Q&A from Region 4 US EPA ERTEM Walkthrough 2/11/16

All personnel must be qualified with HAZWOPER per OSHA requirements. The PWS includes a link to OSHA regulations. Additionally, those employees with a CDL license will be required to meet OSHA, DOT and other requirements for such licensure.

Contractor will be required to provide insurance. Insurance clause will be updated with Amendment 3, which is anticipated to be posted on 2/18/16.

At least 1 person is required to be in the warehouse at all times during the work day. EPA does not store any boats in the warehouse, and there is no requirement for marine training for personnel.

Contractor will be required to operate the on premise fill stations for SCBA tanks, and may be required to operate deployable air trailers and/or fill SCBA tanks at removal sites.

AQL – Acceptable quality level is determined through a standard checklist EPA uses ever quarter to determine if incentive has been earned, in accordance with the PWS.

The forklift in the warehouse is owned by EPA and operated by the contractor. All forklift operators are required to have proper training and current certifications.

The contractor shall provide their own personal equipment like computers or cell phones.

Travel costs will be reimbursed to the greatest extent possible in accordance with the Government travel regulations.

Conex Trailer (half tractor trailer) may be required for a major response, and would need to be delivered by semi (not owned by EPA). See PWS for requirements.

The PWS requires all equipment be tracked, either in the warehouse or checked out for a site or to a remote OSC. Reference the PWS for details.
