About this file

This Sources Sought document is for a High-Altitude Electromagnetic Pulse (HEMP) Shelter requirement at MacDill Air Force Base. The solicitation seeks capabilities for constructing two primary shelters: a 35' x 15' x 10' Mission Shelter and a 22' x 15' x 10' Power Shelter, along with a 5' x 12" HEMP Conduit Bellows for interconnecting power and communications. The shelters must meet MIL-STD-188-125-1A specifications, including HEMP shielding effectiveness, multiple security layers, specialized doors, internal infrastructure, and robust environmental protections.

The government is conducting market research to determine potential vendors' capabilities, with the requirement set aside for small businesses under NAICS code 332311 (750 employee size standard). Interested firms must submit a capabilities package detailing company size, business status, teaming arrangements, and similar service experiences. Responses are due by 13 May 2025 at 1:00 PM EST and should be electronically submitted to specified email addresses. The solicitation emphasizes comprehensive testing requirements, including shielding effectiveness testing, pulsed current injection testing, and system functionality demonstrations, with additional maintenance and installation services expected from the selected vendor.
