PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Title: Medical Acquisition Program Management Training

Requiring Activity: U.S. Army Medical Research and Development Command (USAMRDC), Office of the

Principal Assistant for Acquisition (OPAA)

1.0 Background:

The OPAA, the USAMRDC, and the entire U.S. Army Medical Department has been in need of medically-focused

Defense Acquisition University (DAU)-certified course on program management since the establishment of the medical research, development, and acquisition (RDA) process within the USAMRDC known as Decision Gate in

2009. This unique acquisition process integrates the Department of Defense (DOD) acquisition system based on the

DOD Instruction 5000 series with the FDA’s medical product development process and medical industry best practices. As a result, the OPAA as the lead for medical acquisition in the USAMRDC is in need of expertise to guide leadership who lack medical and PM experience through the complicated process by which products move through the development pipeline within the USAMRDC.

Training for acquisition personnel. Significant numbers of Army and DOD staff that are members of Integrated

Product Teams (IPT) are not under the PM acquisition career track, but rather under other career tracks, such as

Science & Technology Manager, Contracting, and Lifecycle Logistics. The IPT members and medical acquisition staff should have an appreciation and understanding of PM in the context of defense acquisition. Also IPT positions are in need of PM training to better appreciate the entire lifecycle acquisition process. A medically focused DAU-certified medical acquisition course has in the past been extremely instrumental in facilitating PM understanding and

IPT functions and the acquisition lifecycle. The USAMRDC has a requirement through the RDA process that all

IPT members have training, which is best achieved through a medically-focused course not offered directly by

DAU. The contractor shall administer the course.

This course should focus on the goals and objectives of DAU’s Level II Certification for PM, which focuses on IPTs by providing an overview of systems acquisition, principles, policies, and processes. The course, however, must be medical centric and focus on medical acquisition and the development of medical products such as drugs, vaccines, and medical devices with consideration for requirements of the FDA.

2.1.1. PAGE LIMITS: Non-Price proposals are limited to 20 single-sided pages. Pages should be numbered consecutively throughout the document and not by sections. For any sections of a proposal with a defined page limit, pages exceeding the specified limit will be removed and not forwarded for evaluation. The following sections are not subject to the 20 page limits listed above:

- Table of Contents

- Title page - Contractor Task Order POC Cover Page

- Management Plan

2.1.2. FORMATTING: Proposal content shall be no smaller than Times New Roman size 12 font with 1” margins.

Exhibits, graphics, charts, captions, etc., shall be no smaller than size 10 font.

3. NON-PRICE PROPOSAL CONTENT INSTRUCTIONS: The Offeror’s non-Price proposal shall clearly reflect how you propose to comply with the performance requirements identified in the Performance Work Statement

(PWS) regardless of the Government’s estimated effort. Your non-price proposal, including any supporting documentation, is to be clear and concise. Your proposal should address all of the evaluation criteria.

The Offeror’s non-Price proposal shall contain the following:

a. Non-Price Factor 1 – Technical Approach

b. Non-Price Factor 2 - Management Approach

c. Non-Price Factor 3 - Experience

d. Non-Price Factor 4 - Past Performance mailto:jeremy.calligan.civ@mail.mil

3.1 TECHNICAL APPROACH: Minimum technical requirements for this procurement include:

A written technical approach which effectively demonstrates the Offeror’s clear understanding of all the PWS tasks and how the approach is likely to yield the required results within the required time frame. Ability to provide a

DAU Certified Course (Task 1). Additionally, the Offeror shall demonstrate the methodology and flexibility that will be used in accomplishing any resultant award.

3.2. MANAGEMENT APPROACH: The Offeror shall submit written information that shall describe the Offeror’s management approach that will lead to the successful accomplishment of the requirement.

Chain of command practices which will contribute in positive manner to ensuring completion of all objectives

(particularly emphasizing communications, accounting, crosschecks) on schedule early enough to take necessary corrective actions, and flexibility in allocating resources based on Government priorities;

The Offeror’s plans for monitoring and reporting progress:

3.3. EXPERIENCE: The Offeror shall submit written information which effectively demonstrates the Offeror’s relevant experience (for this purpose, experience refers to what an Offeror has done, not how well it was accomplished) identical to, similar to or related to the tasks performed within the PWS.

3.4. PAST PERFORMANCE REFERENCES: Offeror’s are not required to submit past performance references. The

Government will make a responsibility determination based on reviewing the System for Award Management

(SAM), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity

Information System (FAPIIS) database systems.

4. PRICE PROPOSAL CONTENT: Offeror’s price proposal shall be in sufficient detail in order for the

Government to determine prices as fair and reasonable. Prices should be in line with either commercial prices or commensurate FSS prices. Any and all Government discounts should be afforded to the Government on offerors price proposal. In addition to completing the CLIN (i.e. unit price and total amounts) on pages 18-30 of this solication, a separate price shall be provided with offeror’s proposal submission. If submitting labor categories as part of price proposal, all labor category rates shall reflect a fully burdened rate.

Other Direct Costs (Travel and Other (Material) costs shall be proposed and fully detailed and substantiated. See

PWS Section 2.1.4 for ODC details.

Price will be evaluated separately from non-price factors, and will be evaluated for fairness and reasonableness. The evaluated price will be evaluated for fairness and reasonableness in terms of:

Consistency with the technical approach, in that the prices are consistent with and reflect the proposed requirements for the base and all option periods.

Fairness and reasonableness of proposed price(s). Price(s) that are unreasonable, not fully supported/substantiated, or both, may cause the overall technical evaluation to be adjusted in one or more of the non-price evaluation factors.

Evaluation of options shall not obligate the Government to exercise options.

Offeror’s proposals shall remain valid for a minimum of 90 days from the date of submission.

4.1. Service Contract Reporting (SCR): Service Contract Reporting (SCR) has replaced Contractor Manpower

Reporting (CMR) Requirement. Service contractor reporting of information is required in the System for Award

Management (SAM) for:

• Contract Awards, no IDVs

• Contract Awards include purchase orders, delivery/task orders, BPA calls, and definitive contracts

• Service Contracts, i.e. any PSC that starts with a letter excluding utility PSCs (S110, S111, S112, S114, and S119)

• All cost-reimbursement, time-and-materials, and labor-hour service contracts with an estimated total value > $150,000 and base date signed is between 10/1/13 and 9/30/18.

• Fixed Price Contracts: If the contract's base date signed AND base effective date is between 10/01/2013-

09/30/2014, the total contract value must be >= $2.5M

• Fixed Price Contracts: If the contract's base date signed AND base effective date is between 10/01/2014-

09/30/2015, the total contract value must be >= $1M

• Fixed Price Contracts: If the contract's base date signed AND base effective date is between 10/01/2015-

09/30/2018, the total contract value must be >= $500,000

Steps for Submitting a Service Contract Report (SCR)

- Go to www.sam.gov and log in.

- Select Entity Registrations and then select Service Contract Reporting.

- SAM displays your entities which have service contracts and meet the reporting criteria. Select View by entity to see the service contracts for each entity.

- Next, select Add for the service contract against which you want to create a Service Contract Report. Each service contract which meets the FAR Subpart 4.1703 reporting thresholds is displayed.

- You will be taken to the Complete Service Contract Report page. SAM displays the contract details and allows you to report. You are required to enter the following information:

• Total Amount Invoiced: Total dollar amount invoiced for services performed during the previous

Government fiscal year under the contract (this amount should include the prime and any subcontract amount).

• Prime Contractor Hours Expended: Prime contractor direct labor hours expended on the services performed during the previous Government fiscal year. The amount you enter is automatically divided by 2,080 hours to calculate a Full Time Employee (FTE) equivalent, displayed under the Prime Contractor Hours Expended as Prime Contractor FTEs.

- Report any required Tier 1 subcontractor information by selecting the Add Tier 1 Subcontract Information button.

- When you are ready to submit the report, select Submit. This saves your report and returns you to the Select

Service Contract page where you can create other SCRs or edit an existing SCR.

5. PROPOSAL EVALUATION: The Government intends to award a contract without discussions. Offeror’s shall provide their best, complete proposal upon initial submission. Evaluations will be conducted on a Lowest Price

Technically Acceptable (LPTA) basis.

EVALUATION CRITERIA – LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) EVALUATION

FACTORS FOR AWARD

a. Basis for Award: The Offeror’s proposal will be evaluated to ensure the Government receives a technically acceptable award at a fair and reasonable price. The selection for award will be based on the following non-cost/price factors:

(1) Technical Approach,

(2) Management Approach,

(3) Experience, and

(4) Past Performance

Cost/price will be evaluated separately from the above technical factors, for fairness and reasonability.

b. Evaluation for Technical Acceptability: An evaluation for technical acceptability will be made to ensure satisfactory responsiveness to the requirements as set forth in this solicitation. Each non-cost/price factor will be rated “Acceptable” or “Unacceptable” using the following rating standards:

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation. If any of the following non-cost/price evaluation factors receives an individual rating of “Unacceptable,” the entire proposal will be deemed “Unacceptable”.

(1) Technical Approach: Minimum technical requirements for this procurement include:

A written technical approach which effectively demonstrates the Offeror’s clear understanding of all the

PWS tasks and how the approach is likely to yield the required results within the required time frame. Ability to provide a DAU Certified Course (Task 1). Additionally, the Offeror shall demonstrate the methodology and flexibility that will be used in accomplishing any resultant award.

The Offeror’ technical approach and overall ability to provide the required courses in accordance with the

PWS.

(2) Management Approach: Minimum management requirements for this procurement include:

A written approach which shall describe the Offeror’s management approach which leads to the successful accomplishment of the requirement, chain of command practices which contribute in a positive manner to ensure completion of all objectives (particularly emphasizing communications, accounting, crosschecks) on schedule early enough to take necessary corrective actions, flexibility in allocating resources based on Government priorities, and the Offeror’s plans for monitoring and reporting progress..

(3) Experience: Minimum experience requirements for this procurement include:

Offeror’s demonstrated relevant experience similar, related, or identical to the tasks to be performed in the PWS tasks; as well as key personnel who demonstrate experience similar, related, or identical to the tasks as well as the listed job descriptions/key duties contained within the PWS.

(4): Past Performance: The Government will conduct a past performance evaluation of the

Offeror’s past performance as well as that of its subcontractors. The Government will evaluate the Offeror’s past performance to determine how relevant a recent effort is to the current requirement for source selection. Common aspects of relevance include similarity of service/support, complexity, magnitude of effort, dollar value, and contract type. Second, the Government will evaluate the Offeror’s past performance references to determine the quality of work performed and assess the level of expectation that the Offeror can successfully perform the required effort.

c. Price Evaluation: Price will be evaluated separately from the non-price factors, and will be evaluated for fairness and reasonableness. The evaluated price will be evaluated for fairness and reasonableness in terms of:

- Consistency with the technical approach, in that the prices are consistent with and reflect the proposed staffing and or level of effort required.

- Sufficient pricing detail to allow the Government to conduct a fair and reasonable determination.

- Fairness and reasonableness of proposed price(s). Price(s) that are unreasonable, not fully supported/substantiated, or both, may cause the overall technical evaluation to be adjusted in one or more of the non-price evaluation factors.

d. Technical Acceptable/Unacceptable Ratings:

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
