Technical Questions and Response Tracking Sheet 36C77622B0011

EHRM Training and Admin Space Support Minor Construction – Hot Springs, SD

Question received on 04/29/2022:

1. Is there anything that is needing insulation or spray foam for this project?

Answer: We do not believe there will be a need for insulation. Please note the VA has not approved any spray insulation foams.

Questions received on 05/09/2022:

1. Electrical Site Plan A101 Existing & Future Features Note 8 and SOW page 7 of 9:

a. Both drawings and SOW reference a future/new IT closet. Please confirm the future/new IT

Reference closet is not a part of this project.

Answer: Correct, adding the new telecommunications room is not part of this contract. The locations were determined/documented the day this documentation package went to contracting. The purpose of providing this location was to assist with milestone “3: Fiber install (daisy chain or home run) to support a new telecommunications room (TR) location“

b. If the new IT closet is part of this project please provide drawings, new wall details, wall types, room finishes, and specifications.

Answer: N/A

c. Please confirm the New IT closet will be completed before this project takes place.

Answer: The new telecommunication room is planned to be built between October 1, 2022, and October 1 2023. Milestone “4: Disconnect electrical/fiber to trailers while leaving key infrastructure for future use.” will likely be completed summer 2024.

2. This project has not been designated as a design build project.

a. Please confirm that the contractor is only responsible for the work described in the statement of work.

Answer: Correct.

b. Since the contractor is not responsible for design and the design guides do not address temporary training trailers. Please remove the VA design guides from the project documents.

Answer: Correct. The electrical, fire protection, and telecommunication design guide should not have been included in the statement of work.

3. Please confirm that no fire protection is required for this project.

a. If fire protection is required, please provide a site plan showing the water service and connection for the fire protection as well as a fire protection statement of Work.

Answer: Maintain fire wall rating with penetrating walls with fire caulk. At this time it is believed the sprinkler system will not need to be modified.

b. Will the trailer manufacturer install fire protection piping and sprinkler heads?

Answer: VA national work direction is currently not concerned with this.

4. Reference SOW page 6 of 9 (Example Configuration).

a. The example layout shows bathrooms in the trailer. If bathrooms are required, please provide a site plan showing the sewer tie-in as well as a plumbing Statement of Work.

Answer: National VA work direction has indicated sewer systems will be self-contained in the tailer(s).

b. Please confirm the trailer manufacture will provide and install all bathroom fixtures and specialties.

Answer: National VA work direction has indicated local VA resources do not have to worry about this.

5. Who is responsible for setting the training trailers?

Answer: Cerner has the national contract for this effort. National VA work direction has indicated local VA resources do not have to worry about this.

6. Please confirm no leveling/Gravel pads will be required for the training trailers

Answer: National VA work direction has indicated local VA resources do not have to worry about this.

7. Reference Electrical Site Plan A101 Contractor Installs Note 5 and SOW page 5 of 9 And

Proposed Trailer Location/Water lines doc.

a. Please provide the distance from the outside of Building 66 to the first trailer.

Answer: Panel placement would be approximately 65ft from the building, between the hand hold and the light. First trailer would likely be at the same location on the asphalt.

b. Please confirm the trailers will be located in the asphalt parking lot next to building 66.

Answer: Yes

8. Please provide site plan showing route of electrical from transformer to trailers. It was mentioned at the site visit that the route would have to be altered due to existing utilities.

Answer: The VA will do the initial locates; contractor shall verify utility locates. Once existing utilities have been located the contractor shall propose a path for the power for approval by the

COR. Due to the density of the utilities behind building 66, it is believed the best path will follow the sloping bank.

9. Please confirm fiber can be run through existing raceway to existing handhole.

Answer: This is believed to be the best path at this time.

10. Reference SOW pages 1, 3, and 6 of 9 (Example Configuration).

a. Are each of the 3- 4 trailers 60’-0” X 23’-7”? or is this the combined total dimensions?

Answer: All the COR has been given is some pictures/drawings of the trailers used at the first EHRM sites. These pictures reflect a solution at a high population location, which may not reflect what is available in South Dakota at some future date when the whole VISN is attempting to come online with the EHRM solution. The images and drawings have been provided for concepting. Hence the contractor may need to bid based on some terms and condition given the possibility for trailer size variance. For bidding purposes, the size of each of the four (4) trailers is 60’-0” X 23’-7”.

b. If each trailer is 60’-0” X 23’-7” please provide the number of trailers the contractor should include in their pricing.

Answer: Contractor shall plan on four (4) trailers. Each needing support for power and fiber.

11. Reference the Proposed Trailer Location and Water Lines Doc and SOW 6 of 9 (Example

Configuration).

a. The overall trailer dimensions are shown as 24’-0” X 20’-0” VS 60’-0” X 23’-7”. Which dimensions should the contractor use for pricing purposes?

Answer: For bidding purposes, the size of each trailer is 60’-0” X 23’-7”.

12. Please confirm all interior finishes, millwork, and furniture will be supplied and installed by the trailer manufacturer or VA.

Answer: Yes, Cerner will be providing trailers, trim, and furnishings.

13. Please Confirm that all electric/comm conduit and boxes will be installed by the Trailer

Manufacturer.

Answer: Contractor shall connect electrical and fiber to each of the four (4) trailer(s) demarcation locations. Contractor shall plan on the longest run for each trailer with supporting boxes.

14. Will each trailer need a data rack and a fiber tray?

Answer: Cerner will be providing data racks for each trailer and supporting infrastructure for computer usage inside the trailers.

15. How many fibers are needed to each trailer? Do we plan for 6?

Answer: Contractor shall route and terminate 24 count single mode fiber (OS2) from building 66 TR to each of the four (4) modular trailer (one IT rack per trailer). Termination shall be all ends in building 66, and as needed in the trailers. Contractor shall procure, install, connect, daisy chain fiber hub box(s) in the trailers to complete connectivity.

16. Which end of the trailer will the fiber and power connect? Curbside or parking lot side?

Answer: Assume the furthest distance i.e., furthest trailer from building 66 and at the end of 60ft away from the curb.

17. Is PVC conduit acceptable in lieu of HDPE?

Answer: HDPE is preferred, but not required. HDPE is proven to be more durable.

18. Will the trailer be single phase power or three phase power?

Answer: At this time assume single phase 120/208V to each of the four (4) trailer (and supporting four (4) circuits).

19. Are we able to utilize the spare transformer near the helipad if needed?

Answer: The question is confusing since a transformer is not needed for this project.

Contractor shall tie into the existing transformer secondary. That transformer near the helicopter pad is faulty/bad.

20. Will the VA be responsible for shutting down the transformer and reenergizing the transformer?

Answer: Correct.
