Requirement –Blanket Purchase Agreement for Integrated Technical Advisory Consultant Services for Fast Track Compact Life Cycle

THIS IS A REQUEST FOR INFORMATION ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research. This is NOT a solicitation or pre-solicitation, and this notice does not guarantee that a solicitation will be released in the future or as an obligation on the part of the MCC. Currently, no solicitation exists.

The Millennium Challenge Corporation (MCC) is testing new approaches to substantially shorten its compact development process, for a subset of countries – and seeks multidisciplinary technical advisor to provide integrated design and assistance for its full Compact investment cycle – from development to implementation and close-out. In this contractor or consortium, we are looking for an active thought partner to work with us – and our country counterparts – to design a compact on a timeline of 24 months. The selected contractor or consortium must be able to mobilize a fully integrated and dedicated team capable of addressing the full range of issues and activities that face need to support MCC during a Compact.

Firms should provide a capability statement that demonstrates their capacity to perform the statement of work, ability to obtain personnel and describe demonstrated experience. Specifically, MCC has the following questions:

· What are the principal challenges that you might envision with regards to your staffing process given that the sectors may be uncertain at the time the Call Order is issued? How long will it take to mobilize the main team (team leader, economist, gender expert, environment and social performance specialist) and how long to mobilize the remainder of the integrated team?

· What challenges do you see if a second country is selected (in Dec 2023) with respect to rapidly identifying local and regional partners?

· What challenges do you see with respect to using Agile-like project management?

· What challenges do see with designing implementation strategies that are scalable and modular but at a typical Compact scale (US$350M)?

Firms should submit a capability statement for this requirement, not to exceed 20 single-sided pages presented in single-space and using a 12-point font size. The submission must include a point of contact, UEI number, GSA Schedule number (if applicable), if the firm is a public international organization, non-profit, small, or large business. Please also indicate if your business has an active SAM account on www.sam.gov. Firms may submit questions or comments regarding the statement of work with their submission not included in the 20-page limit.

All Capability Statements, questions or comments to the Statement of Work in response to this Sources Sought Notice must be submitted electronically to Howard Girvin girvinh@mcc.gov and Terri Tutt Daniel tuttt@mcc.gov in MS Word, or Adobe Portable Document Format (PDF), by Noon Eastern Daylight Time, Friday, March 31, 2023.

MCC will host a Virtual pre-bid conference on Thursday April 13, 2023, at 11:00am Eastern Daylight Time. To register for the pre-bid conference email Howard Girvin girvinh@mcc.gov and Terri Tutt Daniel tuttt@mcc.gov no later than Friday, April 7, 2023.
