothing after they have showered and dried in the shower room as they exit from the contaminated area.
1.14.6 Provide in shower room showering facilities with hot and cold water so arranged as to provide complete showering of workers and visitors as they exit from the contaminated area. The shower room facilities and size shall be adequate to allow decontamination and thorough washing of all the workers and visitors within the 15 minute escape time allowed under air compressor failure.
1.14.7 Provide the Equipment Room with storage for contaminated clothing and equipment. In this room workers and visitors dispose of their disposable protective clothing except the Respirator as they prepare to enter the shower room.
1.14.8 The Drum Wash and Wipe Room shall be equipped with the facilities to wash and wipe the outside of the drum prior to the loading into the trucks for transportation to a landfill. Make provisions to prevent any contaminated run-off from the Drum Wash Room.
1.14.9 The Clean Drum Storage Room is relatively clean since most of the contamination outside of the drum has been washed and wiped thoroughly in the washroom.
1.14.10 Provide adequate toilet facilities, in the work area so that the workers do not have to go through the decontamination process every time they need to use the bathroom.
1.14.11 Provide heating and ventilation in entire Decontamination System so that air flow will be from the outside towards the work space.
1.15 PERSONNEL PROTECTION AND DECONTAMINATION
1.15.1 Provide all personnel throughout the abatement process with the specified protective clothing and gear. Ensure that all personnel entering and leaving the work space follow the following procedures:
1.15.1.1 Entering from the outside: Change from street clothes into protective clothing and wear clean protective gear.
1.15.1.2 Exiting from the Work Area: Dispose of all protective clothing into labeled plastic bags for asbestos waste. Do not take off the Respirator, but still wearing the respirator enter the shower and shower thoroughly. Remove respirator and wash and wipe thoroughly to decontaminate respirator in the assigned space and dress into street clothes.
1.15.1.3 Post written procedures in workplace and train all personnel on the procedures for the evacuation of the injured and the handling of potential fires. Provide aid to a seriously injured worker without delay for decontamination. Make provisions to minimize exposure of rescue workers and to minimize spreading of contamination during evacuations and fire procedures.
1.15.1.4 The Contractor shall instruct all employees and workers in the proper care of their personally issued respiratory equipment, including daily maintenance, sanitizing procedures, etc.
1.15.1.5 All respiratory equipment shall be inspected by Contractor's project supervisory personnel at the beginning of each work period, including breaks and lunch periods.
1.16 DISPOSAL ACTIVITIES
1.16.1 It is the responsibility of the Contractor to determine current waste handling, transportation, and disposal regulations for the work site and for each waste disposal landfill. The Contractor must comply fully with these regulations and all U. S. Department of Transportation, State of Massachusetts, and EPA requirements.
1.16.2 The Contractor will document actual disposal of the waste at the designated landfill by completing a Disposal Certificate and forwarding the original or a copy to the Engineer.
1.17 EXPOSURE CONTROLS
1.17.1 Provide supply air to and exhaust air from the work areas to maintain a negative pressure of
0.02 inch of water. The ventilation system shall operate on a 24-hour basis throughout the abatement process through the second wet cleaning. The ventilation system shall be in accordance with EPA recommendations included in the "Guidance for Controlling Asbestos - Containing Materials in Buildings", Appendix J.
1.18 APPLICABLE PUBLICATIONS

PART 2 – PRODUCTS
2.01 TOOLS AND EQUIPMENT
2.01.1 Asbestos Filtration Device (AFD): Asbestos filtration devices shall utilize high efficiency particulate absolute (HEPA) filtration systems.
2.01.2 Scaffolding: Scaffolding, as required to accomplish the specified work, shall meet all applicable safety regulations.
2.01.3 Transportation Equipment: Transportation equipment, as required, shall be suitable for loading, temporary storage, transmit, and unloading of contaminated waste without exposure to persons or property.
2.01.4 Vacuum Equipment: All vacuum equipment utilized in the work area shall utilize HEPA filtration systems.
2.01.5 Water Sprayer: The water sprayer shall be an airless or other low pressure sprayer for amended water application.
2.01.6 Other Tools and Equipment: The Contractor shall provide other suitable tools for the stripping, removal, and disposal activities including but not limited to: hand-held scrapers, wire brushes, sponges, rounded edge shovels, brooms, and carts.
PART 3 – EXECUTION
3.01 PRE-ASBESTOS ABATEMENT PREPARATIONS
3.01.1 Prior to any abatement work in an area, seal off the entire area to anybody other than trained personnel and authorized visitors. Erect signs around the perimeter in accordance with EPA, OSHA and this specification. Maintain a log of all people entering and exiting the workplace.
3.02 UTILITIES
3.02.1 The Contractor shall provide necessary utilities.
3.02.2 Provide all necessary connections for temporary utilities in the workplace during abatement work. Preserve in operating condition all active ducts, piping and utilities to remain. If any of the above will be disturbed, notify the Engineer immediately and undertake remedial action as required. Shut down and disconnect all electric power to the work area, if required, so that there is no possibility of re-activation and electrical shock during the entire abatement process.
The temporary electrical power shall be in accordance with OSHA and Electrical Code for Wet Environment.
3.02.3 Remove all heating, ventilating and air conditioning system filters and dispose of as asbestos waste. Replace all filters with a set of new filters at the end of the decontamination work.
3.03 ASBESTOS REMOVAL
3.03.1 Spray with water containing a wetting agent all asbestos that is to be removed. The wetting agent shall be 50 percent polyoxethylene ether and 50 percent polyoxethylene ester, or the equivalent mixed one ounce to five gallons water. Apply a low pressure fine spray of the amended water to minimize fiber release. Saturate sufficiently the material throughout the removal process so that there will be at no time of removal fiber release from dry asbestos. In many areas it may be necessary to pre-saturate asbestos materials the day prior to removal.
3.03.2 Immediately following removal, the wetted asbestos shall be packed into labeled six mil plastic bags to prevent the material from drying. Pack and seal all bagged material in drums which are also labeled. Thoroughly clean the exterior of the sealed drums prior to loading on the truck for transportation to the landfill.
3.03.3 Disposal shall be in a landfill meeting State of Massachusetts and EPA requirements. Do not throw bags into landfills in a way that may cause the bags to burst open. If bags cannot be taken out of the drums undamaged, then include the disposal of the drums with the bags.
Ensure that bags are not broken open in the process.
3.03.4 In some cases, because of electrical hazards or expensive material that could be damaged by water it may not be feasible to wet the asbestos. Extreme care must be exercised to remove the asbestos so that airborne fibers will be minimized.
3.03.5 All used plastic, tapes, cleaning material and clothing shall be treated as asbestos waste material.
3.04 CLEANING AND FINAL DECONTAMINATION
3.04.1 After the removal of asbestos has been completed and before removal of barriers, the entire area shall be thoroughly wet cleaned and/or vacuumed with HEPA filtered vacuum. After the second cleaning, wait 24 hours for the dust to settle, and repeat the through wet cleaning and/or HEPA vacuum for a third time. Following the successful inspection and final testing as specified herein, remove all HVAC filters and dispose of them as asbestos waste. All plastic barriers, tapes, and disposable contaminated equipment shall also be disposed of as asbestos waste. All re-usable contaminated equipment, such as masks, hardhats, etc., shall be thoroughly decontaminated through wet cleaning.
3.05 FINAL INSPECTION AND TESTING
3.05.1 After a minimum of three thorough cleanings of the work space, and if a high degree of cleanliness has been achieved, the Contractor shall arrange to have the area tested by an independent laboratory. A visual inspection of the work space shall be conducted for the detection of any visible asbestos dust or contamination. If the visual inspection does not reveal any dust or other signs of contamination the final testing will take place.
3.05.2 The final testing shall take place under active agitation of the air in the work space with fans running, broom sweeping and any other means. The final test will consist of taking air samples in the work space which shall show contamination levels do not exceed 0.01 f/cc using phase contrast microscopy. Dust samples may be taken to be analyzed at the option of the independent laboratory to confirm the results of the air sampling. At the option of the Contracting Officer, electron microscopy may be employed for one or two samples to confirm the results of the final testing. If the results of the final testing are not satisfactory, the thorough wet cleaning and/or HEPA vacuum shall be repeated until the required decontamination levels have been achieved.
3.05.3 After the decontamination levels specified have been confirmed through the final testing specified herein, all plastic enclosures shall be removed, the exposed surfaces thoroughly wet cleaned and/or HEPA vacuumed, and the plastic, tape, material from equipment room and shower room bagged and disposed of as asbestos waste. A final check shall be carried out to ensure that no dust or debris remain on surfaces as the result of dismantling operations.
PART 4 - GENERAL SAFETY REQUIREMENTS
4.01 SUMMARY
4.01.1 The Contractor shall furnish all plant, labor, equipment and appliances required for the safety and protection of all persons and property at the project work site for the duration of this contract.
4.02 REFERENCES
4.02.1 The publications listed below form a part of this specification to the extent referenced.
4.02.1.1 CODE OF FEDERAL REGULATIONS (CFR) - 29 CFR 1910 Occupational Safety and Health Standards (OSHA)
4.03 GENERAL SAFETY REQUIREMENTS
4.03.1 The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and
29CFR 1926.
4.03.1.1 The Contractor shall comply with all applicable requirements as referenced above for the duration of this contract.
4.03.1.2 The above referenced requirements and standards are subject to change and such changes may well affect the Contractor's operations in the performance of this work.
4.03.1.3 It shall be the Contractor's responsibility to become familiar with any and all such pending changes and the effective date of all such changes.
4.03.2 Noncompliance
4.03.2.1 It is the Contractor's responsibility to monitor the work in progress and to immediately correct any violation or noncompliance with any safety provision or regulation observed.
4.03.2.2 Notifications of safety violations, if any, observed by the Contracting Officer shall in no way relieve the Contractor of the responsibility of the quality control and safety requirements established by this contract.
4.03.2.3 The Contractor shall be fully responsible for any fines or penalties imposed as the result of a failure to comply with Federal, State or local safety laws or regulations.
4.04 ACCIDENT NOTIFICATION
4.04.1 The Contractor shall notify the Contracting Officer of all accidents that have occurred at the project site.
4.04.2 The Contractor shall submit an accident report to the Contracting Officer for any accident that involves lost time by the injured employee regardless of whether professional medical treatment was required or not.
4.04.3 All accidents shall be reported in the Contractor's daily report.
