About this file
This is an evaluation tool document for Request for Proposal (RFP) Number 325-25-810-056 for the Recovery Housing Assistance Program issued by the State of North Dakota Department of Health and Human Services. The document provides standardized evaluation criteria and scoring methodology for proposal reviewers to assess responses to this RFP seeking recovery housing assistance services for individuals with substance use disorders. The evaluation framework utilizes a 100-point scoring system across seven key criteria areas, with evaluators required to certify they have no conflicts of interest and must assess proposals based on how well offerors demonstrate their ability to provide recovery-oriented housing services, staff training programs, operational capacity, administrative capabilities, comprehensive policies and procedures, and relevant organizational experience.
The evaluation criteria emphasize trauma-informed care, evidence-based practices, and compliance with federal and state regulations for substance abuse treatment and recovery services. Specific focus areas include ensuring access to prescribed medications, overdose prevention protocols, wraparound support services, transportation assistance, and maintaining smoke-free environments. The scoring methodology ranges from 0 points for no response to maximum points for excellent total applicability, with the highest weighted categories being Understanding the Driving Principles (20 points) and Program Design and Service Delivery (20 points), followed by Staff and Training, Operational Capacity, and Policies and Procedures (15 points each), Administrative Capacity (10 points), and Experience and Qualifications (5 points). The document requires evaluators to maintain documentation of completed staff training, prioritize hiring certified peer support specialists, and ensure no fees are collected from program participants.

Proposals will be reviewed for responsiveness and then evaluated using the criteria identified in this RFP.
INSTRUCTIONS FOR EVALUATORS
Each evaluation criterion has been assigned a specific number of points. The questions under each evaluated area help you measure the quality of offeror’s response. Do not assign points to individual questions; instead, award a total score for each evaluation criterion.
RATING SCALE FOR ASSESSING OFFEROR RESPONSES
This rating scale is intended to establish guidelines within that range to ensure members of the RFP evaluation committee perform their evaluation with consistency. You may assign any value for a given criteria from 0 to the maximum number of points. A zero value typically constitutes no response or an inability of offeror to meet the criterion. In contrast, the maximum value should constitute a high standard of meeting the criterion. If a specific criterion would only yield a yes or no response (e.g., offeror can submit an electronic report in required format by noon Friday), the evaluator should award either the maximum points or a zero.
For Example: “Program Design and Service Delivery” is an evaluation criterion receiving a weighting of 20 of the total possible points. Using a 100 Point Scale, a maximum of 20 points can be awarded. The rating scale would be:
