SOLICITATION AMENDMENT 1

August 15, 2025

Solicitation Number: 325-25-810-056 Title: Recovery Housing Assistance Program Deadline for Receipt of Proposals: August 22, 2025, at 12:00 PM CT Solicitation Issued: August 4, 2025

Section 1.03 RFP Schedule established a Deadline for Submission of Questions and Objections. The responses, including any necessary amendments, are as follows:

Question related to Section 1.18 Supplier Registration (Payee):

1. Question: Do I have to sign up as a Payee on the state website? If so how do I find my Supplier ID?

Response: As stated in Section 1.18 of the RFP, “The successful offeror(s) will be required to complete Supplier Registration, if not already registered as a Supplier.” STATE will provide assistance to the successful offeror(s), if needed.

No amendment necessary.

Question related to Section 2.02 Scope of Work:

2. Question: Last I was told, I was on a waiting list to be an approved RHAP provider because there wasn’t enough funding at the time. I did apply last year to be on the approved provider list, and I’m wondering—will this new SUD resourcing allow more providers to be added to the list now? If so, am I already on the approved provider list, or would I need to reapply?

Response: STATE intends to enter into contracts with no more than 24 providers through this RFP. It is STATE’s intent to enter into a contract with no more than three providers for each of Region I, Region II, Region III, Region IV, Region V, Region VI Region VII, and Region VIII. All offerors are required to submit a proposal for this RFP by the Deadline for Receipt of Proposals, in order to be considered to be an RHAP provider (please see Section 1.11 Proposal Submission Instructions). Also, please see Section Four, Proposal Format and Content.

No amendment necessary.

Question related to Section 2.04 Prior Experience:

3. Question: I noticed the RFP is asking for only approved providers with an established home to apply for the grant. Is that accurate? Are new providers able to apply?

Response: After further review of Section 2.04 Prior Experience, the RFP will be amended as follows.

Amendment: Section 2.04 Prior Experience: Delete the second bullet point in its entirety, and replace with the following language:

· Have the ability to provide recovery support services to individuals by October 1, 2025.

Question related to Section 3.01 Contract Term, Extension, and Renewal Options

4. Question: Or will there be a revised agreement sent to us? I just don’t want to miss anything and lose being a provider of recovery housing.

Response: No, RHAP will no longer utilize provider agreements. Please see Section 3.03 Standard Contract Provisions. All successful offeror(s) will be required to sign a Purchase of Service Agreement (see Attachment C).

No amendment necessary.

Questions related to Section 4.01 Proposal Format and Content

5. Question: Having never written a proposal or bid, are there any blank templates or examples of what one looks like available?

Response: Please see Section Four Proposal Format and Content for proposal expectations.

No amendment necessary.

6. Question: I guess I am wondering what exactly should a proposal look like? Do we need to rewrite our policies for recovery housing and submit it?

Response: As stated in the RFP, “The provider(s) shall maintain a written policy that outlines participants' rights to request and receive reasonable accommodation. The policy shall ensure equal access to housing and services for individuals with disabilities and shall include clear procedures for reviewing, responding to, and implementing accommodation requests in a timely and nondiscriminatory manner.” Furthermore, “The provider(s) is solely responsible for the development, implementation, and oversight of its internal policies, service delivery, and associated documentation. STATE neither approves nor endorses any agency policy or practice. The collection of these documents by STATE is solely for the limited purpose of verifying that such policies have been implemented and reviewed by relevant staff within your agency. Submission of these documents shall not be construed as acceptance, approval, or assumption of any oversight responsibility by STATE. The provider retains full accountability for adherence to all applicable laws, regulations, and contractual obligations. Please see Section Four Proposal Format and Content for proposal expectations.

No amendment necessary.
