Purpose of the Contract
To provide the Bureau for Global Health (GH), Regional Bureaus, and Missions with ready access to high quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets.

Program and Project Evaluation
• Provide high quality, transparent, independent, and collaborative evaluation services.
• Comply with the USAID Evaluation Policy (http://www.usaid.gov/evaluation)
• Provide oversight mechanisms to avoid actual or appearance of conflict of interest in evaluation implementation.
• Review evaluation Scopes of Work to ensure that methodologies are objective, rigorous, and appropriate in terms of time and cost
• Maintain records of evaluations conducted.

Organizational Conflict of Interest
1. Many assignments under this contract will call for the Contractor to furnish important services in support of the design and evaluation of Global Health services and activities.
2. Contractor and its subcontractors will be relied on to design and evaluate the worldwide health program of USAID.
3. Contractor and its subcontractors must be available to perform designs and evaluations across more than 85 countries and headquarters program, on an as needed basis.
