About this file

This is a Request for Proposals (RFP) document issued by Renewable Water Resources (ReWa) in South Carolina for Construction Management at Risk (CMAR) services related to the South Enoree Wastewater Program. ReWa is soliciting comprehensive proposal packages for both preconstruction and construction phase services, seeking a CMAR contractor whose experience and personnel can deliver timely professional services for the program. The RFP establishes specific requirements for contractor qualifications, project management capabilities, and service delivery standards. Key dates and procedural elements include designated response and submission deadlines, site visit opportunities for prospective bidders to assess project conditions, and a bidders' conference to address questions and clarify requirements. The contract will encompass the full scope of construction management services from preconstruction planning through project completion, with defined term parameters and deliverable expectations outlined within the proposal framework.

The pricing structure requires CMAR contractors to submit detailed cost proposals including preconstruction services fees, construction management costs, and guaranteed maximum price (GMP) components. The RFP specifies evaluation criteria for proposal selection, with emphasis on contractor experience on similar wastewater infrastructure projects, key personnel qualifications, project management methodology, and cost competitiveness. Funding for the South Enoree Wastewater Program derives from ReWa's capital improvement budget and associated financing mechanisms. The solicitation may include specific set-asides or preferences for qualified contractors meeting defined criteria. Award decisions will be based on comprehensive evaluation of technical qualifications, past performance, and pricing, with contract execution anticipated following the selection and negotiation process with the selected CMAR firm.

1.0 Introduction

1.1 Public Notice

Renewable Water Resources (ReWa) is soliciting proposal packages for Construction Management at Risk Services (Preconstruction and Construction) for a South Enoree Wastewater Program (Program) from a Contractor (CMAR) whose combination of experience and personnel will provide timely professional services to ReWa.

The Request for Proposals (RFP) document, addenda, clarifications, and all other related information will be posted on ReWa’s PlanetBids portal. Each CMAR proposer is responsible for checking this website to obtain the latest information.

ReWa intends to enter into a preconstruction services contract with the selected Proposer pursuant to the information contained in this RFP. Following completion of preconstruction services, ReWa intends to enter into a construction services contract with the selected Proposer if mutual agreement is reached on one or more Guaranteed Maximum Price (GMP) proposals for the Project. This solicitation does not limit the project to a single GMP or a fixed scope of work. At the Owner’s sole discretion additional GMPs may be issued to incorporate additional, or modify the presented, work packages as the project progresses. These subsequent GMPs will be negotiated and integrated into the contract through formal amendments or modifications.

1.2 South Enoree Wastewater Program Objective

ReWa is a special purpose district created in 1925 in Greenville, South Carolina. Its mission is to enhance the community’s quality of life by transforming wastewater into renewable resources through responsible and innovative solutions. ReWa provides wastewater collection and treatment services to more than 150,000 customers in Greenville County and portions of Spartanburg, Laurens, Pickens, and Anderson Counties. ReWa owns and maintains 9 Water Resource Recovery Facilities (WRRF), over 400 miles of pipelines, 89 pump stations, and receives wastewater from multiple independent sewer collection entities.

The South Enoree Wastewater Program is a multi-phase effort to address immediate operational needs at the Durbin Creek WRRF, evaluate opportunities to increase treatment capacities using existing facilities, and determine a long-term wastewater service strategy for the South Enoree Basin.

The Program includes study, evaluation, piloting, design, permitting, and construction to support phased implementation based on ReWa decision-making, Board authorization, regulatory occurrence, and funding availability. This program will utilize the CMAR project delivery method through all phases.

1.3 Individual Project Descriptions

The Program includes 3 initial phases. Project details are as follows:

1. Durbin Creek WRRF Process Improvements.

The first phase of the Program is to restore capacity and enhance performance at Durbin

Renewable Water Resources 3

Creek WRRF without the need for major construction. The scope of this phase for the CMAR includes preconstruction and construction phase services for the following:

a. Automation of the existing step feed system

b. Rehab of the ferric chloride feed system, including new storage tank and new dosing pump skids

c. Improvements to the Primary Sludge Pump Station to include HVAC replacement, primary sludge grinder replacement, architectural improvements, and other miscellaneous improvements

d. Replacement of the TWAS Blend Tank platform

e. Lower Equalization Basin concrete repairs

f. Final Clarifier drain valve replacement

g. Replacement of pneumatic valve actuators with electric actuators for all filter valves

Preconstruction phase services are described in AIA A133 and include, but are not limited to consultations throughout detailed design, project schedule updates, phased construction strategies, cost estimates, procurement, constructability and operational considerations, value engineering, an open-book Guaranteed Maximum Price (GMP) Proposal, and GMP negotiations.

Upon the Owner’s acceptance of the Construction Manager’s GMP proposal, the Construction Manager will proceed with construction of the improvements outlined above.

2. Durbin Creek WRRF Process Optimization Upgrade.

The second phase of the Program focuses on maximizing existing infrastructure and site constraints to provide additional capacity to the Durbin Creek WRRF. This includes an alternatives analysis, pilot selection, pilot operation, updating the alternatives analysis, and issuing a Preliminary Engineering Report (PER) to SCDES. Technologies being considered include, densification, primary filters, CREW Carbon, membrane aerated biofilm reactor (MABR), and Mobile Organic Biofilm.

The scope of this phase for the CMAR includes preconstruction phase services throughout conceptual design described in AIA A133 including, but not limited to, consultations throughout the alternatives evaluation, project schedule updates, phased construction strategies, cost estimates, GMP development and negotiations based on conceptual design, procurement, and value engineering.
