Army Contracting Center-Rock Island Sources Sought Notice 2

W9098S19M915A5DA

PREFACE:

This is a United States Army Sources Sought Notice for the production of Door Assist System (DAS) for the M915A5 Protection Kit.

OBJECTIVES:

The Army Contracting Command – Rock Island (ACC-RI), Rock Island, IL, in support of the Joint Manufacturing and Technology Center (JMTC), is conducting a Sources Sought Notice to determine if there are companies interested and able to produce and deliver a DAS for the M915A5 Protection Kit.

INTENT:

The United States Government (USG) is pursuing the potential procurement of a DAS manufactured in varying volumes over several years. The manufacturing of the DAS will include cutting, drilling, and finishing of armor plate, welding, procurement of commercial components, subsystem assembly, painting, ballistic and weld coupon certifications, quality verifications, a physical configuration audit, and packaging.

DESCRIPTION:

The M915A5 DAS is a component of the M915A5 Protection Kit, which is a series of panels and brackets made of ballistic armor that attaches to the Heavy Equipment Transportation system (HETT) vehicle to provide protection for soldiers operating the equipment. The HETT is a military logistics vehicle used to transport, deploy, and evacuate tanks, armored personnel carriers, self-propelled artillery, armored bulldozers and other heavy vehicles. The door armor of the Protection Kit is 2.25” x 53” x 37” and is approximately 600 lbs for each door. The DAS is a component that provides the vehicle operator with the ability to open and close large and heavy passenger and driver truck doors. There is one DAS per door and two doors per truck.

The DAS must possess specific features such as, for example, the ability of the door to operate when the vehicle power system is inoperable, an ingress lockout that can prevent ingress by unwanted personnel, and an emergency egress feature. The MARKET SURVEY QUESTIONNAIRE that follows on page 3, Section 3. DAS Technical Capabilities, items (a) thru (m) includes a list of the specific performance features and functions the DAS must exhibit.

TESTING AND DELIVERY REQUIREMENTS OF THE CONTRACTOR:

Any interested contractors would be required to perform the following testing, at their own expense, and to meet the delivery requirements indicated below.

Current Requirement:

USG has a current requirement for a quantity of 243 DAS to be delivered no later than November 2020. There currently exists no additional requirements for the DAS, however, it is possible that requirements may materialize in the future.

In addition to the testing listed above, test asset costs to include three HETT vehicles and three sets of armor, are estimated to be $1M.
