About this file
This statement of need describes modifications required for a Ford Transit van to serve as a mobile laboratory for the NOAA Chemical Sciences Laboratory Tropospheric Chemistry Group. The van must be outfitted with L-track seat rail mounting, insulation, roof air conditioning units, a roof rack, ladder, second alternator, power connection system, onboard 4,000-watt gas generator, battery system with over 500-amp hours capacity, 110-volt outlets, and interior wiring. The modifications must be performed by a local shop in Boulder, Colorado by November 1, 2023. Quotes are being solicited under solicitation number NRMJ30002300968VES by the Department of Commerce National Oceanic and Atmospheric Administration to outfit the van according to the specifications provided by November 1 to support atmospheric composition and air quality research.

STATEMENT OF NEED
DEPARTMENT OF COMMERCE (DOC)
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
OFFICE OF OCEANIC AND ATMOSPHERIC RESEARCH (OAR)
CHEMICAL SCIENCES LABORATORY (CSL)
Requisition Number – NR-MJ3000-23-00968
PURPOSE:
The NOAA Chemical Sciences Laboratory Tropospheric Chemistry Group (CSL7) requires modifications to a Ford Transit van to convert it into a vehicle suitable for use as a mobile laboratory for air sampling in support of air quality and climate research. The modifications will enable the vehicle to accommodate scientific instruments that measure trace gases and aerosols, as well as meteorological parameters and location data.
SCOPE OR MISSION:
NOAA CSL7 conducts observations of atmospheric composition and chemistry to support its mission goals in the areas of air quality and climate. As part of this mission, NOAA CSL7 conducts research using mobile platforms that include surface vehicles, aircraft, and other assets. An important component of these platforms is the CSL “mobile laboratory”, an instrumented van that conducts drives in various environments. These include urban areas, agricultural regions, oil and gas producing areas, regions impacted by wildfire emissions, and natural areas such as forests and grasslands. Sampling of trace gases, aerosols, and meteorology in these environments provides data on atmospheric composition and variability that supports the agency’s mission.
BACKGROUND:
NOAA CSL7 has conducted a series of field studies using its existing mobile laboratory. These include (but are not limited to) agricultural studies in the Colorado Front Range area in the early 2010s, studies of oil and gas emissions and their air quality impacts in Utah, Colorado, and other states in 2012-2014, the Alisso Canyon methane leak study in 2015, the FIREX-AQ studies in 2018-2019, the New York Investigation of Consumer Emissions (NY-ICE) study in 2018, the Southwest Urban VOC and NOx study (SUNVEx) in Las Vegas, NV, and Los Angeles, CA, in 2021, and the Marshall Burn Air Quality Study in Colorado in early 2022. These campaigns have been an integral part of the NOAA CSL7 mission over a time period spanning more than one decade. The current CSL mobile laboratory, a model year 2011 Chevrolet Express van, has reached the end of its useful life and requires replacement. NOAA CSL7 has leased a 2023 Ford Transit van from the General Services Administration (GSA). GSA has permitted NOAA CSL7 to modify this vehicle for use as a mobile instrumented laboratory, but requires NOAA CSL7 to pay the cost for the required modifications.
TECHNICAL SPECIFICATIONS:
The modifications must be done locally at a shop within driving distance of the NOAA laboratories in Boulder, CO. The required modifications are as follows:
· L-track seat rail mounting in the cargo section of the van to enable the mounting of scientific instruments
· Insulation throughout the vehicle for temperature control
· Mounting of existing roof air conditioning units
· A roof rack for installation of air sampling inlets, meteorological instruments, and a GPS system
· A ladder system to access the roof of the vehicle
· A second alternator to generate additional power at 48 volts DC
· A system to enable connection to 30 amps of power while the van is stationary and plugged into an external power source
· An on-board, 4,000-watt gas generator for additional scientific power while driving
· A battery system with capacity for > 500-amp hours to enable operation of instruments for a period of time while not driving and while the van is stationary without access to an external power source
· A set of 110-volt outlets plus interior wiring and service panels
· A 1000-watt inverter for 48 volts
