About this file

This requirements document solicits a solid-state mode-locked laser meeting specific technical requirements for use in precision molecular spectroscopy by the National Institute of Standards and Technology (NIST). The laser must operate at a repetition rate between 0.999 and 1.001 GHz, with pulse timing jitter less than 20 fs, center wavelength between 1545-1565nm, bandwidth over 10nm, and average output power over 30mW. Additional requirements include fiber coupling, monitor ports, low residual intensity noise, piezo transducers for repetition rate control, and manufacturer test reports. Delivery within 16 weeks is required to NIST Building 301, with inspection and acceptance to occur within 21 business days of receipt. The warranty must cover repairs for a minimum of one year following acceptance. Payment terms are net 30 days after acceptance of an invoice submitted upon delivery.

NIST Requirements Document One (1) 1-GHz Solid-State Mode-Locked Laser

I. Background The Optical Measurements Group (OMG) in the Material Measurement Laboratory’s (MML) Chemical Science Division (CSD) at the National Institute of Standards and Technology (NIST) requires a solid-state mode-locked laser with a repetition rate of 1 GHz for use in the Isotopic Composition and Precision Molecular Spectroscopy project, established for the purpose of linking spectroscopy measurements of isotopic composition for greenhouse gases and other constituents of planetary atmospheres to the international system of units (SI) through benchmarked quantum chemistry calculations of transition intensities.

II. Scope One (1) 1-GHz solid-state mode-locked laser to perform precision molecular spectroscopy on gas-phase samples in the short-wave infrared.

III. Minimum Requirements All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. The solid-state mode-locked laser shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide a One (1) 1-GHz Solid-State Mode-Locked Laser that meets the following minimum requirements:

1. Repetition rate shall be in the range greater than 0.999 GHz and less than 1.001 GHz.

2. Pulse timing jitter shall be less than or equal to 20 fs from 10 kHz to 10 MHz.

3. Optical output shall be centered within the wavelength range greater than 1545 nm and less than

1565 nm, with best effort given to a center wavelength near 1545 nm.

4. Optical bandwidth shall be greater than or equal to 10 nm.

5. Optical output shall be fiber coupled to PM fiber with FC/APC connectors.

6. Average output power shall be greater than or equal to 30 mW.

7. Optical monitor port included.

8. Laser residual intensity noise (RIN) shall be less than or equal to 0.01 % from 100 Hz to 10 MHz.

9. Piezoelectric transducer (PZT) actuators included for fast (bandwidth greater than 20 kHz) and slow

(bandwidth less than 10 Hz) locking of the repetition rate, respectively.

10. Control electronics for normal operation.

11. Low-noise power supply compatible with standard U.S. line voltage.

12. Manufacturer’s test report.

IV. Delivery Delivery shall be FOB Destination and shall occur not later than (NLT) 16 weeks ARO.

FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the task order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the task order; and pay all charges to the specified point of delivery. The Contractor shall deliver all line items to:

National Institute of Standards and Technology Bldg. 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899-1640

V. Inspection and Acceptance A visual inspection will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that the solid-state mode-locked laser was damaged during transport to NIST.

The Government will visually inspect, confirm the laser is fully functional IAW the OEM test report furnished with the device, and accept within 21 business days of receipt.

The Government at any time prior to acceptance shall reject the solid-state mode-locked laser due to defects and/or nonconformance with the OEM test report.

The Government shall have sole discretion to require repair or replacement of a damaged and/or nonconforming device at no cost to the Government.

VI. Warranty In addition to the warranty terms articulated in FAR 52.212-4(o), the Contractor shall warrant the solid-state mode-locked laser diode and hardware for a period of a minimum of one (1) year. The warranty shall cover, at a minimum, all repair costs during this period, including diagnosis, labor, and parts. Repairs may be performed at the Contractor’s location. The warranty period shall not commence until performance testing has successfully concluded and final acceptance by the Government has occurred.

VII. Payment Partial payments are not authorized. Advanced payment is not authorized. The Contractor shall invoice in one lump sum. Pending receipt and acceptance of a proper invoice, the Contractor will be paid in accordance with net 30-day payment terms.

Payment will only be authorized after the Government has confirmed the laser is fully functional IAW the OEM furnished test report and final acceptance by the Government has occurred.
