About this file

This is a Statement of Work (SOW) document for a federal procurement of a SCAT Millivoltmeter and Analyzer by the Naval Air Warfare Center (NAWC), Weapons Division located at China Lake, California. The procurement is being conducted on an other than full and open competition basis, indicating a limited source award.

The solicitation or Request for Quote (RFQ) was scheduled for posting on the Contract Opportunities website (SAM.gov) on or about July 30, 2026. All interested contractors must be registered in the System for Award Management (SAM) database and certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information. Contractors should direct inquiries to Virginia Dennison at virginia.j.dennison.civ@us.navy.mil. As of June 2018, all entities registering or updating their SAM registration must submit an original, signed notarized letter identifying the authorized Entity Administrator within 30 days of registration to maintain an "Active" status, which is required for contract award eligibility.

SOW

Only the specific parts identified under a SCAT code, to include exact model number (with options if applicable) and manufacturer (Cage Code), will meet the needs of the customer. No other manufacturers or part numbers, even if the parts are similar or are “next generation replacement” types, are acceptable. These items (GPETE) must be approved by NAVSEA 04 Test, Measurement, and Diagnostic Equipment/General Purpose Electronic Test Equipment (TMDE/GPETE) Program Office, assigned a SCAT code, have Instrument Calibration Procedure (ICP) and Integrated Logistics Support (ILS) to include National Stock Number (NSN), Allowance Equipage List, and Allowance Parts List in place prior to shipboard use. Similar items have not been approved by the Navy for the applicable SCAT's intended purpose.

The following is applicable to all requirements identified herein: A pri 13 model is preferred; subsequent order of preference is pri 22, 38, 78. Refurbished/reconditioned equipment is acceptable if new models are not available. Again, only the manufacturer/model combinations identified for a particular SCAT is acceptable to fill that requirement. VENDOR/MANUFACTURER IDENTIFIED REPLACEMENTS/SUBSTITUTIONS ARE NOT ACCEPTABLE.

Vendors should provide specification sheets for all items quoted. This will enable the technical activity to validate the required accessories and options are being offered and will be provided accordingly by the winning vendor upon contract award.

A best value tradeoff type evaluation/contract is requested. We recommend the below scoring method be applied when evaluating vendor submitted quotes.
