1.0 – Introduction

1.1 – Facility Assessment Process

Introduction

This book is the product of a Facility Condition Assessment (FCA) conducted by Spur Design and a team of engineers and subject matter experts between September 2019 and October 2020 for Veteran Integrated Service Network 15 (VISN 15). It is intended to provide an overview of the technical condition of the facilities as they currently exist.

The VISN 15 Facility Condition Assessment began with a kick-off meeting at the Wichita Dwight D.

Eisenhower Campus system where the team met with VA staff to discuss station general conditions, existing issues, and team approach to the Wichita station and then we subsequently spent four days surveying every building on the respective medical center campus and the associated site. After Wichita, the team visited in order: Marion (3-days), Poplar Bluff (2-days), Columbia (5-days), Kansas City (5-days), Topeka (5-days), St. Louis – John Cochran (5-days), Leavenworth (5-days) and St. Louis – Jefferson Barracks (5-days) campuses throughout the VISN.

Spur Design managed the process and did the electrical reviews and cost analysis, as well as various architectural and mechanical reviews. Our team included Apogee for various architectural and mechanical reviews, Lerch Bates for elevator and transport review, and Calibre for structural reviews.

At all campuses, personnel from the engineering office or the shops assisted our team. Their input was critical because of the limited time we were on-site and the wealth of prior knowledge of the campus and its systems.

The report structure is based on an assessment format provided by the VA in FCA 101 dated March 27, 2019. Using this structure, each VA Medical Center has a summary report stating its overall condition and outlining the top 10 items for the facility as well as a detailed report of each individual building’s condition including its systems and sub-systems.

A facility list outlining the locations, buildings, and systems to be assessed was issued by the VA. The Spur Design team toured each facility’s buildings, systems, and overall site and issued a grade, A through F, based on their condition. Any system receiving a D or F grade has been provided with an estimated correction cost.

The book has been broken into sections by each VA Medical Center. Section 1 contains an introduction, Super Summary, the FCA Scoring Criteria, and Risk Assessment Criteria. Sections 2 through 10 contains the individual VA Medical Centers. Each section begins with a site map, the list of buildings assessed, the Top Ten Deficiencies, the FCA – Corrections Summary Report, and the FCA Basic Report. The first report, the FCA-Corrections Summary Report, is a summary of all the D and F rated deficiencies and their correction estimates. The FCA Basic Report is a comprehensive listing of all entries in the database with each building broken down by system and sub-system, listing their condition, their ratings, and correction costs.

The Top Ten Report is a prioritized list of deficiencies at each location. Each discipline was asked to bring their various top items for possible inclusion on the list. The items on these lists are based on the professional opinion of the Spur Design team and consultants using a few factors, most notably the health, safety, and welfare of the patients, guests, and staff. Other factors were cost, energy efficiency, and general condition of the station and its systems. The final determination of the order of the Top Ten was done by Spur Design. These Top Ten items were shared by the team in a presentation to the VA.

Primary Switchgear D $43,789 Replace obsolete 1978 GE Magnablast MV switchgear with air circuit breakers in a 13.8 kV 1200A lineup in metal switchgear building. Two (2) main (preferred and standby) breakers and five (5) feeder breakers. Relays tested in 2008. System is typically primary selective, except that chiller plant has radial feed. Replacement parts becoming problematic.

Site Lighting D $122,415 Replace site lighting fixtures and underground circuits: HID fixtures on 10 ft and 30 ft poles. 30 ft poles have cobrahead type mounting. Low pressure steam distribution and condensate return system in non walking tunnels is 63 years old and has exceeded its projected service life. Replacement of this piping and insulation should be undertaken immediately. Per VAMC after system was converted to Low Pressure Steam, system is becoming more problematic due to chemicals being added to the system.

Steam Distribution D $185,490 Low pressure steam and condensate distribution system in walkthrough tunnels was replaced in the 80s and is in poor condition. Estimator Note: A Mechanical Study recommended to determine the extent of this work.

Asbestos D $7,511,510 * The comprehensive survey was updated recently. Two buildings are asbestos free. Asbestos is managed in place and ongoing remediation is accomplished only during renovation, and only as absolutely necessary. Asbestos is in tiles, mastic, caulking and pipe insulation. * Lead based paint is also prevalent at the Main Hospital wood window frames which have been encapsulated during the last window replacement project. Estimator Note: Recommend a study for an environmental consultant to determine the scope of the work and provide pricing. Pricing is typical provided with each project in the affected areas. Priced site wide remediation.

VA Capital Asset Inventory

FCA - Corrections Summary

Mains D $461,507 Per VAMC the mains for the site include 6in, 8in, and 10in cast iron piping; branches to buildings are cast iron. All piping is in poor condition and needs to be replaced.

Outflow D $97,393 Sanitary outflow is to the east through an 8 inch main to the city utilities. No issues noted. Average condition. *Sanitary piping routed past the helipad backs up into a nearby manhole and into the basement of Building 1. Helipad expected to be relocated for building addition which may revise pipe routing and correct the issue. There are backups on occasion, and pipe mains in basement have to be snaked.

Inlets D $58,357 Approximately ten (10) catch basins and curb inlets are in poor condition, with damaged inlet tops requiring replacement.

Inlets D $665 There is a 4" diameter open yard drain in the Building 1 courtyard that has no cover. Cover/grate needs to be installed.

Inlets D $10,456 There are no area drains in the cooling tower courtyard. Need (2) 6" area drains, routed to nearby storm main.

Mains D $113,345 Storm mains across the campus are in poor condition, need to be replaced. There are sinkholes around Building 6.

Outflow D $49,721 Storm sewers discharge to the east to two onsite locations within property boundaries and conveyed to southeast via natural channels. No capacity issues noted. Average condition, but should be replaced when mains are replaced.

Fire Protection D $548,580 Separate fire loop, but still fed from same city service as domestic service loop. Fire hydrants are dry barrel and replacement parts are no longer available. Over-all, system is poor condition. Cast-iron mains have had several main leaks. Loop last changed in 1979. Approximately 2000 linear feet of 8" pipe.

Mains D $702,126 Loop system. Generally 8 inch and 6 inch steel. Mains and isolation valves are in poor condition and need to be replaced. Isolated with a dual back-flow preventer. City water pressure approximately 72- 75 psig. *Main water supplies 250,000 gallon reservoir which is primarily emergency water supply.

Water from reservoir can be back-fed through Bldg 1 and fire pumps to supply separate fire loop. The new loop needs to be extended to all the out buildings, as those buildings are currently fed by the fire loop. *Estimator Note: A mechanical study recommended to be able to determine the scope of work.

Sources D $117,833 There is a 10 inch main that supplies the station. Back flow prevention devices installed. Main from city to the backflow preventer needs to be replaced. Estimator Note: Priced to replace 1500 LF of Main. Recommend a study to determine exact length of pipe needing replacement.
