Describe offerors approach to planning, organizing and performing contract activities as presented in six tasking areas of the Performance Work Statement (PWS) to ensure effective, efficient, timely and responsive support. Special attention should be given to addressing the 24/7 on-call access requirement and transportation services.
Resumes are not required, however may be submitted to ensure that the proposed contractor employees have the technical training and skills to perform the work under this PWS. Offerors must provide copies of employment agreements and/or signed letters of contingency hires,.
2. Past Performance (Acceptable/Unacceptable) Offeror shall submit the information requested below as part of their proposal. The information may be submitted prior to other parts of the proposal in order to assist the Government in reducing the evaluation period. Offerors shall submit a list of three (3) contracts and /or orders completed in the last five (5) years which are similar in scope, magnitude, relevance, and complexity to this requirement. Include the following information for each contract and order listed:
a) Name of contracting activity or firm.
b) Contract title and /or order number.
c) Contract type.
d) Brief description of contract scope of work and relevance to this requirement.
e) Total contract or order value.
f) Period of performance.
g) Contracting Officer, telephone number, and E-mail address (if available).
h) Program manager/project officer, telephone number, and E-mail address (if available).
The Government will evaluate an offeror’s past performance based on information obtained by the contracting officer from any references associated with the offeror’s described contracts/projects. The government will utilize the past performance questionnaire (Attachment C) in developing past performance information. The government will utilize the evaluation of past performance according to the EPAAR Scoring Plan, on a scale of 0 to 5 (EPAAR § 1515.307-70). Any scores below a “3 or Successful” will result in the offeror’s past performance being deemed unacceptable. In the case of an offeror without a record of relevant past performance, or where past performance is not available, the government will evaluate the offeror neither favorably or unfavorably and the offeror will receive a rating of neutral.
3. Price The government will determine the total contract amount by adding the total of the Base Year to the total of each Option Year Period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government reserves the right to evaluate proposals and award a contract without discussions with offerors.
Realism: Pursuant to EPAAR § 1552.215-70(a)(1), the government will evaluate proposals to determine cost or price realism. The government will consider as indicative of a lack of understanding of the complexity and risk in contract requirements, offers that are unrealistic in terms of technical approach or unrealistically low or high in price. The government will not consider unrealistic offers for award.
