Failure to fully address all information requested may cause the bid to be determined non-responsive.
1. Describe the firm’s and the proposed lead team member’s previous design and construction administration experience for projects similar in size and scope to this project.
Attachment 2-A: Offeror Information Questionnaire
Shive Hattery, formerly known as WSM Architects, Inc., is an award-winning architectural firm specializing in the planning and design of public and institutional facilities.
Most of our projects in Ariona are for government or public clients. We have a diverse architectural foundation within the public realm, designing for such communities as public works, military, law enforcement and public safety, fire department, maintenance, administration, education, and recreation. We understand the importance of the role our government facilities play in providing services in our communities.
Together with our consultant team, we continue to successfully support numerous on-call/as-needed contracts with the State of Arizona, Pima County, the City of Tucson, the City of Sierra Vista, the Federal Government, fire and school districts, and other agencies throughout the Southwest and Midwest. We are on the Arizona Mohave Purchasing Contract for public entities as a selected provider of architectural and engineering services. From our offices in Tucson and Phoenix, we have executed, or are currently undertaking, projects from Flagstaff to Rio Rico, Yuma to Sierra Vista, and locales beyond our state’s borders. Project types range from public works maintenance and storage facilities, 911 dispatch and operation centers, warehouses and logistics centers, and compressed natural gas fueling centers, to fire stations, crime lab and evidence storage facilities, offices and corporate headquarters, and a family health center.
We have found that the key to “on-call” contracts is the ability to respond quickly to the client’s needs and be flexible, since many of the projects may not fall into the typical building model. This requires out-of-the-box thinking and working closely with the team to provide the optimal solution. We have been providing these kinds of services for our on-call clients for the past 16 years;
for example, our firm has been on the City of Tucson’s on call contract since 2002.
Now entering our 27th year working in Arizona, with backgrounds in architecture spanning the last 40 years, we offer exceptional architects, designers, and planners, knowledgeable project managers, and an experienced technical staff. Our firm and those of the key consultants with whom we choose to team have a long and successful history of completing projects with the design complexity, multiple trades, and complex construction phasing identified in this solicitation.
We further understand that:
• The awarded contract will serve as the primary contract for future negotiated projects, assigned through separate
Task Orders that will include a more specific Scope of Service for the project, as well as a negotiated fee for the project, and a project schedule.
• The projects will pertain to new and existing buildings, some of which will be pursued in multiple phases; they are contingent upon available funding; and the anticipated start date of the proposed projects is early 2025.
• The proposed projects consist of warehouses, maintenance shops, and administration offices, for ADOA services in support of their mission to maintain roads and infrastructure throughout the state.
Shive-Hattery | 4AZ DOA | On-Call Architectural Services | Solicitation No. BPM006827
• The department will administer the contract and provide staff support through the D&C Unit, which will also offer general direction as necessary and be responsible for decisions pertaining to work under any resultant contract.
We understand our responsibilities to include:
• The review of the program and other information furnished by the Department and shall review laws, codes, and regulations applicable to the project.
• A minimum of ten years of experience in architectural design services for both new buildings and tenant improvements.
• The incorporation of engineering disciplines.
As an architectural firm dedicated to the support of public services, Shive Hattery will be able to excel at any objective proposed by ADOA under this contract.

(Method of Approach)
b. Describing your current workload and availability of designated team staff (including Sub-Consultants).
Indicate the relationship of the work in this RFQ to the firm’s other current projects.
Shive-Hattery has a nation-wide market-based organization that allows staff across offices to support others in the sector, as workload demands. The Public Buildings Sector and the Commercial Sector can dedicate experienced staff members to any ADOA project under this On-Call Contract, while managing the project locally and providing a personal connection.
We, with our team of subconsultants and the additional resources available through the two market sectors, feel confident that we will be able to more than satisfy any workload requirements. We are prepared to begin work as soon as we are presented with a project request.
2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
Shive-Hattery is flexible in establishing required deliverables. We would coordinate with the State’s project manager to jointly determine the most appropriate milestones for each project. In addition to our local staff, the Tucson office is part of the larger Architecture and Engineering firm Shive-Hattery, that boasts more than 500 staff members, including Architects, Engineers, and Interior Designers. We are all part of One Team, lending a hand and expertise when and where needed.
3. Are you familiar with Job Order Contracting projects?
How can your firm support a project manager with defining quantities and units of measure?
We are familiar with JOC or Job Order Contracting projects; as noted in our on-call experience, most of our projects are for government or public clients that utilize the JOC contracting method. Many of these contracts are specific to an on-call project type, such as a roof repair or office furniture replacement in an existing space. These smaller contracts require additional assistance from the architectural and engineering staff to provide more than an enhanced level ofconstruction administration. Small projects require additional items, such as determining quantities of roofing material or amounts (counts) of proposed furniture for pricing and procurement. Furthermore, understanding the specifics of the type of quantities or their required units of measure will be critical for proper procurement of the material. Knowing, for example, that quantities of soils are procured in cubic yards or that steel is priced by the pound is especially important for Job Order Contracts.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
SCHEDULE MANAGEMENT PLAN
The Shive-Hattery leadership team has extensive expertise in maintaining project schedules. Over the years, we have successfully managed the scheduling requirements for numerous projects with fixed time frames.
MANAGING WORKLOAD
We excel in handling multiple projects simultaneously.
Typically, each project is assigned a project manager and a project architect. Additional team members are allocated as necessary to ensure adequate staffing for the timely completion of tasks. The most experienced staff are selected for specific project types. Our leadership team oversees staffing for all projects, ensuring we exceed our clients’ expectations.
CREATING THE PROJECT MANAGEMENT PLAN
Our team will implement proven procedures to meet your expectations for a quality product, completed within the established schedule and budget. We will begin with a Project Management Plan (PMP), detailing tasks to be completed, responsible parties, and the schedule for task completion. The PMP, based on PSMJ Resources, Inc’s project management training principles, serves as our road map for the project. Regular meetings throughout the project will keep the entire team informed of the project status.
Shive-Hattery | 11AZ DOA | On-Call Architectural Services | Solicitation No. BPM006827
ATTACHMENT 3-A: METHOD PROPOSAL
(Method of Approach)
Finally, early in the design phase, we work with design consultants and ADOA to confirm critical milestones as outlined. Once these milestones are determined, we detail our approach to meet each milestone and draft the project schedule. We use Microsoft Project software to create the project schedule as a Gantt Chart, allowing us to review the project’s Critical Path and identify any potential schedule roadblocks.
5. List standard turn-around times for design requests/ changes, RFIs, submittals, and differing situations that may impact time constraints.
Time is a critical component to any project. How long things can take can seriously challenge a project’s success. Response times if not managed properly can shift a project out of schedule potentially crippling a project completely. We understand that any response and their timeframe are a factor. We not only meet the industry standards which are established in our contracts and specifications, but understand when those timelines can be too slow, and we need to respond quicker. We are a client centric firm dedicated to your success.
Design Phase:
• Our company resources enable us to respond in a timely manner to design revisions.
• Typical turn-around times for design phase changes are 1-2 weeks, and will vary depending on size of scope changes.
Construction:
• Construction activities are especially time-sensitive as delays can directly affect schedule and cost.
• During design, we will work with ADAO project management to establish the protocols prior to issuance of the bid set. In our specifications, we will establish expectations for turnaround times for RFIs, submittals, and pay application reviews.
• Typical turn-around times for RFIs are 5-7 days, and submittal reviews are 14 days.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
Quality assurance (QA) is more than a single process;
it is a holistic approach and mindset that pervades all aspects of the work we do. It begins at project initiation and carries through to the end of the project.
The design phase QA/QC process at Shive-Hattery is comprehensive and involves several key steps to ensure high-quality deliverables:
Documentation and Standards:
The design phase QA/QC process includes thorough documentation of decision-making, cost estimates, and design considerations. This ensures that all aspects of the project are well-documented and can be referenced throughout the project lifecycle.
Integration with Tools:
Shive-Hattery utilizes tools like Newforma and Procore to streamline workflows and reduce potential errors.
The Newforma Procore Connector allows for seamless integration between the two systems, enabling the automatic transfer of submittals and RFIs.
Stakeholder Reviews:
Conducting stakeholder reviews is a crucial part of the QA/QC process. This ensures that all voices are heard and any potential issues are vetted out early to reduce course corrections later in the project Budget and Cost Management:
Holding budget conversations early and often is essential. This helps in setting up the project for success by ensuring that the design phase aligns with the budget constraints and expectations.
Quality Assurance in Design Stages:
The design phase is divided into several stages, including schematic design, design development, and construction documents. Each stage has specific QA/QC measures to ensure that the design meets the required standards and specifications.
Shive-Hattery | 12AZ DOA | On-Call Architectural Services | Solicitation No. BPM006827
Use of Advanced Technologies:
Shive-Hattery employs advanced technologies like 3D Lidar scanning for field verification. This allows the entire team to reference the model of existing conditions at any time to verify dimensions and ensure accuracy.
Continuous Improvement:
The QA/QC process is continuously refined based on feedback and lessons learned from previous projects.
This helps in improving the overall quality and efficiency of the design phase.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract.
We are familiar with and have managed documentation within the Procore platform for our clients with their permission. Shive-Hattery utilizes a Newforma Procore Connector that allows seamless integration between Procore and Newforma, enabling the automatic transfer of submittals and RFIs between the two systems. This integration helps eliminate the need for manual data entry, streamlining workflows and reducing potential errors.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
Dimensions are a critical component of construction documents. They describe to the contractor the physical size and distance between components. Some elements are intentionally left un-dimensioned usually due to existing conditions or other restrictions that could create confusion or conflicts in the design. Clarity of design is the intent of any construction drawings, and dimensions are one of the tools to provide that clarity. We do so in the following ways.
• We provide clear-dimensioned plans for all projects.
Our standard is to provide a fully dimensioned plan separate from the annotated floor plan. We use this approach to increase legibility.
• We provide dimension plans tailored to the project’s scope and size. A dimension plan aims to communicate all the information to the builder so that he may construct the building.
• We clearly locate plan elements and communicate critical clearances, such as ADA or code requirements. For interior renovations or expansion projects, we dimension off existing elements.
• We provide enlarged dimension plans as needed for items such as restrooms and millwork.
• Architectural drawings are drawn “to scale,” however the builder shall not scale the plans.
Instead, they should ask questions of the architect via RFI.
9. On Design drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Yes. We can annotate photos or drawings to locate new items on design drawings. We also typically use 3D Lidar scanning (via photogrammetry) for field verification. A benefit of this process is that the entire team can reference the model of existing conditions any time to verify dimensions.
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
Yes, we have the capability to markup drawings in Procore or Bluebeam (a cloud-based software known for its Revu software for PDF markup, collaboration, and digital workflows) and send via email to communicate.
We can also use a “live” Bluebeam session for this type of markup if desired, where the architect, GC and State’s project manager can collaborate on a single document mark-up.
