Statement of Work: Aluminum Culverts for Deadwater Bridge Project

This Statement of Work describes the procurement requirements for the Neches River National Wildlife Refuge's Deadwater Bridge Project, identified as contract number 140FS226Q0122. The contractor must purchase, deliver, and unload three 72-inch by 40-foot, 12-gauge aluminum corrugated metal pipe (CMP) culverts on an FOB Destination basis. The culverts will replace the existing Deadwater Bridge, with road material to be placed on top of the installed culverts. The delivery location is on the Neches River Refuge, 1.5 miles south of the entrance gate near Palestine, Texas (coordinates: 31°52'30.84 N, 95°25'23.11 W). The contractor must possess the capability to haul and unload large culverts, and must call ahead at (956) 245-9426 before delivery because the site is behind a locked gate.

The project period runs from Summer 2026 through Fall 2026, with a firm delivery deadline of Wednesday, July 1, 2026. Normal duty hours are Monday through Friday, 7:30 a.m. to 5:00 p.m.; nonduty hours include weeknights, weekends, and federal holidays. Inclement weather may limit site access, requiring contractors to call ahead to verify the location is not closed due to flooded roads. Government acceptance is contingent upon timely delivery of the culverts. Quality control will be maintained according to industry standards and must be documented in the contractor's proposal. The technical coordinator and point of contact is Leo Gustafson, Refuge Manager, at 262 W HWY 79, Jacksonville, Texas 75766, (956) 245-9426, or leo.gustafson@fws.gov.
