STATEMENT OF WORK
PROJECT NUMBER: EPOXYQFL
PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. #1080, #1082 & #1083, Beltsville, Maryland 20705 DESCRIPTION OF WORK: To supply and install Epoxy Flooring System at Bldgs. #1080, 1082, and 1083 with these optional Bldgs. #1182, #1194, #1207, #1381, #1382, #1383, and rooms #101 and #102 in Bldg. #229.
In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Branch Office, Building 426A, BARC-East, Beltsville, Maryland Facilities Services Unit. VEHICLE PERMITS AND IDENTIFICATION BADGES SHALL BE RETURNED TO
THE GOVERNMENT PRIOR TO THE FINAL PAYMENT BEING ISSUED.
NOTE: THE CONTRACTOR SHALL NOTIFY THE CONTRACT OFFICER

AT LEAST 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START.
All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, 2021 Federal Government Uniform Facilities Guide Specifications (UFGS) with Disabilities Act, local and State traffic codes, Maryland Highway Specifications, Maryland Department of Environment, Maryland Department of the Environment Regulations concerning the Clean Water Act and the Environmental Protection Agency regulations. In the event of a conflict, the most stringent regulation shall prevail.
Scope of Work:
The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to supply and install Epoxy Flooring System at Bldgs. #1080, 1082, and 1083 with these optional Bldgs. #1182, #1194, #1207, #1381, #1382, #1383, and rooms #101 and #102 in Bldg.
#229. A construction project schedule shall be provided by the contractor prior to work start up.
The following work shall be performed:
A. Mobilization
Mobilize all necessary personnel, specialized tools and equipment, shoring, soil stabilization approved materials, dumpsters, safety items, etc., to commence work after notice to proceed and approval of submittals from the COR.
Dumpster locations shall be coordinated with the COR as well as the final approval of that location.
Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with Using Activity through the COR for the construction schedule 10 business days after issuance of the Notice to Proceed and prior to beginning construction.
Hours of service shall be Monday – Friday between 7:30 a.m. – 4:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.
Contractor shall request, through the COR, an outage to any utility a minimum of 2 days in advance. See general requirements and government special conditions.
B. Demolition/Surface Preparation: Base Requirements for B1080, B1082 and B1083
The contractor shall protect areas that are not to be disturbed or not within the area of work from dust, debris, and possible damage.
In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain Asbestos and Lead materials. The contractor(s) is/are warned not to disturb any asbestos or Lead materials during the performance of this work. Should the contractor encounter any material that in their judgment may contain Asbestos or Lead, they must stop work immediately and notify the contracting officer (CO) and (COR) within 24 hours.
The Prime Contractor shall for New or Exposed Concrete Slabs: Prepare concrete to “open” surface pores by means of vacuum-blasting, removing contaminants and bond breaking substances, including but not limited to dust, latencies, curing compounds, coatings, sealers, oil, and grease. In circumstances approved by the manufacturer, mechanical abrasion by means such as terrazzo grinding will be acceptable. Oil and grease not removed by vacuum-blasting shall be chemically removed. Mechanically remove delaminated or deteriorated concrete by scabbing or chipping hammers. Areas to be patched shall be saw cut to minimum 1/2” depth at perimeters and keyed to existing concrete. (For thorough instructions regarding preparation of concrete and non-concrete substrate, consult STI “Instruction for Surface Preparations.”)
The Prime Contractor for Renovation Projects Where an Original Resinous Floor Remains:
Assure that the existing floor is bound tightly to the substrate by performing preliminary “pull tests.” Assure that the existing floor and substrate are dry and exhibit no signs of previous moisture problems. Remove loose and deteriorating flooring to expose sound substrate and patch back to original elevation prior to prep of the remaining surface. Thoroughly prepare the remaining floor using terrazzo grinding or another prep procedure approved by the manufacturer.
The contractor shall remove and dispose of Government property, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfills.
The contractor shall control the dust from entering the adjacent building workspaces, remove and discard all debris off site at an approved land fill. The contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.

C. Installation Base Requirement: For B1080, B1082 and B1083 supply and install Epoxy
Flooring System
Manufacturer: The Sub Contractor shall obtain all manufacturer’s flooring materials required for this Requirement from a sole source.
The Sub Contractor: Shall have a minimum of 5 years’ experience in the installation of seamless flooring and be approved in writing by the specified manufacturer.
Floor Thickness Verification: At the EPM/COR direction and under his supervision the Prime Contractor shall take 3 random cores at Bldg. #1081, through system to substrate, prior to applying final seal coat, to verify proper floor thickness. Repair cored areas to match surrounding surface prior to applying final seal coat. Remove and replace areas with less than specified thickness, in a manner that does not affect aesthetics or integrity of overall floor.
The contractor shall provide boom lifts, scaffolding, ladders, scaffolding systems, etc. that is required to facilitate a safe and productive working environment.
The Prime Contractor shall supply and have install by an experienced Seamless Epoxy Quartz Floor Installer, a LSP SeamTek Type 3, Life Specialty Coating Installer, Resinwerks Floor Coating System Installer, Dixon Superior Epoxy Flooring, or approved equal by the COR and applied at a minimum floor finish thickness of 3/16". System shall be sealed with Chemical Resistant Epoxy resin. System shall have a mild skid resistant texture. All epoxy resins shall be 100% solids for low odor and job-site safety during installation. Aggregate to be decorative ceramic coated quartz blends to be selected by the EPM/COR. System shall have the following properties:
Compressive Strength ASTM C-579 11,000 psi.
Tensile Strength ASTM C-307 2,400 psi.
Flexural Strength ASTM C-580 4,000 psi.
Flexural Modulus ASTM C-580 2.5 X 105.
Chemical Resistance Chart (The following is a generic listing of chemical resistance and cannot be counted on to be accurate for all commercial solutions. We recommend testing of the specific chemicals to verify resistance.)
E - Excellent (up to 7 days), G - Good (Up to 24 hours), SS - Splash and Spill with immediate removal or NR - Not recommended.
The prime Contractor shall apply new flooring components required for the system in accordance with the statements in System Overview above and handle materials per manufacturer’s installation instructions, including mixing and application. Terminate at edge of expansion joints, or as designated by Design Professional. Install a 4” integral cove base on walls unless otherwise indicated on drawings.
The prime Contractor shall cure resinous materials in compliance with manufacturer’s directions.
The Prime Contractor shall cleanup work area, removing all equipment, materials, and trash.
The Prime Contractor shall provide temporary protection from construction traffic and other trades prior to final acceptance by the owner.
The Prime Contractor shall make sure that the Integral Concrete Waterproofing (ICW) done as follows: In accordance with Job Site Conditions Section 1.08, A, 3) test all concrete slabs scheduled to receive seamless flooring using the Calcium Chloride test method (ASTM F 1869-
98) to determine if moisture vapor transmission rates are within limits acceptable to the manufacturer.
Installation Requirement: For Options #1 thru Option # supply and install Epoxy Flooring System:
Option #1: #1182 Option #2: #1194 Option #3: #1207 Option #4: #1381 Option #5: #1382 Option #6: #1383 Option #7: #229 Rooms #101 & #102

The contractor shall provide Color Samples to the EPM/COR for color select of the Quartz Epoxy Floor from a minimum of 12 different Epoxy Quartz color sample chips.
General:
A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations and disposed at approved landfills.
B. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.
D. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.
E. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts.
The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.
F. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day.
The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
G. Formal Meetings: Any meeting (deemed formal by the contractor, the COR, or the Contracting
Officer) will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date. Note to the contractor shall be at least 1 project update meeting once every 30 calendar days.
H. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.
I. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
J. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB.
Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
K. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update).
High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry.
Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.
L. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets
(SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
M. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Flame Permit form.
N. Scheduling: The total contract period shall be 190 calendar days from the point of contract award.
A period of 5 calendar days shall be allotted for the submittal, 15 calendar days for review and re-submit process. A period of 60 days shall be allotted for ordering materials. The work on-site shall be limited to one hundred ten (110) calendar days. The final inspection shall be scheduled a maximum of 185 calendar days from point of contract award, leaving 5 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval.
Please note that the shipping timeline is 60 days for material delivery time after approved submittals. The actual construction work period shall be 110 calendar days deducted from the 190 days minus 5 days to deliver submittals, fifteen 15 days for submittal review leaving 60 days for ordering and delivery of the materials.
O. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 15 calendar days from the point of contract award.
Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 2 hard copies of each material submittal.
P. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, or interruption in utilities.
Q. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.
R. Manufacturer Warranty: Shall warrant the pipe and fittings for a minimum of 1 year to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.
S. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacturer’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. WARRANTIES SHALL BE
TURNED OVER TO THE COR PRIOR TO FINAL INVOICING.
T. The contractor shall provide all deliverables to the COR as stated in the Submittal Registry (attached).
