The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Upgrade Programmable Logic Controller (PLC) SYSTEM. The Federal Bureau of Prisons (FBOP), Federal Correctional Institution Cumberland (FCI) Cumberland located at 14601 Burbridge Rd. SE, in Cumberland, Maryland 21502 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, software, licenses and incidentals to Upgrade the Programmable Logic Controller (PLC) System utilizing touch screen technology. The contractor is responsible for programming the PLC system replacement/upgrade.
It is also the contractor’s responsibility to obtain permitting, should it be required. The project will take place at both the (FCI) and the Federal Prison Camp (FPC). All manufacturers’ recommendations will be required to be implemented. All equipment specified must be brand name or an equal product.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows:
1. PROGRAMMABLE LOGIC CONTROLLER (PLC) SYSTEM REPLACEMENT
Contractor shall provide and upgrade/install a new PLC system, Redundant head‐end, including two
(2) new touch screen controllers that are redundant inside the Control Center, having all new state‐of‐ the‐art hardware to include interface boards wired to the PLC and software attributes that is compatible with, or adaptable to FCI/FPC Cumberland’s existing systems. The existing systems include security monitoring, alarm management, intercom, nurse call, inmate duress, public address, inmate telephone control, fire alarm annunciation, door/gate controls, motion sensors, and any other systems controlled/monitored by existing equipment. Contractor will also remove and replace with new CompactLogix or proper networked I/O Modules, or approved equivalent, in all satellite buildings that have PLC hardware.
Contractor shall also include a new circuit board back planes, primary and redundant CPUs, network switches, power supplies, input/output (I/O) modules, and Ethernet/Single Mode Fiber Communication Modules where applicable. The network wiring shall be upgraded to a minimum of Cat 6 if not already done so. Spare CPUs, network switches, power supplies, input/output (I/O) modules, and Ethernet Communication Modules where applicable shall be provided by the contractor.
The contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing the tasks outlined in this Statement of Work if they don’t impede or violate any Local, State, or Federal regulatory policies and/or laws and are carried out in a way to best minimize institution operational disruption. An agreed upon “Plan of Action” (POA) outlining the task steps required to complete the work, and contingencies that would be implemented in the event of a work stoppage due to contractor short falls or errors, shall be provided by the contractor to the institution’s Contracting Officer Representative (COR) prior to start of work.
The COR shall monitor and review contractor performance to ensure contract compliance. The contractor’s performance will be evaluated in accordance with FAR Part 42.
Contractor shall provide two (2) complete PLC systems including hardware, software, and programming. Provided hardware shall be from a manufacturer that will maintain parts availability for all system components for the selected system for a minimum of ten (10) years past system installation acceptance date. Provided software shall provide manufacturer’s supported updates that will maintain the system security, operation, and efficiency. Software and programming shall be supported with 24‐ hour Technical Support phone service and in‐person, on‐site technical support within 72 hours if an issue cannot be resolved over the phone for the life of the system. Contractor shall provide a 5-year warranty.
2. OPERATIONAL SPECIFICATONS‐ HARDWARE REPLACEMENT LOCATIONS AND NEW
PLC SPECIFICATIONS
COMMUNICATIONS SHOP
Awarded contractor shall disconnect and replace the existing SoftPLC system and the Allen Bradley PLC5 Redundant system, including any associated power supplies and peripheral hardware with the latest redundant Allen Bradley ControlLogix PLC and any associated power supplies and peripheral hardware, or approved equal, utilizing a PLC5 to ControlLogix Migration kit to minimize field wiring, programming changes, and down time. The contractor will provide all networking equipment necessary to utilize the single mode fiber optic network. This PLC system must be compatible with all existing connected systems and conform to all currently used specifications.
SATELITE BUILDINGS
Replace all existing Allen Bradley SLC5/03’s, any associated power supplies, and peripheral hardware located in buildings: 2B, 3A, 3B, 3C, 3D with the latest version of Allen Bradley CompactLogix, or approved equal, utilizing a SLC5 to CompactLogix Migration kit to minimize field wiring, programming changes, and down time. This shall include any associated peripheral hardware and power supplies. All networking equipment will be provided by the contractor to utilize the single mode fiber optic network as a means of communication. Replace all existing Allen Bradley 1791‐16BC PLC I/O modules and any associated power supplies and peripheral hardware with new applicable IP/Ethernet based Allen Bradley, or approved equal, PLC I/O modules, processors, and equipment as necessary. All networking equipment will be provided by the contractor to utilize the single mode fiber optic network as a means of communication. The Allen Bradley 1791‐16BC modules are in buildings 2E, 4, and 8A. The contractor will replace all existing Allen Bradley 1791‐ 8BC PLC I/O modules and any associated peripheral hardware with new applicable Allen Bradley, or approved equal, PLC I/O modules, processors, and equipment as necessary. All networking equipment will be provided by the contractor to utilize the single mode fiber optic network as a means of communication. The 1791‐8BC modules are located in buildings 2G, 5, 7A, and 7B.
CONTROL CENTER
Contractor shall replace panel push‐button actuators, surface mount console panels, with two (2) new touchscreen controllers that are redundant in the Control Center, having all new state‐of‐the‐art hardware to include interface boards wired to the PLC and software attributes that are compatible with, adaptable to and/or capable of supporting access doors, intercoms, intercom‐based cameras (if applicable), fire alarm annunciation, public address, nurse call, inmate duress, inmate phone control, motion sensor monitoring, and any other systems controlled or monitored by existing PLC equipment. New PLC interfacing touch screen monitors shall be adapted to affix to existing or new Control Center console workstations. In the event a new workstation is to be installed the existing console workstation shall be, where applicable, gutted of all old I/O modules, peripheral hardware, wiring, unnecessary mounting brackets, and replaced at a new location to facilitate the install of the new PLC touchscreen system as necessary without disabling current door controls. The Radio control, SSA, Perimeter Fence, and Camera system equipment shall be relocated to new console as well, if applicable. The existing console workstation shall be removed after the new console/s have been installed and the other equipment has been moved. The maximum height of the new console shall not exceed 40 inches, if applicable. Current surface slopes shall be evaluated, and if required, changed to increased surface angles to best optimize touchscreen user interface. The new PLC system shall be outfitted with enough touchscreen panel monitors within the institution’s Control Center to fully support system redundancy enabling uninterrupted PLC interface in the event of a touchscreen malfunction and/or complete monitor failure. A spare Field ready touchscreen monitor shall also be provided as an “on‐the‐shelf” backup replacement/spare.
PLC DOOR ACTUATOR COMPONENTS
Contractor will inspect and test all existing door circuit relays, door position sensors, and wiring associated with all doors having interlock functions controlled by the PLC. Contractor will be responsible to make sure all doors function correctly as they do currently.
DOOR AND WINDOW INTERCOM COMOPONENTS
Contractor will inspect and test all existing Intercom equipment to ensure proper function. Any intercoms found to be not working properly the contractor will repair to proper working condition.
The same shall be true in the event Option 1 of this document is exercised.
PUBLIC ADDRESS
Contractor will inspect and test all existing Public Address equipment to ensure proper function.
Any areas that are found to be not working properly the contractor will repair to proper working condition. The same shall be true in the event Option 2 of this document is exercised.
INMATE DURESS SYSTEM
Contractor will inspect and test all existing inmate duress equipment to ensure proper function.
Contractor will be responsible to make sure all components function correctly as they do currently.
The same shall be true in the event Option 3 of this document is exercised.
MOTION SENSORS
Contractor will inspect and test all existing motion sensors to ensure proper function. Contractor will be responsible to make sure all components function correctly as they do currently. The same will be true in the event Option 5 of this document is exercised.
NURSE CALL
Contractor will inspect and test all existing Nurse Call equipment to ensure proper function. Any Nurse call equipment found to be not working the contractor will repair to proper working condition, as it does currently. The same shall be true in the event Option 4 of this document is exercised.
FIRE ALARM ANNUNCIATION
Contractor will inspect and test all existing fire alarm equipment utilized for annunciation via the PLC to ensure proper function. Contractor will be responsible to make sure all components function correctly as they do currently.
UPS ALARMS AND TROUBLES
Contractor will connect if possible existing UPS’s in comm shop and satellite buildings to PLC to annunciate alarms and troubles in the manner the current PLC is to provide. Once completed contractor will inspect and test to ensure proper function. If current UPS in a location is not capable contractor will provide instruction on connection of new UPS once purchased by BOP.
PRIMARY PLC COMM SHOP TO SATELLITE BUILDING CONNECTIONS
The PLC system shall utilize existing single mode fiber network to communicate between satellite buildings and the communications shop. Contractor will supply and install all needed hardware and equipment to facilitate this in areas that are not currently using this network. Any new wire raceways required to be installed to support the new PLC system shall utilize existing Electrical Metal Tubing (EMT) conduit runs when possible. Any new EMT conduit runs that may be required to support the new PLC system shall be installed by the contractor per applicable building codes.
Contractor shall be responsible for making all PLC system wire terminations. Any Ethernet cable installations that may be required shall be a minimum of Cat 6 to be provided by the contractor.
INFORMATION MANAGEMENT COMPUTER AND HISTORICAL LOGGING
Contractor shall supply a server computer with KVM capable of running proper PLC logic programming i.e.: Studio 5000, RSU studio (HMI Interface), and all other software required to interface with the PLC system. The same server shall also include software capable of logging historical data from the PLC i.e.: Historian. The events stored on the Information Management Computer shall include the time, date, and event description. The time shall define hours, minutes, and seconds. The date shall define day, month, and year. The event description shall define the location of the event.
