About this file

This Statement of Work (SOW) outlines a Blanket Purchase Agreement (BPA) for hardware security services and supplies for the U.S. Mission to the United Kingdom. The Embassy seeks a vendor to provide secure key registration, key cutting, installation of specialized locks, bolts, and grilles, and 24-hour emergency services for U.S. residences within the M25 area and Home Counties. Key requirements include providing locksmiths capable of working with specialist hardware, passing embassy security checks, being Police and NACOSS recognized, and offering an out-of-hours emergency call-out service.

The estimated total BPA value is £125,000 ($168,887.14), with individual orders not to exceed £7,000 ($9,308.74). The total ordered under the BPA shall not exceed $174,000. Vendors must provide detailed pricing, fuel types, expertise, and additional charges. The Embassy reserves the right to cease orders if a vendor cannot meet requirements or if pricing becomes unreasonable. Vendors must register in the System for Award Management (SAM) before business value can exceed $30,000, and employees must pass security checks prior to starting work.

1. Summary:

The U.S. Mission to the United Kingdom has requirements for the supply of hardware security for premises owned or leased by the U.S. Government, by establishing a Blanket Purchase Agreement (BPA). The BPA is a non-contractual arrangement whereby the government agrees to make purchases relating to this requirement with the same vendor. Please note that the BPA does not guarantee any quantity of business for a particular vendor and that the Embassy may choose to award BPAs to more than one vendor and rotate business.

2. Value:

The estimated total value of this BPA is £125,000 ($168,887.14 on April 25, 2025). Any individual order shall not exceed £7,000 ($9,308.74 on April 25, 2025). The value of business received may not exceed $30,000 until the vendor is registered in the System for Award Management (SAM).

Instructions on how to register in SAM shall be provided as and when required.

5. Performance & pricing:

Interested vendors should provide their pricing, fuel types/grades offered, expertise, and any other information to perform the product and services as described in section 4 above to enable the requesting office to determine whether a BPA would be suitable.

Vendors should also advise any call-out, delivery, or other additional charges, as well as stating whether and where VAT will be applicable.

Although the BPA is non-contractual, the government would still expect performance as offered by vendors. In a situation where a vendor is unable or unwilling to meet the Embassy’s requirements, the government reserves the right to cease placing orders through the BPA and seek suitable vendors elsewhere. Equally, if a vendor’s pricing is no longer deemed reasonable and economical, the Embassy reserves the right to stop placing orders with that vendor and seek alternative suppliers.
