Attachment 2-A: Offeror Information Questionnaire Failure to fully address all information requested may cause the statement of qualifications to be determined non-responsive.

1. Describe the firm’s and the proposed lead team member’s previous design and construction administration experience for projects similar in size and scope to this project.

Marlene Imirzian & Associates (MIAA) has been providing architectural services for 27 years in Arizona. We have experience in design and construction administration for public projects on-call contracts, for projects of highly varied scope and type including many renovations. Key to our approach is developing complete documentation and delivering the work within the owner's schedule and budget.

Marlene Imirzian, FAIA will be the MIAA lead team member and has more than 30 years of experience providing design and construction administration services. She has been the lead team member on all our on call projects with sizes ranging from 600 square feet to 42,000 square feet. She will lead the technical documentation and project development to meet the project schedule and goals. She provides leadership of the design team to optimize technical and creative project development and deliver projects within the client's schedule and budget.

Construction administration includes experience in various construction delivery methods including Job Order Contract (JOC), CMAR, Design Build, Multi-Prime and competitive bid. We provide full construction administration AE services from construction kickoff to project closeout and any warranty follow up required.

Past on-call contracts we completed were for three-year and five-year terms with multiple projects that occurred simultaneously including for City of Phoenix, State of Arizona, Town of Gilbert, and others. For instance, during the on-call with City of Phoenix we had over 15 small and medium sized projects. At one time we had concurrent projects for five Fire Station major renovations, Parks South Mountain Ranger Station & Museum complex major restoration and renovation, and three Library renovations. We managed design and construction administration for these projects concurrently, with the Fire Station major Dorm remodels requiring phased construction.

During the on-call contract with State of Arizona we had over 15 projects including sites in Phoenix, Tucson, Patagonia, Jerome, Kingman, and Yuma. Projects included renovation for office uses at the State Capitol. We are highly experienced in managing projects in remote areas and throughout Arizona.

MIAA is looking forward to providing dedication of our team to the State of Arizona projects.

2. Create a three-column chart. In the first column, list the past project title, budget, and year completed (listing only past projects with similar scope and budget within the past seven years) the firm has been the lead design professional. In the second column of the chart, list the names of any proposed key personnel and subcontractor(s) (if any) “team member” identified for this project that performed services for the project in column one and the team member’s role for the listed project. In column three provide best practices and lessons learned for each project.

Upgrades, $1,617,013, 2025

Marlene Imirzian, Architect

Mike Violette, Project Architect

Blake Fisher, Project Manager/Sr Designer

Early review with the State Historic Preservation Officer (HP) was done to establish the approach to historic elements that would be modified or needed restoration. This allowed the design to be developed with no time delay for HP review of project construction documentation and to coordinate with Contractor cost basis of work.

All four floors were renovated, with phased construction to allow one floor to be occupied early. Early engineering as-built condition evaluation was done to establish phased improvement scope definition for contractor pricing and for the design to optimize new office engineering design.

State of Arizona Capitol Dome Replacement, $880,658, 2022

Marlene Imirzian, Architect

Mike Violette, Project Architect

An existing condition review was done in concert with the owner and contractor to develop a design that would allow the Capitol space to be occupied throughout construction. An in-depth evaluation of the feasibility of the new copper finish and maintenance access to the roof was necessary due to the Governor’s requirement that the finish was to be shiny copper color which requires ongoing maintenance of the finish.

State of Arizona Charter School Board Relocation, $504,124, 2023

Marlene Imirzian, Architect

Mike Violette, Project Architect

Blake Fisher, Job Captain/Sr

The scope included full renovation of the State Capitol Tower third floor. The building code analysis was done at the start of the project to establish code issues to upgrade for exiting and access conditions required. This provided owner/users with key basis for design of the overall space organization. Early evaluation of the existing mechanical and electrical system conditions was done to establish optimum zoning of uses while retaining all primary mechanical and electrical service locations, to meet the new uses and develop design to meet the owner's budget.

Arizona State University Herberger Young Scholars Academy, $7.2M, 2018

Marlene Imirzian, Architect

Mike Violette, Project Architect

The project was integrated into a highly constrained site in coordination with the campus master plan. User goals changed significantly from the owner’s initial scope assumptions. Key to the project’s success was the highly collaborative preliminary design reviews with the users and the contractor to quickly establish a revised approach to meet the owner’s budget.

City of Phoenix Fire Station 3 Renovation, $716,715, 2022

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

The as-built MPE systems were carefully evaluated for design to allow for major space changes including all new separate Dorm rooms with acoustic separation, new mechanical distribution, power and data to be done in phases. This provided for full operation of the station throughout construction.

Arizona DEMA Emergency Operations Center Silverbell Auditorium, $5,219,127, 2025

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

Stacia Ledesma, Project Manager/Sr Designer

The project was to develop schematic design for a new Auditorium Building to establish the location and cost for DEMA to fund the project construction. The site is within a constrained space between an existing administration building and a dormitory. Early evaluation was done to determine utility service availability and site storm water management to establish the scope required. A solar parking canopy project had been done directly adjacent to the site after the survey was done, with little documentation. We worked with the contractor and owner to obtain key information on utility and structures to provide required building clearance, site area, and utility design.

City of Phoenix Mesquite Library Renovation, $134,951, 2024

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

The project is for major upgrade to the library book drop and automated materials handler equipment replacement, which is large assembly that is connected to a new exterior wall opening. This required power and clearance coordination for the equipment inside, and exterior wall modification. Existing wall structural masonry wall condition was reviewed for new opening requirements. Key element of design was early coordination with the Owner's separate contract for materials handling equipment, to ensure that equipment clearances and operation were provided for.

Arizona Western College Law Enforcement Training Academy, $8.2M, 2024

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

Through developing a detailed program, comprehensive building and site design in a highly collaborative process with faculty, the design team was able to establish the optimum program and design for this first facility built for the growing college program. The process integrated early design cost estimating, which was critical to develop the facility within the Owner available budget.

This process integrated one of the best shooting range design and equipment firms in the country, who provided the best in range planning and design. This was beneficial to connect this key advisor with the Owner who had no previous such projects built.

State of Arizona Sonora State Office Relocation

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

The 3,000 SF renovation of a portion of the first floor west wing included major changes to add a large conference room, revised offices and an added corridor for access and exiting. Digital as-built measuring of the existing conditions was done for an accurate basis of modifications and was key to developing the design scope. Existing systems distribution was evaluated in detail to optimize re-use of mechanical and electrical services including lighting locations and existing lay-in ceiling where appropriate to remain in place to minimize construction cost.

City of Phoenix Fire Station 41 Dorm and Battalion Renovation

Marlene Imirzian, Team Leader/Architect

Mike Violette, Project Architect

The Fire Station Dorms are adjacent to the separate Battalion Offices. The existing mechanical distribution condition for the dorms was evaluated and able to be retained to serve the new design, providing good cost savings. Battalion major public and office spaces were replaced including a new meeting room. Close collaboration was done with Fire staff to provide for new room locations that allowed for optimum separation of use for the private Battalion Office zone and public access to the meeting room.

3. In Attachment 3-B. Provide key personnel by the name, title, and directly responsible person who will be engaged in the work. An individual may be identified for more than one project discipline, or multiple individuals named to one single discipline. Describe each Individual’s specific qualifications and experience directly related to each type of Services proposed. 2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

At the inception of the project, we do an initial project review and meet with owner/user to develop the project scope that is specific to the needs of the project. The project deliverables are evaluated based on project scope, desired completion date, and issues such as whether as built documentation is needed and if continued occupation or phased construction may be required for renovation projects. Project deliverables will be also based on State scope requirements for design and construction administration.

We develop a project schedule for deliverables based on each project' s specific scope and schedule goals that is updated and reviewed throughout the project.

We develop a master schedule for managing all the on-call projects including project schedule, staff assignments, and schedule of primary deliverables which is reviewed with the entire team at least once every week to assure coordination of work to meet project deliverables.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

We are highly familiar with Job Order Contracting (JOC) process for public clients and have completed many past projects with JOC contractors. All of the past City of Phoenix on-call projects were delivered through JOC. All our projects are developed in REVIT, which allows for quantities to be scheduled and units of measure to be easily verified and established. We support the Owner’s project manager with defining quantities and units of measure as early as possible.

Contractors typically do not have REVIT, so we provide Bluebeam-ready PDF files that can be used for defining quantities, and which can also be developed to show any changes made from previous PDF document issued.

We review the specifications and standards for the JOC contract including any pre-priced work that was included, where applicable. We establish whether any items in the proposed scope include non pre-priced work and work with the project manager to establish the basis of cost for those items. We work with the Owner’s project manager to develop the project documents to clearly show quantities and units of measure that are coordinated with the JOC contract terms.

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

MIAA will develop a schedule for each phase of work including specific deliverable dates and owner reviews. We are experienced in collaborating with external project teams including Owner, Users, and Contractor to deliver projects on schedule. We schedule review of the full AE team deliverables prior to the deliverable date, to ensure coordinated design and documentation prior to owner delivery.

We prepare specific design team schedule/milestones for the design phase work. We will review our office protocols for project records and frequency of review/analysis desired by the Owner. We do weekly design team meetings to review design and documentation progress, coordination, and owner delivery schedule. During the design phase, time is included for the delivery of design documents and Owner review time at each milestone. During the construction phase, the PM oversees design team RFI and submittal response timing to ensure timely RFI and submittal response meets the Owner requirements.

The schedule will be continuously updated on the project management software, detailed delivery reviews done at the weekly design team on-call project reviews, and ongoing schedule coordination and review with the State and contractor.

Solicitation No. BPM006827

Description:

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

The standard turnaround time for RFIs and Submittals is three days, with up to seven days if multiple engineering reviews are required. Time for design requests/changes are highly dependent on the extent of the change. Situations that impact time constraints are the extent of documentation/engineering required to implement a design change and whether that change requires contractor preliminary pricing for State approval.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

Quality assurance methodology is incorporated in all our work. Quality assurance starts at project inception and continues through closeout. Key to quality control is consistent team assignment, documentation standards and checklists, technical review, and comprehensive document evaluation.

The Project Manager (PM) provides full review and coordination of the design team work.

• The design team consultant deadline for each owner review/deliverable is scheduled on average 3 days prior to the owner deliverable. The PM does a comprehensive review of the documentation and leads the team coordination prior to owner submission.

• Project document technical and coordination review is done on a scheduled basis to review for completion and quality for each phase of work to meet project requirements. This is done by the project architect and includes all consultants in the document review for a comprehensive design evaluation. This multidisciplinary evaluation of proposed systems and documentation ensures completeness and coordination.

• Review comments are coordinated in a Bluebeam session including the consultant team for back-check and coordination.

• Construction Phase RFI and submittal design team consultant responses are fully reviewed by the PM prior to posting on Procore, to assure a coordinated and complete response.

• Cost estimates are reviewed to check accuracy and allow for adequate time to inform Owner budget, scope and design decisions.

At each primary phase of work/deliverable the Design Team Leader does a full document review to ensure Owner requirements are met, clarity of scope documentation and coordination. Documents are then updated by consultants as required.

Construction Documentation completeness and quality control is demonstrated with MIAA's change order record. Our record of projects built for the construction budget is 95% of projects on budget for projects ranging in size from $10,000 to $74,000,000.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement

Procore on this On-Call contract?

MIAA has been using Procore Project Management software for over six years. It is used on the majority of our public projects including all State of Arizona On-Call projects. We are very familiar with Procore on our past projects with the State of Arizona and will continue to utilize this management software as necessary to coordinate with the State, Project Manager, and Contractor. The Project Manager for the project is responsible for managing the Procore for that project. This can include the following:

• Documents are digital, uploaded to Procore and all revisions/modifications in the Procore folder to provide current document access at all times

• Schedule tracked and input noted

• RFIs, Submittals can be uploaded by the contractor and directly responded to in Procore by the Architectural team including our consulting engineers

• Communication, tasks to all team members sent on Procore for all team members to see response

• Punch List upload and progress tracking

• Meeting records/minutes

• Specifications and Reports

• Construction closeout and records

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Our firm uses dimensions on construction drawings to clearly indicate the basis for installation/construction. Key for this is that dimensions are located in the optimum place for each element. Key document quality is to not repeat or duplicate information, as that leads to higher potential for conflicts and difficulty to manage compliance. We have specific instructions on our general notes that states drawings should not be scaled as all key installation/construction conditions are to be done per dimensions on the documents.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

Using images and diagrams in addition to drawings and notes on Design Drawings is beneficial in providing clarity for users and owner team to easily see the proposed approach. We are able to use these on Design Drawings to provide additional information and clarification. These not only help with tie-in points and locations but also with conveying design intent to the client and contractor.

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

We use this type of drawing review and response on a regular basis. By incorporating Bluebeam Studio or similar software, we are able to track and note comments and suggestions on drawings in a consistent manner and with clarity on how the item is addressed. Bluebeam Studio sessions allow all team members to mark up a live file. This avoids duplicating comments and creates a single source to respond to. The Owner and contractor can easily confirm that a resolution is acceptable.
