About this file
This sources sought notice requests capability statements from small businesses for a design-build project involving fish passage modifications at two diversion dams on the Rio Grande River in New Mexico. The Bureau of Reclamation seeks to implement fish passage at the San Acacia Diversion Dam and Isleta Diversion Dam to facilitate movement of the endangered Rio Grande Silvery Minnow and reconnect fragmented habitat. Interested small businesses should submit capability statements by February 14th, 2022 demonstrating relevant experience designing and constructing similar water infrastructure projects valued between $14 to $16 million. Capability statements should include business information, descriptions of up to three related past projects completed within the last three years, and documentation of equipment and resources to perform the work.

San Acacia Diversion Dam and Isleta Diversion Dam Fish Passage
Modifications
The Bureau of Reclamation, Upper Colorado Region, has a requirement for a Design-Build project for improvements on the San Acacia Diversion Dam and Isleta Diversion Dam. The work to be performed is described below. Based upon responses to this announcement, the
Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is
237990 Other Heavy and Civil Engineering Construction and the related small business size standard is $39.5 million. Product Service Code (PSC) is Y1PZ Construction of Other Non-
Building Facilities. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
Background
The Bureau of Reclamation was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. The Bureau now spans 17 western states, divided into 5 regions. Within the Upper Colorado Region, the Albuquerque Area Office
(AAO) is one of the largest in Reclamation, reaching from the Alamosa area of southern
Colorado through most of New Mexico and into west Texas. The AAO manages water delivery on the Rio Grande, Rio Chama, Pecos and Canadian rivers.
This proposed contract action is undertaken within the authority of Reclamation’s Middle Rio
Grande (MRG) Project, which was authorized by Congress to improve and stabilize the economy of the Middle Rio Grande Valley by rehabilitation of the Middle Rio Grande Conservancy
District facilities and by controlling sedimentation and flooding in the Rio Grande.
The Bureau of Reclamation seeks contractor services to provide Design-Build services at two separate sites, San Acacia and Isleta diversion dams. When the diversion dams are being operated to divert river water for irrigation purposes, the gates are fully closed or perhaps partially closed during higher water flows. In this operational condition, the dam is ‘checked’.
During such checked conditions, the diversion dams are a block-point to volitional movement for the species of concern, the Rio Grande Silvery Minnow. When gates are open, there is a potential for fish to move up and downstream. However, the potential is limited for upstream movement due to the relatively poor swimming capability of the small-bodied minnow. Whether mailto:mmaestas@usbr.gov volitional or not, fish movement downstream is possible when there is water flowing through the spillway gates.
SAN ACACIA DIVERSION DAM
Reclamation intends to implement fish passage at the San Acacia Diversion Dam (SADD) to facilitate upstream movement of the federally endangered Rio Grande Silvery Minnow (RGSM or minnow) and reconnect habitat that is currently fragmented by the diversion dam. The SADD is located within Socorro County, New Mexico on the reach of the Rio Grande between the communities of Belen and Socorro, about 16 miles north of Socorro.
ISLETA DIVERSION DAM
At the Isleta Diversion Dam (IDD), Reclamation intends to implement fish passage to allow upstream movement of the RGSM and restore river connectivity as well as to implement sediment management improvements for the sluiceway on the east side of the dam. The IDD is located on the Rio Grande within Pueblo of Isleta lands, about four miles south of Albuquerque.
Objective
The project is to be designed and constructed in three phases for each location, using the progressive design-build delivery method. In this contract, progressive design-build refers to the express intent to manage the project as a partnership between Reclamation and the Contractor, with informed input from stakeholders, and to implement the project in a manner that provides for maximum Contractor discretion to perform discrete elements of the project as resources and scheduling indicate most efficient to the Contractor meeting the overall project goals. Therefore, the entire project is not expected to be designed in full prior to initiation of construction. Rather, the Contractor is encouraged to seek opportunities to move forward on aspects of the work scope wherever it makes best use of Contractor resources or provides scheduling or cost efficiencies.
• Design Phase: Collect design data and investigations as needed, prepare designs for all required project infrastructure targeted to the stipulated construction budget, and develop a final price proposal, targeted to the project budget, in consultation with Reclamation and Project stakeholders to complete designs, specifications and construct the two tasks
(SADD and IDD improvements)
• Construction Phase: Complete construction tasks, including dam modifications and fishway construction, acceptance testing and performance testing.
• Post-Construction Phase: Complete demonstration testing, operator training and technical support for the initial 6 months of project operations.
Reclamation’s objectives for delivery of the project are described as follow:
• Successful Implementation: In proceeding with a design-build procurement, Reclamation is committed to working in close collaboration with the Designer-Builder during the design phase to develop the project design to best achieve project objectives within available project budget.
• Quality: The project shall provide a fishway at each project location that meets the specified design criteria to provide facilities that meet the physical criteria for the RGSM performance and capabilities..
• Life-Cycle Cost: The total estimated budget for design, construction and post-construction activities covered under this contract is expected to range between $14 and $16 million.
Reclamation’s objectives include minimizing life-cycle costs.
• Schedule: Achieve the scheduled completion date of March 2025 for substantial completion of construction, with commissioning and performance testing to conclude within 6 months.
• Risk: Achieve an optimal balance of risk allocation between Reclamation and the
Designer-Builder.
• Safety: Implement an effective safety program incorporating best industry practices that meets or exceeds all relevant Occupational Safety and Health Administration (OSHA) and
Reclamation health and safety standards.
All responsible Small Business Sources may submit a Capabilities Statement to include experiences and expertise, examples of similar projects that reflect the requirement, type of work complexity and value which shall be reviewed by the agency.
Interested Small Business Sources should include the following information in their response:
(a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) Evidence of your experience performing similar and relevant to the type and scope of work in this announcement within the last three years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (c) Include attachments cataloging the company’s equipment assets (as necessary), resources that demonstrate company responsibility and capability to perform required work.
Submit an electronic Capabilities Statement to mmaestas@usbr.gov by February 14, 2022 at
5:00 PM MT (Mountain Time). Prospective Contractors must be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR
4.1102. Prospective contractors must be registered prior to any prospective award. Lack of registration in the SAM database will make an offeror ineligible for prospective award.
