About this file
This is a Statement of Work (SOW) for the inspection, overhaul, and testing of Woodward Governors used onboard various U.S. Coast Guard vessels. The scope encompasses receipt, disassembly, inspection, condition reporting, overhaul, reassembly, calibration, testing, preservation, packaging, and marking of twelve specific governor models (NSN 2910-01-215-0459 through 3010-01-417-1986) installed on WPB, WMEC, WAGB, WTGB, and WLM vessel classes.
The contractor must obtain Original Equipment Manufacturer (OEM) procedures and Woodward Test Specifications prior to commencing work and perform all overhaul activities in accordance with OEM standards and applicable documents including ANSI/ASQ Q9001-2015, ISO/IEC-17025, and ISO/IEC-16388-2007. Key requirements include submission of detailed arrival/disassembly inspection reports with cost estimates (materials, labor, testing, preservation, packaging, and marking) requiring Contracting Officer approval before proceeding with overhaul work. All replacement parts must be new and manufactured by Woodward Governor Company, with overhauled governors restored to like-new performance standards. Each governor must undergo final acceptance testing at an authorized Woodward facility with detailed test reports submitted to the Contracting Officer. The contractor must maintain a documented quality system, test equipment calibration program conforming to ISO/IEC-17025, and provide space and personnel for all inspections and testing at the contractor's plant or Coast Guard-acceptable facilities. Preservation and packaging must comply with Woodward Governor Company Bulletin 25075A (1975), with each governor individually packed in wooden crates meeting specified dimensions (21" x 21" x 40"), marked with stock number, part number, contract information, overhaul date, and re-inspection date (60 months from overhaul), and affixed with ISO/IEC-16388-2007 Code 39 bar code labels prior to shipment.
