OAA FACT SHEET

Below are key requirements to keep in mind:

1. Proposals must be received by the closing date and time stated on the RFP. No exceptions. Closing date of the RFP is March 26, 2012! Proposals are due in by 12:00pm

Noon ET.

2. If you hand deliver the proposals, please provide us with 24 hour notice so that we can plan to expect you.

3. The proposal and any amendments must be signed

4. Read and carefully follow the instructions in Section L

a. Technical proposal cannot be more than 50 pages.

b. Unless specifically requested to be included as an annex, all tables, charts, graphics, etc. will count toward the 50 page limit.

c. Key Personnel must meet all requirements. Failure to meet the qualifications will be considered a deficiency

d. Provide detailed budgets for the overall GH budget (page 100) and illustrative budget (page 105)

e. Each budget must have detailed line items.

f. Use the plug figures in the overall budget

g. Budget notes must be provided with proper explanations of cost

h. Branding & Marking Plans need to be included as part of the cost proposal

i. Page 105, Part 7 Work‐day, Work‐Week, and Paid absences.

j. Read FAR part 31 Contract Cost Principles and Procedures.

k. Contractor Salary Threshold (Agencies without a Certified SES Performance

Appraisal System) Currently $165,300 yr. or $635.76 day

5. Technical and Cost proposals must be kept separate. Cost information cannot be included in the technical proposal.

6. Technical proposals will be evaluated on the Evaluation Criteria listed in Section M.4 only.

7. Carefully review Section M.5 page 113. Cost proposals are evaluated to determine whether proposed costs are realistic, reasonable, allowable and allocable.
