Statement of Work (Services)

TITLE: Dual-Comb Ground-To-Air Link Support Enter

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Spectrum Technology and Research Division Fiber Sources and Applications Group (675.02)

Background:

Frequency comb-based applications in dual-comb spectroscopy require advanced control algorithms for pointing and tracking to a UAV for more sophisticated field-ready hardware for the frequency comb systems that will utilize this link. This effort will require multiple control systems effort to establish a pointing and tracking to the UAV and then to optimize link performance, as well as the development of electronics boards and software development to support the frequency comb.

Enter Details

Objective(s):

Advance the system along all fronts through close collaboration with an electronics design group. Because these systems will be at least partially interconnected we are seeking a single firm to handle all the work.

Scope of Work:

The Fiber Sources and Applications Group (675.02), NIST-Boulder, develops novel applications of frequency combs for optical time transfer, spectroscopy and ranging.

Recently, this is seeking to expand its field measurement capabilities and requires electronics consulting services both to upgrade pump diode control systems, and to develop control systems for a ground to UAV laser link

General Requirements:

The Contractor shall provide all support for project oversight, administration, and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities.

NIST is seeking expertise in control systems to establish pointing to a UAV using and custom NIST telescope and existing Aerotech AMG300GR gimbal, as well as provide electronics design support to upgrade the closely connected dual-comb system.

Consultant will

• Develop software implemented control loops in C++, to maximize the gimbal response for this application

• Identify necessary hardware and develop software to establish initial pointing to the

UAV. Document the required hardware and software.

• Develop communication between the UAV mounted hardware and gimbal mounted hardware to execute this initial alignment so that coarse pointing (within 20 mRad) between the gimbal and UAV can be established within 10 seconds

• All control software will be documented and delivered to NIST

• Develop microcontroller-based communication with an array of 8 COTS pump diode driver to allow full control of driver parameters and retrieve driver state.

• Provide board designs for the above micro-controller to NIST.

Special Requirements:

The ongoing collaborative nature of this project requires a contractor who can be on site at NIST in Boulder Colorado frequency. It is anticipated 2-3 days of on-site testing, during regular business hours, spread out over each month for the duration of the project will be required.

Government Responsibilities:

Government direction or supervision of contractor employee(s) in order to:

(1) Adequately protect the Government’s interest;

(2) Retain control of the function involved; or

(3) Retain full personal responsibility for the function supported in a duly authorized Federal officer or employee.

Additional Government Responsibilities

NONE

Number Description

1 Control Algorithms and Implementation for a Ground to UAV

Requirement 1-1 Contractor will design and implement a system allowing the telescope to communicate to a UAV over distances of up to 1 km and to calculate its orientation and the relative position of the UAV. The system would then provide feedback the gimbal to establish coarse pointing (within 20 mRad) from the telescope to the UAV.

2 Frequency Comb Field Hardware and Control Systems

Requirement 2-1 The Contractor will work with NIST staff to develop a micro-controller, mechanical housing, power supply and electrical interconnects for controlling an array of low noise COTS pump diode drivers as specified by NIST. The Contractor will write and document control code and develop a robust interface between the COTS diode drivers and the contractor provided micro-controller to be provided to NIST along with the assembled system.
