Scope of Work

Seismic Study and Investigation

Building 1, Truman VA Medical Center, Columbia MO November 14, 2021

I.

GENERAL

The Department of Veterans Affairs is developing a Seismic Retrofit and Renovation project for Building 1, the Main Patient care building at Truman VA Medical Center (VAMC). The project proposes seismic retrofits to the building. Building 1 is an 8 story, 609,687 gross square feet structure with basement and penthouse spaces. Original constructed starting in 1967 and was completed in 1970. The building had significant additions added in 1998 and 2009. The structure is a Concrete column and beam with two-way slab structure.

II.

SCOPE OF WORK

A/E shall provide all professional engineering services required to provide a detailed feasibility study of Building 1 located at the VAMC in Columbia, MO. The following items shall be included within the scope of the study;

1. Perform a detailed structural evaluation of the existing building. Review 2020 Tier 1 and tier 2 analysis.

2. Evaluate and identify seismic deficiencies to the main structure and nonstructural components and equipment by performing a Tier 1 and Tier 3 analysis per ASCE 41-17 and the latest H-18-8 VA Seismic Design Requirements manual available on the VA Technical Information Library (TIL) located at http://www.cfm.va.gov/TIL/. This work will primarily require structural engineering services, but should include limited coordination with architectural, mechanical, electrical, plumbing engineering and cost estimating disciplines to determine the impacts to other building systems caused by any seismic retrofit work that might be recommended because of this structural study and any nonstructural bracing/restraint retrofits that would be required. The methods and recommendations should be capable of being completed while minimizing impacts to medical center operations.

3. The study will also address existing building deficiencies as they relate to the VA Physical Security and Resiliency Design Manual (PSRDM). The scope of mitigation of these issues shall be limited to those items which require resolution per the PSRDM for projects listed under the alteration/renovation category. Refer to the PSRDM for more information.

4. Work to mitigate the presence of hazardous construction materials (asbestos, lead, etc.) which will have to be undertaken to achieve the project goals shall be considered in the study and the predicted costs.

5. Where mitigation is necessary and could be achieved in multiple ways, at least two options shall be presented for consideration.

6. Conceptual drawings shall be generated which; identify existing deficiencies, highlight affected items, identify proposed options for mitigation as well as any phasing which may be required to ensure the uninterrupted operation of the facility. The drawings shall include details to the extent necessary to adequately illustrate the work being proposed.

7. Narratives shall be written describing the deficiencies identified and the details of the work involved as well as the advantages and disadvantages of the various mitigation options. The narratives shall also include discussion of the phasing needed.

8. Detailed cost estimates shall be provided for each item being addressed as well as for the different mitigation options as a whole. It should be noted that this study shall also incorporate costs associated with medical center impacts resulting from proposed mitigation options.

9. Testing necessary to complete this study should be included in AE proposal.

10. A recommendation of the preferred solution, as determined by the AE, shall also be included as part of the study. This recommendation shall include narrative which justifies the position taken.

11. AE and consultants shall make at least one site visit to the Truman VAMC as needed to research and accomplish the task order.

VA requires, at a minimum, the following contractor personnel to be engaged in this study:

· A Senior Licensed Structural Engineer (SE) with demonstrated professional experience with seismic structural retrofit design projects

· A Senior Licensed Architect

· A Senior Licensed Civil Engineer

· A Senior Licensed Electrical Engineer

· A Senior Licensed Mechanical Engineer

· A Senior Cost Estimator

III.

TASKS

Prepare complete study documentation, calculations, and sketches as applicable in accordance with the above scope of work.

IV.

DELIVERABLES

Complete investigational/study document packages at the 60%, 80% Pre-final and 100% Final phases with corresponding estimates for the building. These packages will include:

· Three (3) sets each of hard copy documentation

· Electronic copy in Adobe pdf format on three (3) CDs V.

SCHEDULE

An initial project kickoff teleconference will be held followed by any coordination teleconferences that may be needed prior to the on-site investigation visit. An intermediate progress teleconference meeting shall occur at the 30% stage. Formal progress review teleconferences shall occur at the 60% and 80% (prior to final submission). The anticipated date for submission of the 80% package is 90 calendar days from execution of the Task Order. The Final submission shall occur within 120 days from the execution date. The 80% review teleconference shall occur no less than 14 days prior to the 100% submission. Within 5 days of the contract award, the AE shall provide a detailed schedule starting from the date of execution and indicating all milestone dates necessary to complete the contract work within 120 days.

VII.

INVOICES/PAYMENTS

AE will email draft invoices to the VA Project Manager and Contracting officer. Once the draft invoice is approved, AE will submit approved invoice in the VA Payment system.

VIII. TRAVEL

Travel costs are anticipated for this work.

IX. GOVERNMENT FURNISHED INFORMATION

All as-built documentation in the possession of the medical center will be made available to the AE for scanning or copying as well as electronic drawing files for the architectural floor plans of the building in AutoCAD 2019. The latest structural Facility Condition Assessment (FCA) report is also attached. The previous 2020 Tier 1 and Tier 2 report will be provided.
