STATEMENT OF WORK (SOW)

DMEA 20-0H9

8July 2020

1.0 SCOPE:

1.1 TITLE: Customized Integrated Antenna Enclosure (IAE)

1.2 APPLICABILITY: DMEA’s Advanced Detection of Electronic Counterfeits (ADEC) system.

1.3 BACKGROUND: Through previous effort, Nokomis has developed a unique system for high fidelity acquisition and analysis of unintended radiated emissions from electronic devices. The benchtop configuration of this system, called the Advanced Detection of Electronic Counterfeits (ADEC) system, was originally designed for counterfeit part detection. ADEC has since been demonstrated effective at multiple additional applications, including Electronic Health Monitoring (EHM), functionality assessments, part qualification, and fault diagnostics.

The ADEC system is comprised of two elements, the Signature Analyzer and the IAE. The Signature Analyzer houses the Hiawatha sensor, an ultra-sensitive receiver developed by Nokomis that achieves a -170 dBm sensitivity, enabling acquisition of information-bearing, low power signals from radiated emissions that emanate from powered electronic parts. The IAE provides environmental isolation up to 80 dB and facilitates registered measurements for repeatable test results. Nokomis has also developed unique software assets as internal tools that leverage the capabilities of the ADEC system for high resolution signature acquisition and for emission signature analysis.

Under this SOW, the previously developed IAE will be customized and delivered to DMEA to support multiple active program requirements. Customizations of the IAE will accommodate and expand the size of articles that can be tested by the IAE. The delivered IAE system will be directly compatible with existing ADEC systems thereby providing a flexible and uniquely sensitive instrument that greatly expands current test and measurement capabilities. Nokomis will provide on-site support to Government personnel to enable independent operation of the delivered system.

1.2 SCOPE: This IAE will be based upon previous hardware developed by Nokomis for high fidelity acquisition and analysis of emissions signatures. The IAE will be customized under this effort to support specific DMEA needs for flexible testing of electronic components, devices, assemblies, and systems. Specifically, Nokomis will expand the IAE to accommodate larger test articles for benchtop testing.

The current IAE is 29.6” x 16.24” x 13.5” and can accommodate a DUT of 2.75” x 3.25”. The expanded IAE size proposed for this effort will have a height of no more than 80” with a base estimated to be roughly 43” x 36”. This chamber would optimally accommodate a DUT of 15” x 17.7”.

2.0 TASK/TECHNICAL REQUIREMENTS: The contractor shall expand upon the previously developed IAE to enable testing of larger devices while retaining the existing design features and benefits of the baseline enclosure.

2.1 TASK 1: The contractor shall design an expanded IAE to accommodate larger test articles while retaining current performance specifications for supported frequency range and environmental isolation. The expanded chamber shall accommodate testing of an article with dimensions of 15” x 17.7”. The contractor shall coordinate with the Government on any other requirements for the expanded IAE prior to initiating design.

2.2 TASK 2: The contractor shall manufacture the expanded IAE according to the design developed under this effort. The contractor shall follow manufacturing best practices when performing the build and assembly of the expanded IAE.

2.3 TASK 3: The contractor shall perform test and evaluation of the expanded IAE to verify performance specifications. Test and evaluation shall include, but not be limited to, supported frequency range, test article geometric constraints, environmental isolation, mechanical operation, and enclosure input/output. The contractor shall submit a test and evaluation summary report describing all technical accomplishments of the effort. (A001)

2.4 TASK 4: The contractor shall perform system-level testing of the expanded IAE to verify compatibility with the current ADEC system. Testing shall include, but not be limited to, signature measurements and comparison against performance of the baseline IAE. The contractor shall submit a test and evaluation summary report describing all technical accomplishments of the effort. (A001)

2.5 TASK 5: The contractor shall deliver one (1) expanded IAE to DMEA. The contractor shall assist DMEA with the set-up and testing of the expanded IAE at the DMEA site.

2.6 TASK 6: The contractor shall perform program management throughout the period of performance to ensure the achievement of requirements and technical objectives within schedule and budgetary constraints.

3.0 PERIOD OF PERFORMANCE: The period of performance of this effort will be six (6) months.

4.0 DELIVERABLES:

4.1 REPORTING: The contractor shall provide bimonthly reports that cover technical, programmatic, and financial accomplishments and other relevant details of this effort. Reports shall be provided in contractor format in electronic form. The contractor shall submit a detailed final report describing all technical accomplishments of the effort.

4.2 BRIEFINGS AND ADDITIONAL REPORTS: Pending the availability of funding, the contractor shall provide briefings, test plans, and reports when requested by the Government on technical and programmatic progress.

Briefings shall be provided in contractor format in electronic form.

4.3 HARDWARE DELIEVERABLES: The contractor shall deliver one (1) expanded IAE to the Government. The contractor shall deliver peripheral cables required to connect the expanded IAE to the ADEC system for standard testing.

5.0 OTHER REQUIREMENTS:

5.1 TRAVEL: Travel is authorized for the execution of the requirements of this contract by the contractor as appropriate.

5.2 SECURITY: All data acquired under this effort is to be treated as proprietary, and is not to be disseminated to any entity without authorization from DMEA.

5.3 GOVERNMENT FURNISHED EQUIPMENT (GFE): The contractor will not require GFE under this effort.

5.4 GOVERNMENT FURNISHED INFORMATION (GFI): The contractor will not require GFI under this effort.

The Government is expected to participate in coordination of requirements for the hardware and software to be delivered under this effort. If the Government does not provide information in these cases the contractor shall make a best effort to use other available information.
