MARKET RESEARCH QUESTIONNAIRE

Building and Facilities Section (B&F) FCI Loretto Replace Fire Alarm

The Federal Bureau of Prisons (FBOP) is conducting market research in accordance with Federal Acquisition Regulation, Part 10. The FBOP anticipates a single solicitation will be issued to (Replace Fire Alarm). The FBOP, Federal Correctional Institution Loretto (FCI Loretto) located at 772 Saint Joseph Street in Loretto Pennsylvania, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to complete the Replace Fire Alarm System at FCI Loretto.

This market research questionnaire is for information purposes only. The statement of work will provide detailed information for the requirement. The project has a performance period of 280 calendar days. The described requirement and specifications are subject to change.

A summary of the requirements is as follows: The contractor shall be responsible for removing and replacing approximately eighteen (18) existing fire alarm panels, one hundred fifty (150) manual pull stations, eight hundred seventy-five (875) smoke detectors, twenty (25) duct smoke detectors, two hundred thirty (230) heat detectors, one hundred eight (108) remote test switch/indicator for duct detectors, one hundred (100) horn/strobes, thirty (30) water flow switches, thirty (30) tamper switches, two hundred ten

(210) monitoring modules, twenty five (25) control modules. All newly installed fire alarm panels and related components and systems, upon completion of installation, shall be tested by the contractor to demonstrate system functionality. All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specification of the equal product to be analyzed and a technical determination issued with acceptance/non-acceptance. The government retains the right to determine technical acceptance for all submitted equal products. For security and safety purposes, at no time shall more than one fire alarm system be non-operational at a time without the authorization of the Contracting Officer's Representative (COR).

All related components shall be replaced to create a fully functional alarm system in each installation, and as a whole system. All existing fire alarm panel's report error conditions to the main panel in the Control Center. It is the contractor's responsibility to ensure each new alarm panel will continue to communicate with the main panel in the Control Center.

The contractor shall determine the existing wiring can be utilized and meet or exceed per NFPA 70 2023, National Electrical Code, NFPA 72 2022, National Fire Alarm and Signaling Code. The contractor shall also inspect all splices and junctions in the existing system. Should faulty wiring be located contractor will inform in the COR. The contractor to ensure all connections are labeled. It shall be the Contractors responsibility to obtain all measurements and manufactures installation recommendations.

The FBOP will occupy the site during the entire construction period. Contractor shall perform the work to not interfere with the FBOP's operations as minimal as possible. After major construction activities have been completed, the contractor shall provide a set of AutoCAD as-built drawings to the Contracting Officer's Representative (COR). Drawings will be in DWG format.

A few notes regarding all FBOP requirements:

1. The resulting solicitation will be distributed solely through the General Services Administration System for Award Management (SAM) website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.

2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated.

Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
