Justification and Approval (J&A) For
Other Than Full and Open Competition
Acquisition Plan Action ID: 36C263-22-AP-0446
1. Contracting Activity: Department of Veterans Affairs, Program Contracting Activity Central
(PCAC)
2. Nature and/or Description of the Action Being Processed: This justification is to support project 568A4-21-708 - Electronic Health Records Modernization (EHRM) Training and Admin.
Space Support at the VA Black Hills Health Care System - Hot Springs Campus, 500 North 5th Street, Hot Springs SD 57747. This justification is for certain construction materials to meet the security needs of training trailers that will have VA and contractor equipment. This action will be awarded as a new firm-fixed-price contract.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: This project requires a wireless motion detector security system. For the modular facility set (3-4), Johnson Controls, Inc. (JCI) will provide three area motion detectors as a wireless extension of the campus Centurion System. These signals will be transmitted to Building 66 via a wireless repeater capable of reaching the required distances. JCI will furnish the motion sensors, wireless repeater and the labor necessary to complete the installation and setup as well as the labor necessary to remove the equipment at a later date, approximately 6 months from installation when the facilities are no longer needed. The manufacturer of this equipment must be Centurion. The total value of the wireless motion detector security system (including area motion detectors) is $6,800 for all four trailers, or $1,700 per trailer. This cost includes the labor necessary to complete the installation and setup of the security system, as well as the labor necessary to remove the equipment. Installation and setup of the security system will begin when the notice to proceed is issued, and the equipment will be removed approximately six months later.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition

Security items have been standardized throughout the VA Black Hills Health Care System - Hot Springs Campus. Installing a security system by a manufacturer other than Centurion will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. Installation of a security system by a manufacturer other that Centurion coupld impact the current service agreement with JCI given that JCI is responsible for maintaining the current Centurion security system. At this time, there are no competing vendors whose products are fully compatible with the existing system being used at the VA Black Hills Health Care System - Hot Springs Campus. The use of the description of the Centurion security system in the acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. Accordingly, Centurion is the only manufacturer capable of providing the supplies described in Section III above without the Veteran’s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
JCI was asked if there are any other compatible security systems that could be used with the current JCI system. The facility was informed that installation of a system other than Centurion could impact the current service agreement with JCI, and another third party system may not be compatible with the JCI system.
In accordance with FAR 5.202(a)(13), the proposed action for the Centurion system will not be synopsized. The acquisition of the system is for an amount not expected to exceed the simplified acquisition threshold, will be made through a means that provides access to the notice of proposed contract action through the GPE, and permits the public to respond to the solicitation electronically.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
In accordance with FAR 15.404-1(b)(2), the anticipated cost will be considered fair and reasonable based on the Contracting Officer’s analysis of pricing information provided by the offeror.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
As described in Section 6 above, market research, in accordance with FAR Part 10, was conducted by advising industry of the pending acquisition and soliciting inquiries from interested parties.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
Not applicable.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Not applicable.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:

When selecting future security systems, the facility will research the hardware and service providers available in the market and determine whether there is a need to or a benefit in changing security systems or service providers from Centurion and JCI to other manufacturers or service providers.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
