5.6.1: Upon receipt of the part(s), the contractor shall notify the COR (Contracting Officer’s Representative) within 10 business days of required repairs on console components and provide an invoice detailing the work performed.
5.6.2: If the component is determined to be out-of-date (unsupportable) by the contractor, then the contractor shall also notify the COR within 10 business days of receipt of the component of whether or not an upgraded component is available. If a component requires an upgrade or redesign the contractor shall comply with 5.5 of the PWS and labor hours billed under the Off-site Upgrade/Redesign CLIN. All parts necessary for off-site repair/return shall be billed as actuals under the Parts CLIN.
5.6.3: The Government reserves the right to perform in-house repairs. Currently, Letterkenny is capable of meeting most of its DIT-MCO systems related minor repairs and troubleshooting needs and the contractor shall not be required to perform most minor repairs nor conduct troubleshooting.
5.7: Off-site Upgrade/Redesign of DIT-MCO components: The contractor shall provide latest, up-to-date components when requested and approved by the COR and where necessary in order to perform repairs to bring the DIT-MCO Test Consoles listed in Appendix B systems back up to full functionality. These services shall be performed at the contractor’s facility.
5.7.1: At times, the contractor may be required to redesign DIT-MCO components, as needed, depending on the age, model and current design of any DIT-MCO component or subcomponent. For out-of-date or unsupportable components, the contractor shall provide the requisite engineering and manufacturing capabilities to produce a custom, up-to-date DIT-MCO component.
5.7.2: The contractor shall provide an invoice detailing upgrades to the component and, if an item is replaced, the specifications (nomenclature, model, etc.) of the replaced component(s). All parts necessary for off-site upgrade/redesign shall be billed as actuals under the Parts CLIN.
5.7.3: Provide technical phone and/or e-mail support: The contractor shall provide phone and e-mail support to Letterkenny technicians and engineers. The contractor shall be able to provide this service during normal business hours. The contractor shall return phone messages and/or answer emails within one (1) business day.
5.8: Parts - The contractor shall provide all necessary parts for all work performed under this contract. The COR shall approve all parts costing more than fifty dollars ($50) each that are parts required by services performed under paragraph 5.5,5.6 and 5.8. Repair parts shall be billed as actual per the parts CLIN instructions. Funding for repair parts will be allocated on individual task orders. All Information Technology (IT) hardware and software needed to perform repairs and are specific to DIT-MCO consoles shall comply with any and all US Army Information Assurance (IA) standards that are applicable at that point in time. This shall not be construed to mean that the contractor has exclusive rights to supply all parts needed to perform on-site maintenance. The Government reserves the right to procure parts required for maintenance performed in-house by most advantageous means.
5.9: Hand held Tester - The contractor shall perform repair and exchange service for the DIT-MCO Hand Held Tester identified in the CLIN description. The calibration and exchange shall be performed when the contractor is notified by the COR and/or a delivery order is issued since this maintenance has no regular interval. Calibration shall meet all applicable industrial and OEM manufacturer’s standards and include a stamp or tag as applicable. A calibration certificate shall also be provided.
5.10: CONTRACTOR MANPOWER REPORTING (eCMRA) - The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract.
The contractor shall completely fill in all the information in the format using the following web address https://sam.gov. The required information includes: (1) Contracting Office, KO, Contracting Officer’s Technical Representative (COTR) or also known as the Contracting Officer’s Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-
Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor’s system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.

*Note: Each test system has been identified using a console number, followed by the OEM system number. The last 4 digits of each OEM system number is the test console’s serial number and is not subject to change, whereas the other numbers (identifying the type of Master Control Assembly and/or Secondary Switching Assembly) are subject to change depending on whether a hardware upgrade has been performed. OEM system numbers beginning with “95” and “2503” denote Master Control Assemblies with unsupported parts that will possibly require upgrade (replacement) at some point during the period of performance of this contract, in which case, the Master Control Assembly number will accordingly change.
Note: Each of the DIT-MCO test consoles listed above are comprised of four major component sections: The User Interface, the Peripherals, the Master Control Assembly and the Secondary-Switching Assembly (DIT-MCO International, the OEM manufacturer, may use different technical terms). The components listed in the table below fall under all of the requirements listed in this PWS and, altogether, these components make up the entire DIT-MCO test console system (see next page):
Generalized list of DIT-MCO system components
1. User Interface – The module used by LEAD operators who perform testing tasks with the DIT-MCO test system. Includes:
a. Keyboard, mouse, flat panel monitor, printer used to initialize and produce test report. (Some are LEAD supported and some are provided by DIT-MCO.)
b. Adapter cable front panel – DD-type connectors on the Secondary Switching Console used to connect test console to product under test. (LEAD Supported.)
2. Peripherals – system components; Lambda DC Power Supply source, AC Power source, and latching relay matrix. Latching Matrix is not supported unless upgraded.
3. Master Control Assembly – DIT-MCO Computer Hardware and sole source software used to process OEM test commands to console electronic subassemblies, i.e. Subassemblies include AC-DC High Voltage PCA, Single Board Comparator, Digital Comparator, EPP Terminal Selector, DC Power supplies, AC supply panel, and communications interface. DCS & EPP TS is only supported with Repair and Return.
4. Secondary Switching Assembly – This assembly connects the stimulus test source and also provides the measurement path to the product under test. Letterkenny’s switching hardware is developed by DIT-MCO in Series: 2, 10, 12, 15, 17 and 41. Unsupported series are S12 & S15.
